What is Capacity?
 Capacity (in the context of DRRM) is the capability and
coping ability if a community to manage when disaster hits.

 The ability of the households and communities to cope


when hazards occur.

 It is the combination of all the strengths, attributes and


resources available within a community, society or
organization that can be used to achieve agreed goals (RA
10121, 2010, section no.3).

There are actually various elements when it comes to capacity and these are: 

  Education on disaster prevention and response  

 Training to vulnerable communities 

 Collaboration with relief agencies

 Household Preparation 

 First aid preparedness

women, PWDS.

Permanent Housing

Permanent housing offers affordable housing assistance and support services


to people experiencing chronic homelessness, addressing personal obstacles
like mental illness as well as societal obstacles like increasing housing prices.
The permanent housing approach is critical to eradicating chronic
homelessness. So, the next time you’re thinking about a homeless shelter,
don’t forget about permanent housing. Picture a tightknit group of individuals
with a stable, supportive place to call their own.

Ownership of land

International Institute for Sustainable Development (IISD). Contributes to


sustainable by advancing policy recommendations international trade and
investment, economic policy, climate change, measurement and assessment, and
natural resources management. Land and natural disasters Natural disasters like
hurricane, tsunami and earthquakes damage and destroy land vital to peoples
livelihoods. Climate change destroys land record and erase boundaries, The
changing climate is making extreme weather events more frequent.

Adequate food and income source

preparing healthy foods for the people who are needy the
people who can't afford foods the people who live at
streets. it is about helping a community or different family
who live in a community to have some source of income to
their abilities because the one who need to provide a family
don't have job/work so it is the alternative way.

Family capacity

It is the preparedness of the family when


disasters occurs as well as their capability to
cope up when a disaster occurs while using all
the available resources in their home nor in their
community.

Family and community support in times of
crises

     For families to be able to cope with adversity, they should be able to


identify potentially meaningful outcomes of a crisis situation, maintain a
positive outlook while realistically assessing the risk of the situation, use
humor as a mechanism to alleviate negative emotions, and hold on to
hope and faith that the crisis situation is nothing but temporary. The kind of
positivity we need is that which springs forth from our genuine love and
care for one another and which does not shun away from the reality that
what we are going through right now is truly frightening and difficult.

Local knowledge and skills

Local knowledge and skills aims to provide knowledge among individuals


and groups to take actions to reduce their vulnerability to disasters. During
the last decades, the issue that trained people can be prepared for disasters
and responding well has been extensively investigated. Based on the results,
disaster education is a functional, operational, and cost-effective tool for risk
management. Based on some evidence, it is important for vulnerable people
to learn about disasters. There are different methods to educate vulnerable
people, but no method is better than others. Trained people can better
protect themselves and others. In this regard, planning and designing
comprehensive educational programs are necessary for people to face
disasters.

Here are some tips you need to do
before, during, and after disaster

Before: 
 Make a plan      

 Be Informed

 Gather supplies
During:
z
 If you have not been ordered to evacuate, stay in a safe area or shelter during a natural
disaster.

 Listen to your portable radio for important updates and instructions from local authorities.

After:

 Make sure you and your loved ones are safe

 Try to stay calm.

 If you are inside, check the building for structural damage. If you suspect it is unsafe, leave
and do not re-enter.

Responsive local government (strong BLGU)

Local governments can help constituents prepare for


disaster through consistent education and
communication. Your preparedness plan should include
asset mapping on your public facing GIS map to include
emergency sites such as hospitals, shelters, police
departments, and fire stations.

Strong Community Organization
What is Community organization?

     Community organization or Community Based Organization refers to organization


aimed at making desired improvements to a community's social health, well-being, and
overall functioning. Community organization occurs in geographically, psychosocially,
culturally, spiritually, and digitally bounded communities.

     Community organization includes community work, community projects, community


development, community empowerment, community building, and community
mobilization. It is a commonly used model for organizing community within community
projects, neighborhoods, organizations, voluntary associations, localities, and social
networks, which may operate as ways to mobilize around geography, shared space,
shared experience, interest, need, and/or concern.

Examples of  Non-Government Community
Organization in the Philippines:

 IBON Foundation 

Is a research-education-information and advocacy organization  committed to serve the


marginalized sectors.

 Child Hope Asia 

An international, non-sectarian organization advocating for the cause of street children


throughout the world.

 Philippine Red Cross 

The PRC provides six major services: Blood Services, Disaster Management Services,
Safety Services, Community Health and Nursing Services, Social Services and the Volunteer
Services

     What is a community organization?

     The process of people coming together to address issues that matter to them.
Community members developing plans for how the city can be a place where all its
children do well. Neighbors joining in protests to stop drugs and violence in their
community. Members of faith communities working together to build affordable
housing. These are all examples of community organization efforts.

Examples of community organization capacity:

 DSWD (Department of Social Welfare and Development) - government agency


mandated to develop, implement and coordinate social protection and poverty-
reduction solutions for and with the poor, vulnerable and disadvantaged.

 Buhay Zero-Waste - a Filipino community support group with 11,262 members to date,
trying to reduce the amount of waste they produce in their day-to-day living

 Department of Labor and Employment -  To promote gainful employment opportunities,


human resource development, worker protection and welfare, and industrial peace.
