The foundation of the guidance program is to provide developmentally appropriate assistance for all students, and at the same time provide special assistance to those who need it. EDUCATION PERSONAL/SOCIAL DEVELOPMENT EDUCATIONAL FOCU DEVELOPMENT S CAREER DEVELOPMENT THE NEED ASSESSMENT: The development of accountable and relevant guidance program starts with the assessment of the target population needs. Is a scientific method school counselor use to determine and understand the nature and cause of student needs.
It allows counselors to devise
programs that effectively and Is a survey completed by students, parents, teachers and/or administrators that offers a data- informed direction for a comprehensive school counseling program. According to Gibson (2003), the process of needs assessment considered the development, preventive and enhancement needs of the population as well as those that have intervention and remediation implications. THE FOLLOWING ARE THE STEPS IN THE NEEDS ASSESSMENT 1. Assessment of needs through the gathered data by means of survey questionnaire. 2. Interpretation of gathered data. 3. Prioritization of the needs. 4. Establishment of program objectives. • should have the following characteristics: Specific, Measurable, Attainable, Realistic and Time bound (SMART) 5. Setting of programs procedures. • indicating the program titles, objectives, projects/activities, personnel involved, budget, time frame and evaluation. 6. Planning for program improvement. • based on the evaluation results and the main function of clinical assessment is to establish an effective relationship with the client during the first meeting (Sommers- Flanagan & Sommers- Flanagan, 2008) and collect essential clinical information from them (Jones, 2010) it serves as a foundation for subsequent counseling procedures. DEVELOPMENT OF ACCOUNTABLE GUIDANCE PROGRAM Counselor works with the guidance staff in all the guidance activities and is committed to and involved in the continuous process of programs and projects. The effectiveness of program development regardless of settings: educational, industrial, or clinical depends first on the accurate and continuous assessment of the needs of the target population to be served. (Gibson, 2003) ACCOUNTABILITY A process through which utilization of resources are explained in terms of contributions to the attainment of desired results. Guidance counselor must implement techniques of scientific, orderly, purposeful utilization of resources and must have access to control over resources, so modifications can be instituted when results are short of the desired ends (Zeran & Ryan, 1972) Needs assessment therefore is the fundamental activity for the development of accountably guidance programs. Needs assessment is not speculative and opinion-dominated proof but a fact seeking activity which in turn enables programs to develop activities to meet the real needs of the clientele. According to Gibson (2003) needs assessment activity could be ranged from a simple to a more complex process which is concerned with two database: 1. Target population assessment seeks to establish factually the needs of the target population that the guidance program has been created to serve. 2. Environment assessment gathering of factual data that facilitate the guidance program’s understanding of the setting from which the target population comes and within the program functions. Target population assessment provides a factual basis for a program’s goal and objectives. Two databases Environment assessment provides a factual basis for the procedures by which program achieves its goals and objectives. Two important evaluations for programs improvement (Gibson, 2003), namely: 1. Formative evaluation • conducted during the planning and operation of a school program to provide those involved with evaluative information that they can use in improving the program. 2. Summative evaluation • occurs after a program is considered ready for regular use and provides potential clients that evidences about the program’s worth.
