ROLE OF REGULATORY

BODIES

M.SC.NURSING 1ST YEAR
INTRODUCTION
• Health professionals such as nurses, doctors , pharmacist and many others
are regulated and licensed by regulatory bodies as required by provincial
legislation.
• All nurses are required to be licensed to practice with their designated
provincial nursing regulatory body.
• Regulatory bodies set and enforce standards of and to support and assist
professional members , monitor and enforce standards for nursing
education , nursing practice , set the requirements for monitor and enforce
standards of nursing practice registration of nursing professionals.
DEFINITION
• A regulatory agency or body is a public authority or government agency
responsible for exercising autonomous authority over some area of human
activity in a regulatory or supervisory capacity
TYPES
• International regulatory bodies eg:WHO,UNO,UNICEF,ICN
• National level regulatory bodies .eg. INC,TNAI
• State level regulatory bodies .eg. State nursing council, universities
• Local level – individual institutions under universities for state
THE INDIAN NURSING COUNCIL

• TNAI members felt that there should be a body to guide and protect
the nurses in their profession. INC was founded with that idea
• The INC was constituted in 1947.
• For the purpose of providing uniform standards in nursing education
and reciprocity in nursing registration through the country
The condition of mutual recognition by the state nurse
registration councils called reciprocity was possiple only if
uniform standards of nursing education were maintained
Authority to prescribe curriculum for nursing education in all
states
Authority to recognize programme of nursing education or
refuse recognition to the school and colleges of nursing
It can de-recognize institution if the standards of education are
not maintained
Organizational structure of INC
Committees of INC

Executive committee of the council to deliberate on the issues


related to maintenance of standards of nursing programme
The Nursing Education Committee , to deliberate on the issues
concerned mainly with nursing education and policy matters
concerning the nursing education
Equivalence Committee , to deliberate on the issues of recognition
of foreign qualifications, which ia essential for the purpose of
registration
Finance committee,decides upon the matters pertaining to finance
of the council in terms of budget, expenditure, implementation of
central govt. orders with respect to service conditions etc
Functions of INC

• To establish and monitor a uniform standard of nursing education for


nurses, midwives, ANM and health visitors by doing inspections of
institutions
• To recognize the qualifications for the purpose of registration and
employment in India and abroad
• To give approval for registration of Indian and foreign nurses
possessing foreign qualification
• To prescribe the syllabus and regulation for nursing programmes
• Power to withdraw the recognition of qualification standards ,
when it does not satisfy the requirements of council
• To advice the State Nursing Councils, examination board, state
govt. and central govt. in various important items regarding
nursing education in country.

Types of inspection

1. First inspection: conducted on receipt of the proposal received


from the institute to start any Nursing programme prescribed
by INC
2. Re – inspection : conducted for those institutions which are
found unsuitable by INC
3. Periodic inspection: INC conducts periodical (after 3 years)
inspection of the institution
• Institutions are required to pay annual affiliation fee

STATE NURSING COUNCILS

• Registration in SNC is very necessary for every nurse.


• In order to function officially as a professional nurse.
• Functioning in all states and are affiliated to INC
• The SNC is an Autonomous Statutory Registration body for
qualified nurses, midwives and health visitors
• The SNC are administratively headed by the registrar who usually
is a nurse
• The expenditure of the council will be met with the fees charged
for Registration and Renewal
Functions Of SNC

1. Regulation of training programmes of the Diploma, graduate


and P.G.Courses
2. Supervision of the practice of the profession by its members
3. Granting recognition to the training institutions and periodical
inspection
• Prescribing syllabus and curriculum for various nursing courses
and conducting qualifying examinations
• Registration and granting certificate to qualified persons to
practice their profession
TRAINED NURSES ASSOCIATION OF INDIA

• The TNAI is a largest professional association of India


• Established in 1922
AIMS

• To standardize, upgrade, develop nursing education and to


elevate nursing education
• To improve the living and working conditions of the nurses and
also to develop educational conditions available for nursing
• To provide registration for qualified nurses and to provide
reciprocity of registration within different state and country
Objectives

• Uphold the dignity and honor of nursing profession


• Promote a sense of espirit de-corps among all the nurses
• Enabling member to take counsel together on matters relating to
their profession
Functions

• Upgrading development standardization of nursing education


• Improvement of living and working condition for nurses in India
• Registration for qualified nurses
• Promoted the development of courses in higher education for
nurses
• It gives scholarships for nurses who wish to go on for advanced
study
• Helps to develop leadership ability
• Helps to share and solve professional problems
• Helps to improve economic conditions for nurses
STUDENT NURSES ASSOCIATION OF INDIA
(SNA)

• The student nurses association was established in 1929


• Providing a means of personnel and professional development
for the nursing students
• TNAI serves as the advisor for SNA
Functions of SNA

• To help student uphold the dignity and ideals of the profession


for which they are qualifying
• To promote a corporate spirit among students for the common
good
• To furnish nurses in training with advice in their case of study
leading to professional qualification
• To encourage leadership ability and helps students to gain a wide
knowledge of nursing profession in all its different branches and
aspects
• To help the student to increase their social contacts
• To increase professional, social and recreational developments
and arrange meetings, games and sports
• To provide a special section in the ‘Nursing Journal of India’ for
the benefit of students
• To encourage student to compete for prizes in the student
nursing exhibition and to attend national and regional
conferences
Membership

• the student nurse can obtain membership of SNA during training


period
• Can be transferred to TNAI membership
• They can take membership in TNAI after completion of basic
education by obtaining a certificate from the institution in which
they have studied within 6 months after completion of studies
Activities of SNA

• Organization of meetings and conference


• Maintenance of diary
• Exhibition
• Public speaking and writing
• Project undertaking
• Propagation of nursing profession
• Fund raising
• Socio cultural and recreation activities
• Others e.g., quiz, article writing, competitions etc.
INTERNATIONAL COUNCIL OF NURSES
(ICN)

• Founded in 1899
• Headquarters in Geneva ,Switzerland
• Global voice of nursing
• The main purpose is to provide a mean through which the
national associations can share their interest in the promotion of
health and care of the sick.
Objectives

• Quality nursing care for all


• Sound health policies
• Advancement of nursing knowledge
• Competent & satisfied work force
Functions

• To promote the development of strong national nurses


associations
• To assist national nurses association to improve the standards of
nursing and the competencies of nurses
• To assist national nurses associations to improve the ststus of
nurses within their countries
• To serve as the authoritative voice for nurse and nursing
internationally
Activities

• The ICN has published the code for nurses. It has four principle
elements
Nurse and people
Nurse and practice
Nurse and profession
Nurse and co workers
• It makes policy statement on health and social issues
• Maintains and improve the status of nurses and standards of
nursing around the world
• To improve the nursing education and practice by publishing the
guidelines for national nurses association
AMERICAN NURSES ASSOCIATION (ANA)

• Established ; 1911
• Purpose : to improve quality of nursing care
Activities

• Establish standards for nursing care


• Develop educational standards
• Promote nursing research
• Establish a professional code of ethics
• Oversee a credentialing system
• Influence registration affecting health care
• Protect the economic and general welfare of registered nurse
• Assist with professional development of nurse by providing
continuing education programme
CONCLUSION

• It is to conclude that the knowledge of all above discussed


organization is must for every nursing personnel.
• Utilizing this knowledge we can update our knowledge and can
advance the nursing practices, taking this profession to higher
standards.
