WHY SHOULD HAVE THIS HAPPENED??

Lives:
They lost theirs, lets
not loose ours because
We do not know “how”?.
They panicked and came
down because they did not
know where?-do you know
your exits??

ARE WE TO BLAME-YES, ALL OF US LOOKING AT THE PPT HERE??


DO YOU WANT TO BE IN SUCH A
SITUATION??
IF NOT? THEN DO YOU KNOW?
• Of your responsibilities as stake holders of this campus
• Of the Fire Exits(How many are there in your building-both office and home)
• Of Rules and regulations of safety measures that are required in a building.
• Of evacuation drills-making profits come first? (saving a life is low on priority)
• Of Fire suppression systems installed. (name them both office & home)
• Of how to use these tools to fight a fire.
• Of informing our new employees/family of the prevalent safety measures.
• Of keeping our fire exits opened and free of material.
• Of First Aid-how many of us are trained First Aiders??
• Of simple techniques of saving a life with the available material.

Fire Officer Vijay Vaidya
said.
Fire destroys 3 floors in Pune
Pune: Caused by overheating of UPS and exploding batteries. Even building with all fire
suppression mechanisms can also go up in flames.
ARE EMERGENCY DRILLS IMPORTANT?
• How many of you have participated in evacuation drills?? The
answer is that they are just a waste of time. Have you practiced
the drill in your residential high rise??

• The saddest part of Carlton was that most who lost their lives
were from the elite strata. (They had no time for sundry tasks-
PRACTICE of FIRE DRILLS)

Possible Cause:

• The fire, triggered by a cable short circuit in one of the shafts

• The smoke emanating from the cable duct in the second floor
soon engulfed the entire area, (No one even smelt it and if
they did no one bothered to report)
CLOSING THE BARN DOOR AFTER……..?
Possible Lapses:

• No proper and continuous means of egress (a pathway to safety).

• Enough storage of water which is the main pre-requisite for any high rise
building was substantially less in this case.

• One of the major lapses was locking of the main and emergency staircases.

• Though the building had fire fighting systems, "none were in working condition.
(have you ever questioned your office/residential maintenance teams)
FOLLIES & REMEDIES!
• For instance, there was No smoke alarms, no back-up power, electrical and
plumbing ducts which need to cleaned periodically were also blocked”
• Forty per cent of occupants of any high rise building need to be trained in
basic fire fighting
• Above all, over 2,000 litres of diesel stored on the building terrace.
• There were no Adequate signage.
• Training on first Aid, fire fighting and emergency preparedness shall be
rigorously followed.
• Mock drills shall be conducted as per the fire department recommendations

• NO MOCK DRILLS WERE PRACTISED


Human Error (95.7%) - why ?

1.Our people are not taught about fire control and prevention.

2. Employees not adequately trained to react and respond to fire


emergencies.

3.Fire safety does not find a place on the priority list of most
managements. (Mind sets are influenced Top-Down-the bosses need to
percolate the need of safety downwards for mindsets to be changed
and we live and work in safer environments)

4. No serious attempt made to learn from past mistakes.


SIGNAL FOR EVACUATION

• Hooter will sound- Are you aware of the sound of this building’s
hooter? Can you hear it from your cubicle of flat? Have you trained
your family to recognize the same

• Await for the announcement on the PA system-then evacuate. It may


be a false alarm? Some Companies evacuate w/o announcement.

(This may differ from Company to Company)


FLOOR MARSHALS/ERT/WARDENS
• Are volunteers, detailed from each floor who will be the one point contact, of the floor,
in case of any emergency. Should always work in teams –minimum two-
why? Reason out the answer?
• The No. of the Marshals/ERT/Wardens will depend on the floors and its division there
of.

• Close liaison with the SCC/BMS/FCC.

• Duties to be handed over.

• Distinguishing signs. eg: vest, cap etc-have you been issued one??
Task: (In normal times)
• You are responsible for safety of all employees. Did you know that you were
a part of your Company’s ERT? Or were you told today?

• Review evacuation plan. Have you??

• Check the serviceability of fire fighting equipment (FFE). (Are you aware of
the types of FFE on your floors???

• Carry out periodical training.(First Aid, FFE, evac of casualties…)

• Check marking of exit routes and doors. (Can you see the EXIT signs from
every cubicle??)
• Check if access controlled –do they deactivate?? When did you check?? If
they do not de activate-imagine each employee swiping to get out?
• Familiarize employees on the above points especially new ones.

• Liaison and co-ordination with Security Manager.

• Exits and Stairwells are clear. (How many of you have walked down the stairs today??)

• Keep a record of pregnant, sick, wounded, physically challenged staff/visitors. (Does your
Company have such a check in place??) Do you know the exact cubicle/workplace of the
differently able??

• If possible be trained on First aid and disseminate the same to the employees.

• Emergency lighting. Have you checked the efficacy of the same?? Is there emergency
lighting for the escape routes in your residential apartment??
SUGGESTED DUTIES OF FLOOR MANAGERS/ERT
DURING A FIRE

1. On hearing the Fire Alarm and the PA announcement instruct the


employees to evacuate the floor .

2. Identify the nearest and safest escape routes to be taken by the


evacuees. (How many exits are there??) in your office/apartment??

3. If required, in a manageable fire, supervise and direct your floor


teams to fight the fire.

4. Lead the evacuees to the fire exits and maintain a calm, orderly and
safe descent.

5. Announce that lifts are not to be used as they are death traps. Do
your building lifts ground in an emergency or will you meet the same
fate as the Firemen did in slide No 5
Ensure physically challenged persons and pregnant ladies are
evacuated first

All employees leave the floor. (How will you do it??)

Keep BMS updated, through the talk back/ walkie talkie systems
` about the progress if possible
Evacuation of casualities

Advice employees against returning to the floor during the evacuation


process
• Once the FMs/ERT are out with all the employees report
to be given to the designated person (usually from BMS) .

• Maintain order at the SAA by ensuring employees are


grouped department wise for accounting.

• In case of a missing colleague, inform the designated


Rep. Help in the rescue mission if required.
PREVENTING FIRES
• Instructions for after working hours.

• Maintenance of wiring.

• Enforce no-smoking zones and timings.

• Correct storage and inspection of stores.

• Good housekeeping and disposal of waste.

• Regular & systematic training of staff.
