The ability to read is a predictor of success in higher
grades of learners. But the closures of schools during the
Background/ covid-19 situation has exacerbated the reading difficulties

Analysis
Based on the Program for International Student
Assessment (PISA 2018) results, the Philippines was
ranked 29 out of 29 countries in Reading literacy with
340 (41%) score. The ability to comprehend test items
adversely affected even the Mathematical literacy with 353
(42%) and was ranked 78/ 79, and in Scientific literacy,
the country posted 357 (42%) score with a rank of 78 out
of 79 participating countries.
In a separate UNICEF report (2022), titled the
State of Global Learning Poverty:2022 Update, joint

partnership with UNESCO, stressed that even before
pandemic there was already learning crisis. Thus,
the report reiterated the call for the government to
make RAPID actions (R-each every child and keep
them in school, A-ssess learning levels regularly, P-
riotize teaching the fundamentals, as the building
blocks of learning, I-ncrease the efficiency of
instruction including through catch-up learning,
and D-evelop psychosocial health and wellbeing so
every child is ready to learn).
Analyzing the DepED Memorandum No.48, s.2021 on Brigada Eskwela
Implementation Guidelines, Brigada Pagbasa was integrated into the program to bring
together education partners and experts to help learners read and to become functionally
literate especially in literacy, numeracy and 21st century skills. Stakeholders are given the
opportunities to contribute to possible solutions to the current gaps in the country’s
educational system like volunteering to be reading tutors and providing reading materials. In
the Guidelines, School Heads are encouraged only to realigned Brigada Pagbasa in their BE-
LCP. The DepEd Memorandum No. 62, s. 2022 Brigada Eskwela Implementing Guidelines
(paragraph 10) reiterated only to conduct partnership in reading for the Hamon: Bawat Bata
Bumabasa or DepEd 3Bs, and to intensify after-school reading program. No specific activities
or interventions were specified how to address learning poverty in the country specifically in
reading inside the classroom, but the aim is clear for BP Program, to make every learner a
reader by engaging partners and stakeholders to promote the culture of reading.
Anent with the above situation and issuances, the Curriculum
Implementation Division (CID) is proposing the RASA-BASA (Reading Across
Subject Areas for Better Academic Students’ Achievement) from Kinder to Grade
12. The RASA-BASA session is recommended to be explicitly conducted by
teachers in their subject area, wherever reading can be integrated like oral
reading of definition of terminologies, formula and word problems in Math,
reading springboard lessons and selections in Filipino, English and MTB,
explicit oral reading of issues, current events and history in APAN, scientific
investigation projects in Science, procedural information in EPP/TLE/TVL,
reading specific situations and lessons in EsP, and teaching lyrics of the songs,
historical aspect of the artwork in MAPEH amongst others.
