Regulatory body
• Regulatory body is the formal organization designated by a statute or
an authorized government agency to implement the regulatory forms
and process whereby order consistency and control are brought to
the profession and its practice.

Indian nursing council (INC)
• It is a national regulatory body for nurses education in India .
• The Indian nursing council is an autonomous body under the
government of India, ministry of health & family welfare was
constituted by the central government under section 3(1) of the
Indian nursing council act, 1947 of parliament in order to establish a
uniform standard of training for nurses, midwives and health visitors.

• Enactment Date: 31t December, 1947.
• It is enacted with 17 sections & each section point out the specific
legislative role of Council.
Objective of INC

• To constitute an Indian Nursing Council.


• To establish a uniform standard of training for nurses, midwives and
health visitors.

Amendments in IN.C. Act 1947

The Act was amended in November 1957 to provide for the following
things:
1. Foreign Qualification:
a) A citizen of India holding a qualification which entitles him or her to
be registered with any registering body may, by the approval of the
council, be enrolled in any state register.
• b) A person not a citizen of India, who is employed as a Nurse,
Midwife, ANM, Teacher or Administrator in any hospital or institution
in any state, by the approval of President of Council, is enrolled
temporarily in state register. In such cases foreign qualifications are
recognized temporarily for a period of 5 years. If one continues to
practice in India, an extension of recognition should be sort from INC.
2. Indian Nurses Register
a) The council shall cause to be maintained in the prescribed manner a
Register of Nurses, midwives, ANM & Health visitors to be known as
the Indian Nurses Register, which shall contain the names of all persons
who are for the time being enrolled on any state register.

b) Such register shall be deemed to be a public document within the


meaning of the Indian Evidence Act, 1872

Constitution and composition of the Council
The Central Govt. shall constitute a council consisting of the following
members:-

a) One nurse enrolled in a state register elected by each state council;

b) Two members elected from among themselves by the heads of
institutions recognized by the council for the purpose of this clause
in which training is given-
i. For obtaining a university degree in nursing; or
ii. In respect of a post-certificate course in the teaching of nursing and
nursing administration

c) One member elected from among themselves by the heads of
institutions in which health visitors are trained;

d) One member elected by the Medical Council of India;

• e) One member elected by the Central Council of the Indian Medical
Association;

• f) One member elected by the Council of the Trained Nurses


Association of India;

g) 1 midwife or ANM enrolled in a state register, elected by each of the
state councils in the 4 groups of states mentioned below, each group of
states being taken in rotation in the following order:

i. Kerala, Madhya Pradesh Uttar Pradesh and Haryana,


ii. Andhra Pradesh, Bihar, Maharashtra and Rajasthan,
iii. Karnataka, Punjab, Himachal Pradesh and West Bengal,
iv. Assam, Gujarat, Tamil Nadu and Orissa,

h) The director general of health services, ex officio;

i) The chief principal matron, medical directorate, general


headquarters, ex officio;

J) The chief nursing superintendent, office of the director general of


health services, ex officio;

K) The director of maternity and child welfare, Indian red cross society,
ex officio;

l) The Chief Administrative Medical Officer of each State other than a


Union territory, ex officio.

m) The Superintendent of Nursing services, ex officio, from each of the
States in the 2 groups mentioned below, each group of States being
taken in rotation in the following order:

i. Andhra Pradesh, Assam, Maharashtra, Madhya Pradesh, Tamil


Nadu, Uttar Pradesh, West Bengal and Haryana.
ii. Bihar, Gujarat, Himachal Pradesh, Kerala, Karnataka, Orissa, Punjab
and
Rajasthan

n) 4 members nominated by the Central Government, of whom at least

2 shall be nurses, midwives or health visitors enrolled in State


register and other shall be experienced educationalist

o) 3 members elected by Parliament, 2 by the House of the


People from among its members and the other by the Council of
States from among its members.

3. Equivalence Committee-

To deliberate on the issues of recognition of foreign qualifications


which is essential for the purpose of registration under section 11
subsection(2) ,(a) or (b) of the Indian Nursing Council
Act,1947, as amended.

unethical practice

Roles of INC
• To establish and monitor a uniform standard of nursing education for
nurses midwife, Auxiliary Nurse- Midwives and health visitors by
doing inspection of the institutions.

• To recognize the qualifications undersection 10(2)(4) of the Indian


Nursing Council Act, 1947 for the purpose of registration and
employment in India and abroad.

• Power to withdraw the recognition of qualification under section 14
of the Act in case the institution fails to maintain its standards

• To advise the State Nursing Councils, Examining Boards, State


Governments and Central Government in various important items
regarding Nursing Education in the Country.

• To regulate the training policies and programs in the field of Nursing.

• To recognise Institutions/Organisations/Universities imparting
Master's Degree/ Bachelor’s Degree/P.G.Diploma/Diploma/Certificate
Courses in the field of Nursing.

• To Recognise Degree/Diploma/Certificate awarded by Foreign


Universities/ Institutions on reciprocal basis.

• To maintain Indian Nurses Register for registration of
Nursing Personnel.
• Prescribe code of ethics and professional conduct.
• To improve the quality of nursing education.

1. Any organization under the central Government, State Government,
Local body or a Private or Public Trust, Mission, Voluntarily registered
under society.
• Registration Act wishes to open a school of nursing should obtain the
no objection essentiality certificate from the state Government.

2. The Indian Nursing Council on receipt of the proposal from the
institution to start nursing programme will undertake the fiist
inspection to assess suitability with regard to physical infrastructure,
clinical facility and teaching faculty in order to give permission to start
the programmes.

3. After the receipt of the permission to start the Nursing programmes
from INC, the Institution shall obtain that approval from the State
Nursing Council and examination Board.

4. Institution will admit the students only after taking approval of state
nursing council and examination board.

• 5. The INC will conduct inspection every year till the first batch
completes the programmes. Permission will be given year by year till
the first batch completes.
Types of inspection

• FIRST INSPECTION: conducted on the receipt of proposal.

• RE-INSPECTIONS - conducted for those institutions, which are found


unsuitable by INC.

• PERIODIC INSPECTION: conducted once the institution is found


suitable by INC.

STATE NURSING COUNCILS
• State Nursing Councils (SNC) are formed since 1926 to control the
training and practice with in the state and issue licenses to the
qualified nurses. A license issued by a council provides assurance to
the public that the nurse has met predetermined standards.
• In India, there are 29 state nursing councils that carry out the
functions of a nursing council for its state.
Salient features
1. Has provision for autonomous body, comprising majority of nurses
and is endowed with decision making powers.
2. Carries out compulsory registration for all nurses and midwives
practicing within the state.
3. Has provisions for nurses &midwives to elect their own
representatives.

4. has power to regulate nursing education through prescribed


curriculum and to enunciate examination policies.
5. Has provision for recognition of educational institutions of nursing
and withdrawal of such recognition is necessary.
6. Different types of basic & post-basic nursing training programmes are
conducted by some state nursing councils.

CONCLUSION

• Indian academic nursing is moving forward .It is to conclude that the


knowledge of all above discussed organization is must for every
nursing personnel.so that by utilizing the knowledge we can update
our knowledge and can advance the nursing practices taking this
profession to higher standards.
