PA 219 Disaster Planning and Preparedness

Disaster Planning and Preparedness
refers to measures taken to prepare for and reduce the effects of disasters. That is, to predict and—
where possible—prevent them, mitigate their impact on vulnerable populations, and respond to and
effectively cope with their consequences.

Republic Act No. 10121-

Philippine Disaster Risk Reduction and Management Act of 2010
An Act Strengthening The Philippine Disaster Risk Reduction And Management System, Providing
For The National Disaster Risk Reduction And Management Framework And Institutionalizing The
National Disaster Risk Reduction And Management Plan, Appropriating Funds Therefor And For
Other Purposes.

Objectives of Disaster Planning:

● Increasing the efficiency, effectiveness and impact of disaster emergency response mechanisms
at the community, and national level.
>the development and regular testing of warning systems and plans for evacuation or other
measures to be taken during a disaster alert period to minimise potential loss of life and
physical damage
>the education and training of officials and the population at risk
>the training of first-aid and emergency response teams
>the establishment of emergency response policies, standards, organisational arrangements and
operational plans to be followed after a disaster
● Strengthening community-based disaster preparedness through National Society programmes
for the community or through direct support of the community's own activity.
● Developing activities that are useful for both addressing everyday risks that communities face
and for responding to disaster situations—for example, health, first aid or social welfare
programmes that have components useful for disaster reduction and response.

Definitions:
Disaster-is an extreme disruption of the functioning of a society that causes widespread human,
material, or environmental losses that exceed the ability of the affected society to cope using only its
own resources.

Hazard-refers to the potential occurrence, in a specific time period and geographic area, of a natural
phenomenon that may adversely affect human life, property or activity to the extent of causing a
disaster.

Disaster Prevention-the outright avoidance of adverse impacts of hazards and related disasters
Emergency- a serious situation or occurrence that happens unexpectedly and demands immediate
action

Human vulnerability-is the relative lack of capacity of a person or community to anticipate, cope
with, resist and recover from the impact of a hazard

Human capacities-are the qualities and resources an individual or community can use and develop to
anticipate, cope with, resist and recover from the impact of a hazard.

CATEGORIZING
DISASTERS
1. NATURAL DISASTERS:
❏ Meteorological: Events related to weather, such as hurricanes, tornadoes, floods, and blizzards.
❏ Geological: Events resulting from Earth's processes, like earthquakes, tsunamis, and volcanic
eruptions.
❏ Hydrological: Disasters related to water, including floods, landslides, and avalanches.
❏ Climatological: Events linked to long-term weather patterns, like droughts and wildfires.

1. HUMAN-MADE OR TECHNOLOGICAL DISASTERS:

❏ Industrial Accidents: Chemical spills, nuclear accidents, and industrial explosions.
❏ Transportation Accidents: Plane crashes, train derailments, and shipwrecks.
❏ Structural Failures: Building collapses, dam failures, and infrastructure breakdowns.
❏ Environmental Pollution: Events causing widespread environmental damage.

3. PUBLIC HEALTH EMERGENCIES:
❏ Pandemics: Widespread outbreaks of infectious diseases affecting human
populations.
❏ Epidemics: Regional outbreaks of diseases.
❏ Biological Incidents: Deliberate release of biological agents, including
bioterrorism.

4. COMPLEX EMERGENCIES:

❏ Conflict-Related Disasters: Wars and conflicts leading to displacement,

famine, and humanitarian crises.
❏ Humanitarian Crises: Situations where large populations face severe food
and water shortages, often exacerbated by conflict.

❏ Asteroid Impact: A rare but potentially catastrophic event.
❏ Solar Flares: Events from the sun affecting technology on Earth.

6. CROSS-CUTTING CATEGORIES:

❏ Fast-Onset vs. Slow-Onset: Some disasters, like earthquakes, happen

suddenly, while others, like droughts, develop over time.
❏ Local vs. Global Impact: Disasters can be local, affecting a specific
community, or global, with widespread consequences.
