EMPIRICAL PRESENTATION

A. ORGANIZATION AND ADMINISTRATION


The Library is a part of the Information
Technology Office (ITO). It serves all the
units research needs and requirements. The
Librarian, as officer-in-charge of the library,
is directly responsible to the Head of the
ITO.
B. STAFF AND PERSONNEL
At present there are three (3)
permanent members in PMS library, (2) of
them are with formal study and training in
Library Science. The other one (1) is non-
librarian.
The library staff and personnel has the
following
positions:
1 – Presidential Staff Officer VI
1 – Presidential Staff Officer IV
1 – Presidential Staff Officer II
HEAD LIBRARIAN
 

Position Title : Presidential Staff Officer VI


Name of Incumbent : Helen C. De Castro

JOB FUNCTION
Perform function involving planning of library
programs and operations in support of PMS goals and
objectives; administration and general supervision of all library
activities; recruitment and selection of library staff; provide
training for staff development; establish and maintain good
public relations within and outside PMS; and perform other
management function relative to position.
ACQUISITION STAFF
 
Position Title : Presidential Staff Officer IV
Name of Incumbent : Carmencita S. Arboleda

JOB FUNCTION
Take charge of coordinating selection and
procurement of library materials needed through
purchase, subscription, solicitation, and/or gift and
receiving same upon delivery; act as Secretary to the
Head Librarian.
CATALOG LIBRARIAN

 
Position Title : Presidential Staff Officer II
Name of Incumbent : Ma. Luisa R. Madlangbayan

JOB FUNCTION
Perform the technical/mechanical processing of
print and non-print materials.
C. Collection
The materials are added to the library’s collection
by means of purchase, subscription and gifts or exchange.
These materials include periodicals and other serials,
government publications, technical and research reports,
pamphlets, and non-book materials as maps, charts, slides,
filmstrips, micro publications, microfiche and film rolls.

The library has at present a total collection of


5,777 volumes of classified/catalogued books. It receives
currently some 52 titles of technical and general serials,
17 of which are acquired through subscription. It also
subscribes to 15 newspaper titles. A reprint collection is
also maintained.
D. LIBRARY SERVICES

Service Hours
Monday – 7:00 am to 5:00pm
Tuesday thru Friday – 7:00 a.m. to 6:00
p.m.
Use of the library on overtime periods, during
weekends and legal holidays requires prior
approval of the PMS Librarian.
Technical Services
From the acquisition department, the materials
with its corresponding indent order card/acquisition
worksheet goes to the Technical Section for
processing. The following are the tools used by the
PMS library in technical processing of library
materials.

The PMS Library was already automated


using the CDS-ISIS System and WIN-ISIS, the
CDS-ISIS is being used in cataloging, acquisition,
and indexing and for circulation.
The WIN-ISIS is used for OPAC.

Facilities
The PMS library occupies half of
the 5th floor of the PMS building. It is
fully air-conditioned, adequately
furnished and has a reading area with
a seating capacity for 18 readers. The
Circulation/reference, Serials and
Periodicals Area, the Stack Area,
Technical/Work Area and the office of
the Librarian are all housed on this
floor.
