• The saddest part of Carlton was that most who lost their lives
were from the elite strata. (They had no time for sundry tasks-
PRACTICE of FIRE DRILLS)

Possible Cause:
• The smoke emanating from the cable duct in the second floor
soon engulfed the entire area, (No one even smelt it and if
they did no one bothered to report)
CLOSING THE BARN DOOR AFTER……..?
Possible Lapses:
• Enough storage of water which is the main pre-requisite for any high rise
building was substantially less in this case.
• One of the major lapses was locking of the main and emergency staircases.
• Though the building had fire fighting systems, "none were in working condition.
(have you ever questioned your office/residential maintenance teams)
FOLLIES & REMEDIES!
• For instance, there was No smoke alarms, no back-up power, electrical and
plumbing ducts which need to cleaned periodically were also blocked”
• Forty per cent of occupants of any high rise building need to be trained in
basic fire fighting
• Above all, over 2,000 litres of diesel stored on the building terrace.
• There were no Adequate signage.
• Training on first Aid, fire fighting and emergency preparedness shall be
rigorously followed.
• Mock drills shall be conducted as per the fire department recommendations

3.Fire safety does not find a place on the priority list of most
managements. (Mind sets are influenced Top-Down-the bosses need to
percolate the need of safety downwards for mindsets to be changed
and we live and work in safer environments)
• Hooter will sound- Are you aware of the sound of this building’s
hooter? Can you hear it from your cubicle of flat? Have you trained
your family to recognize the same
• Distinguishing signs. eg: vest, cap etc-have you been issued one??
Task: (In normal times)
• You are responsible for safety of all employees. Did you know that you were
a part of your Company’s ERT? Or were you told today?
• Check the serviceability of fire fighting equipment (FFE). (Are you aware of
the types of FFE on your floors???
• Check marking of exit routes and doors. (Can you see the EXIT signs from
every cubicle??)
• Check if access controlled –do they deactivate?? When did you check?? If
they do not de activate-imagine each employee swiping to get out?
• Familiarize employees on the above points especially new ones.
• Exits and Stairwells are clear. (How many of you have walked down the stairs today??)
• Keep a record of pregnant, sick, wounded, physically challenged staff/visitors. (Does your
Company have such a check in place??) Do you know the exact cubicle/workplace of the
differently able??
• If possible be trained on First aid and disseminate the same to the employees.
• Emergency lighting. Have you checked the efficacy of the same?? Is there emergency
lighting for the escape routes in your residential apartment??
SUGGESTED DUTIES OF FLOOR MANAGERS/ERT
DURING A FIRE
4. Lead the evacuees to the fire exits and maintain a calm, orderly and
safe descent.
5. Announce that lifts are not to be used as they are death traps. Do
your building lifts ground in an emergency or will you meet the same
fate as the Firemen did in slide No 5
Ensure physically challenged persons and pregnant ladies are
evacuated first
Keep BMS updated, through the talk back/ walkie talkie systems
` about the progress if possible
Evacuation of casualities
• Maintenance of wiring.
