Welcome everyone to the presentation on the
highlights of the Digital Accountability and
Transparency Act (DATA Act) of 2015 and
Chapter 18 of the DATA Act of 2004-54.
Overview
The DATA Act is an act of the United States Congress
designed to improve Federal government transparency and
accountability. The act was enacted in May of 2015 with
the goal of providing Americans better access to
information about how their tax dollars are used by the
Federal government. It requires the creation of standard,
machine readable financial data across Federal
organizations.
Highlights of DATA Act 2015-02
The DATA Act requires Federal agencies to aggregate, standardize, and publish financial
data related to Federal spending. Additionally, the DATA Act establishes new reporting
rules and requirements for certain Federal contracts and grants.
The DATA Act instructs the Treasury Department and the Office of Management and
Budget (OMB) to develop policies, rules, and procedures to implement the use of a Single
Government-wide Accounting Standard, known as the Standard Data Element Framework
(SDEF).
The DATA Act also requires Federal agencies to create Data Service Organizations (DSOs)
to coordinate with Federal agencies, financial institutions, and other organizations to
facilitate the exchange of information and the publication of financial data.
Highlights of DATA Act 2004-54,
Chapter 18
Chapter 18 of the DATA Act extends the authority of the Federal Acquisition Regulatory
Council (FAR) in ensuring government contractors maintain strong financial controls.
It requires government contractor to provide additional financial disclosure, establish
internal control systems related to their financial operations, and to develop audit controls
for transactions.
Additionally, Chapter 18 establishes rules for Federal agencies to ensure payment accuracy
and stewardship and repayment of taxpayer dollars provided to contractors for services.
Conclusion
In conclusion, the Digital Accountability and Transparency Act of
2015 and the requirements of Chapter 18 of the DATA Act of 2004-
54 are designed to ensure the government is more transparent and
accountable, and that taxpayer funds are used in an appropriate way.
I hope this presentation provided an overview of the highlights of
these acts, and that you have a better understanding of the levels of
transparency, accountability, and oversight they are imposing on
Federal agencies and contractors.
