What we Mean by Operational
Management and Performance
Many would say that the core issue in public sector
management is deploying the resources entrusted to public
managers efficiently, effectively (and fairly!) to accomplish
important public purposes. On this view, while there is
much else that public managers must consider and attend
to, their primary raison d’etre is to ensure that government
agencies deliver on their mandated or promised result and
do so in a fair and consistent way. That is their most
fundamental obligation, and should be the primary focus of
their attention, effort, and skill, as well as the mark of their
excellence.
A bit further (in a world in which we acknowledge
that the specific problems government agencies confront
in the pursuit of their mission can change) lies the subject
of government innovation: the challenge of adapting
government operations to new and varied conditions.
