memo that outlines the
institution’s position on an

issue.

collections of statements
and memos that outline the
position of the institution on
a wide range of

operational issues.
● Procedure manuals, in
contrast, provide detailed
information about subjects
only alluded to in memos,
performance evaluations,
training sessions, and the
