offered by various government departments

 Discuss Opportunities arising from digitization and emerging technologies

OVERVIEW OF KENYS VISION 2030

- Kenya Vision 2030 is a long-term development blueprint for the country, driven by a collective aspiration for a better
society by the year 2030. The vision aims to transform Kenya into a newly industrializing, middle-income country that
provides a high quality of life to all its citizens in a clean and secure environment.

- The vision is structured around three pillars: economic, social, and political. These Pillars are sustained by the
enablers which form the foundation for social –economic transformation of the country

- Kenya Vision 2030 Delivery Secretariat (VDS) is mandated to Spearhead the implementation of the country’s
development blueprint and strategy towards making Kenya a newly industrializing upper middle-income country;

- The Kenya Vision 2030 is implemented in successive 5-Year Medium-Term Plans (MTPs) :- MTP I which covered the
period 2008-2012,MTP II (2013-2017),MTP III (2018-2022) and MTP IV which is on course and will Implement the
fourth and the second last phase of the Kenya Vision 2030 and set the momentum for transition to the next long-term
development agenda for the country.

- MTP IV is aligned to the Bottom-Up Economic Transformation Agenda (BETA) .
PUBLIC SERCTOR

- Kenya Vision 2030 identifies several flagship projects and programmes across various sectors, including
infrastructure ,ICT,Public Sector Reforms , education, healthcare, and Agriculture etc. These projects are intended
to drive economic growth and enhance the overall well-being of the population.

- Public Sector is one of the sectors Under the Enablers /Foundations whose Objective is “ Citizen-focused and
results Oriented Public Service” .

- An effective and operational E-government system will facilitate better and efficient delivery of information and
services to the citizens ,promote productivity among public servants ,encourage participation of ctizens in
government and empower all Kenyans .
- The Government is committed to provision of efficient and accessible government services at the convenience of
citizens through integrating service delivery platforms

- As such ,the government has since digitalized various government services in what is popularyly reffered to as “E-
government” .

Achievements

- Government has implemented various programmes such as;

 The National ICT infrastructure programme aimed at improving unmiversal access to ICT
National Information Security Programme aimed at implementation of security policies
Universal Access to ICT aimed at providing basic voice infrastructure under Universal
Service Obligation
E-government services aimed at strengthening the Kenya Open Data Initiative to make
public data sets accessible
Policy, legal and institutional reforms to promote timely implementation of programmes and
projects
