    Toward the end of the Spanish regime, Batanes was made a part of
    Cagayan. In 1909, however, the American authorities organized it into
    an independent province. Because of its strategic location, the islands
    was one of the first points occupied by the invading Japanese imperial
    forces at the outbreak of the Pacific War.

    During the time of Spanish colonial rule, Cagayan was one of the
    earliest provinces to be established in the Philippines. It was known as
    La Provincia de Cagayan, and its borders effectively encompassed the
    whole Cagayan Valley. Within its borders were present-day Isabela,
    Quirino, Nueva Vizcaya, and Batanes provinces, in addition to portions
    of Apayao and Kalinga.

    The history of Dubai can be traced all the way back to the beginning
    of the Minoan period. The area that is currently known as Dubai was
    formerly home to a significant mangrove swamp. Around the year
    3000 BCE, the marsh had dried up and turned into an inhabitable
    area. Nomadic livestock herders from the Bronze Age are said to
    have been the first people to permanently settle in the region.
