FUNDAMENTALS
INTRODUCTION
“FUNDAMENTALS” represents the basic elements in which the core unity
of the Scout Movement resides.
The common denominators that bind the Movement throughout the
world where Scouting exist.
Adopted by the 26th World Scout Conference held in Montreal in 1977.

Stated in Chapter 1 of the Constitution of the WOSM, and agreed upon


by more than one hundred members (NSO).

The Scouting movement is defined as:


“…..a voluntary, non-political, educational movement for young people
– open to all without distinction of origin, race, or creed, in accordance
with the purpose, principles and method conceived by the Founder….”

DEFINITION OF SCOUTING
MOVEMENT - A series of organized activities working towards an objective.
VOLUNTARY
– Emphasizes the fact that members
adhere to it by their own free will and
because they accept the fundamentals
of the Movement.
– It applies to both young people and
adults.
NON-POLITICAL
– Scouting is not involved in the struggle for power
w/c is the subject-matter of politics.
– It is constitutionally required from all national
associations (including the BSP).
– This does not mean Scouting is completely
divorced from political realities within a given
country which is necessary to develop responsible
citizens.

DEFINITION OF SCOUTING
EDUCATIONAL – According to UNESCO, three types of education can be
distinguished.
• FORMAL EDUCATION
• Established hierarchy, chronologically graded, educational system running
from primary school through to university.
• INFORMAL EDUCATION
• Lifelong process whereby every individual acquires attitudes, values, skills,
and knowledge from daily experiences and the educative influences and
resources in our environment.
• NON-FORMAL EDUCATION
• Organized educational activity outside the established formal system that is
intended to serve an identifiable learning clientele and identifiable learning
objectives.

EDUCATION
– Process aiming at the total development of a person’s capacities.
– Scouting is Non-Formal Education which is an organized educational
activity outside the established formal system that is intended to
serve an identifiable learning clientele or objective.

MOVEMENT FOR YOUNG PEOPLE
– Movement means a series of organized
activities working towards an objective. It
implies both an objective to be achieved and
some type of organization to achieve it.
– It is youth movement and the role of adults
consists of assisting young people in
achieving the objectives of Scouting.

OPEN TO ALL WITHOUT DISTINCTION


– Principle of non-discrimination is one of

the basic precepts of the Movement.


– A provision that the person must
voluntarily adheres to its purpose,
principles, and method.
– Membership of the Scout Movement
is open to anyone who agrees to adhere

Purpose of the Movement
• Emphasizes educational character.
• Aim of total development of person’s capabilities.
• Development of physical, intellectual, social, &
spiritual cannot be done in isolation.
• Integrated development.

• Scouting recognizes that it is but one of the


several contributing factors of development.
• Scouting is not there to replace family, school,
religious, or social institutions.
• Scouting exists to complement the impact of
these institutions.

DUTY TO GOD: First and Foremost Duty of a


Scout
– “…Adherence to spiritual principles, loyalty
to the religion that expresses them and
acceptance of the duties resulting there
from…”

– The definition does not use the word “God”


making it clear that it include none
monotheistic religions (e.g., Hinduism) or
those that does not recognizes a personal
God (e.g., Buddhism)

“Loyalty to one’s country in harmony with the promotion of local,
national, and international peace, understanding and cooperation.
Participation in the development of society, with recognition and
respect for the dignity of one’s fellow-man and for the integrity of the
natural world.”
– Loyalty to country not in a chauvinistic and narrow concept
– Must be in harmony with the promotion of peace,
understanding & cooperation

The Scout Method
A System of Educational Elements, which could be describe as
network of elements in which each element:
• Has a specific function;
• Interacts with other elements so as to reinforce the effectiveness
of each one;
• Contributes to the overall purposes to be achieved – and therefore
must be present.
The Scout Method is a system of Progressive Self-education
• Stimulate interest to develop, improve, learn and motivate one-self.
• Natural instinct to discover, explore, experiment new learning
experiences.
• Desire for adventures, challenges and new learning environment.
