WITHIN ITS
HISTORICAL
CONTEXT
REPUBLIC ACT 1425 (RIZAL LAW)
An act to include in the curricula of all public
and private schools, colleges, and universities
courses on the life, works, and writings of Jose
Rizal, particularly his novels Noli Me Tangere
and El Filibusterismo, authorizing the printing
and distribution thereof, and for other
purposes. 2

• Charged by the church as a communist and
anti-Catholic during the 1995 Senate election

if the bill was passed but this is countered
by Recto.

• Catholic church threatened to punish the


legislators by not giving them support in the
next election.

• A compromise was proposed, to use the
expurgated version of the novels.

The people who would eliminate the books
of Rizal from the schools would blot out
from our minds the memory of the
national hero. This is not a fight against
Recto but a fight against Rizal. - RECTO

◈ Compromise inserted by Committee
on Education chairman Laurel that
accommodated both the opposition
and the supporter of the bill was
approved with a unanimous vote.

June 12, 1956
◈ President Magsaysay signed the
bill into law which is now
known as the Republic Act
1425.

◈ April 3, 1956 – Senate Bill No. 438 was


filed by the Senate Committee on Education

◈ April 17, 1956 – Senate Committee on


Education Chair Jose P. Laurel Sponsored
the Bill and began delivering speeches for
the proposed legislation.

◈ April 19, 1956 – House Bill No. 5561, an


identical version of SB 438, was filed by
Representative Jacobo Z. Gonzales.
◈ May 2, 1956 – The House Committee on
Education approved the bill without
amendments.

◈ May 9, 1956 – Commenced the debates on


whether the compulsory reading of the texts
Noli Me Tangere and El Filibusterismo
appropriated in the bill was constitutional.

◈ May 17, 1956 – The Senate and Bouse


versions of the bill were approved.

December 20, Gen. Emilio Aguinaldo designated


1898 December 30 as the anniversary of Rizal’s
death and also as the “National Day of
Mourning”.

December 30, Filipinos first celebrated Rizal Day.


1898

1901 Americans gave Rizal official recognition.


Rizal acquired the official title of Philippine
National Hero.
DATE EVENT

September 28, Act No. 243 was enacted granting the right
1901 to use public land upon Luneta in the City.

February 01, 1902 Philippine Commission enacted Act No.


345 which set December 30 of each year
as Rizal Day and became one of the
official Holidays.

June 09, 1948 President Quirino approved Republic Act


No. 229.
DATE EVENT

December 30, All Philippine flags throughout the island


1950 were raised at half-mast in all public
buildings and vessels to commemorate the
martyrdom of Rizal.
August 10, 1954 Executive Order No. 52, issued by Pres.
Magsaysay to undertake the construction
of the National Cultural Shrine and other
memorials to be dedicated to Jose Rizal.
June 12, 1956 R.A. 1425 was enacted.
