Classification of KPI Measurement
 The quality of network performance is mainly evaluated by KPI (Key
Performance Index)
 Performance Measurement KPI (discussed in this class )
 Most of KPIs are attained by this approach, such as RRC success Rate, HO
success rate, e.g. these KPIs are from eNodeB performance statistic.
 Drive Test KPI (discussed in Tuning class )
 Some KPIs should be attained by drive test, such as such as latency KPIs,
measurement results are from driver test tools such as Probes and Assistant.

Collection Method and Reporting Period
 Collection methods (TS 32.403)
 CC (Cumulative Counter), for example, Attempted RRC connection establishments;
 Dynamic Counter, used when data being measured can vary up or down during the
period of measurement, for example, Maximum ERAB Setup time;
 DER (Discrete Event Registration), when data related to a particular event are
captured every nth event is registered, where n can be 1 or larger, for example, Cell
Unavailable Time, Mean E-RAB Setup time;
 SI (Status Inspection), for example, Average Number of simultaneous ERABs;
 Reporting period
 The measurement results are collected in a pre-defined reporting period, and this
reporting period, in general, is configurable at EMS, for example, 15mins, 60mins..

 RRC Setup Success Rate (service)
 The RRC setup procedure is trigged by different reasons as identified by the
establishmentCause field in the RRCConnctionRequest message: emergency,
highPriorityAccess, mt-Access, mo-Signalling, mo-Data, delayTolerantAccess-v1020.
 The UE sets the establishmentCause and received by eNodeB. Causes except mo-Signaling are
categorized as service related ones, and the cause of mo-Signalling is categorized as signal
related ones.
 This KPI evaluates the RRC setup success rate with service related causes in a cell or cluster.

E-RAB Setup Success Rate Overview
 According to protocol, the counters related to this KPI are measured
when the eNodeB receives an E-RAB Setup Request message or an
Initial Context Setup Request message from the mobility management
entity (MME).
 The E-RAB consists of both the E-RAB radio bearer and the
corresponding S1 bearer.
 E-RAB Setup has two scenarios
 MME-initiated E-RAB setup

 Call Drop Rate(VoIP)
 This KPI can be used to evaluate the call drop rate of VoIP service (QCI 1 service) in a cell or
cluster. The call drops happen when eNode initiate active ERAB (with data in buffer) release
process by E-RAB Release Indication or UE Context Release Request message with Cause field
with abnormal reasons (the cause other than : Normal Release, Detach,User Inactivity, cs fallback
triggered, UE Not Available For PS Service,or Inter-RAT redirection), and all of the other E-RAB
releases are consider as normal E-RAB release.

 This KPI evaluates the call Setup Complete Rate for VoIP service (QCI 1 service) in a
cell or cluster, which means the rate of the VoIP service can be normally terminated
once user do the attempt to setup the service. And it can include 4 phases: RRC setup
phase, S1 Signaling connection establishment phase, VoIP E-RAB setup phase and
VoIP service E-RAB release phase;

Service Average Throughput(1/2)
 Service Downlink Average Throughput
 This KPI consist of nine sub-KPIs mapped into nine QCIs (QCI 1~9), they
evaluate the downlink throughput of a service with a specific QCI per user in
each cell, it reflects the user experience.
 The total downlink traffic volume at PDCP layer of each QCI and total
duration for transmitting them are measured within a measurement period.
Then the average throughput of each QCI is obtained at the end of the
measurement period.

 The User Downlink Average Throughput KPI indicates the average downlink
UE throughput in a cell. According to 3GPP TS 32.450, the throughput

Restrictions on Measurement Activations
 The period of measurement on northbound interface should be consist with
southbound interface. So far, Huawei support 15minutes and 60minutes periods
as default.
 There is no restrictions on the number of NE objects, measurement objects for
15minutes and 60minutes measurement periods. M2000 can provide all
measurement results of all managed NEs via northbound performance file
interface.
