Initiative under the MoHSW focusing at:
Improve the whole process of collection, organization,
analysis, dissemination and use of health information
in Tanzania
Making available all information/data for all health
programs available under one roof in the MoHSW.
Solving the challenge of vertical handling of health
information/data (by different program)
Institutionalization of national data warehouse for
collection of all health programs
...Strengthening Initiative
Countering of challenges experienced in the
old HMIS system (MTUHA)

Review data collection tools at all levels (registries
and summary forms)

Incorporate newly established programs which were
not there during establishment of the old MTUHA (eg.
NACP, NMCP, NTLP, etc)

Integration approach in data collection under different
programs

Make it possible to update tools as per demand

Fixing MTUHA software problems by introducing new
database that is:

More flexible

Open to accommodate new requirements

Locally developed and owned

Maintained using local experts

Can harness the advantages of Internet technology in handling
information system

Utilizes the advantage of open source technologies

Comprehensive in terms of information requirements and
cheap and easy to maintain

Easy to use without advanced computer knowledge

Started in 2007

MoHSW working with multiple stakeholders (eg.
GFs, Norway, Oslo University, IHI, CHAI, RTI etc)

UDSM providing technical support to the initiative

The actual implementation started in 2010 after
agreeing on implementation approach

National Rollout was completed in 2013

Integration with Vertical Programs Initiative started
in 2014
DHIS Software Background

DHIS: Acronym for District Health Information
Software

The development started in 1997, DHIS 1.X was
adopted in Tanzania in 2000. DHIS was in use in
Kibaha (Then one council), Bagamoyo and later
Zanzibar

DHIS 1.X was a Microsoft Office application

Based on comments and feedback from the field
level use; in 2005, University of Oslo & UDSM
initiated the development of DHIS 2.X
Introduction to DHIS Software

DHIS 2 is platform independent

DHIS 2 can run on both on-line (with the internet)
and offline (without the internet) modes.

Input: DHIS provides user-friendly interface to
enter data. Data entry form mimic the paper tools.

Processes: DHIS automatically computes sums,
indicators and checks validity of the data.

Output: Provide different tools for reporting – both
for routine reports and analysis, also user can
create and save their reports

Types of Applications in Menus

• Service Applications
They are used to collect data, validate, analyse and
report processed information
• Maintenance Applications
They're used for system maintenance such as
revision of paper tools, indicators, changes in
organization units, improving system performance
and other operations
