A. General Guidelines

Teacher should be
*actually teaching
* Have regular teaching loads (of at least
four loads as per DECS Order No. 39, s.
1990)
*possess all the qualifications indicated
to be considered for the Master Teacher
Position.

subject area for at least 5-7 teachers should
be the basis in the secondary level (Source:

C. Basic Qualifications

1. Master Teacher I
a. Permanent teacher (with Teacher
Eligibility)
b. BEED/BSED or Bachelors Degree with
18 MA units
(1995 DepEd QS for Unique Positions);
c.Three (3) years relevant experience

One (1) year as MT 1 or Principal 1
BEED/BSED Bachelors Degree with 18 professional units
24 units MA in Education or its equivalent
Four (4) hours of relevant training (1995 DepEd QS for
Unique Positions);
At least VS for the last 3 years
30 points in leadership, potential and accomplishment or
has been a demonstration teacher / demo teacher in the
division level and 15 points in leadership, potential and
accomplishment

3. Master Teacher III:

a. One (1) year as Master Teacher II;

b. Graduated Master's Degree in Education

c. Eight (8) hours of relevant training Very Satisfactory


performance rating for the last three years;

d. At least 45 points in leadership, potential and


accomplishment, provided the accomplishments and
achievements cited for this purpose had not been credited for
recent promotion.
4. Master Teacher IV:

a. One (1) year as Master Teacher III;


b. Master's Degree in Education or its
equivalent
c. Sixteen (16) hours of training (1995 DepEd
QS for Unique Positions);
d. Outstanding performance rating for the last
three years
e. At least 60 points in leadership, potential
and accomplishment

D. Basic Requirements
1. Omnibus Certification, original and notarized

2. Application Letter stating the POSITION APPLIED FOR and


DISTRICT APPLIED AT

3. CS Form 212 (Personal Data Sheet – Revised 2017 Format) with


passport size picture

4. Certification by the School Head and noted by PSDS that the


applicant has no pending staffing modification such as promotion,
reclassification, resignation, etc.

D. Basic Requirements
5.Certificate of Eligibility (Board Rating)/ Latest PRC Certificate of
Good Standing/ Photocopy of valid PRC License or proof of request
for renewal if expired

6. Transcript of Records and Special Order for Bachelor and Master’s


Degree

7. Copy of latest approved appointment and updated Service Record

8. Certificate of trainings relevant to the position applied for from


the last promotion

Credit Points for Leadership, Potential
and Accomplishments

CRITERION A
Claim for
* Curriculum or Instructional Materials
*Effective Teaching Techniques or Strategies
* Simplification of work as in reporting system, record
keeping, etc., or procedures that resulted in cost reduction
* A worthwhile income generating project (IGP) for
pupils/students given recognition by higher officials in the
division.

The project proposal shall be supported by evidence of
data, data analysis in indicators
terminal report/accomplishment report shall contain
statistical result.

Proposal and Accomplishment/terminal report must be
signed by the ASDS

A certification should be corroborated by at least five (5)


teachers involved in the activity to attest the veracity of
the claim.

For group claims, the points shall be divided equally


among each team member (maximum of 3 members).

Any of the following outstanding accomplishments shall


be given twenty (20) points.

Applicants are not limited to only one innovation until


they get the maximum points

6) Certification of the school head corroborated by five (5)
teachers involved in the activity

For Division/Regional/National Initiated Preparation of
Curriculum Materials
7. Certificate as writer/illustrator

8. Memorandum where the candidate is stated as a writer (for


division, regional and national initiated)

If the applicant is a certified national/regional/division writer, proposal


and accomplishment report are not documentary evidences for the
claim

B. Effective Teaching Techniques or Strategies (20
points)
• This maybe a developed intervention program/technique,
strategies based on a result of a research findings and has
been implemented for at least one school year.

Documentary Evidences:
1) Approved proposal signed by ASDS
2) Technical Report signed by ASDS

4. Copy of the research abstract by the proponent/other
researcher as basis.

5. Copy of the output in using the teaching strategy (e.g.


video/audio lessons/ instructional materials/ lesson plan signed
by the school head for school level and PSDS for district level)

6. Accomplished Classroom Observation Tools (COT)
using the strategy/ technique at least one (1) per quarter

7. Certification of teachers (if school level) or of school


heads (if district level) who adopted the strategy/
technique

8. Certification of the school head corroborated by five


(5) teachers within the school/district involved in the
activity

c. Simplification of work as in reporting system, record
keeping, etc., or procedures that resulted in cost
reduction. (20 points)
• This maybe a result of a Continuous Improvement (CI) project,
research findings or an offshoot result of comparative studies.

Documentary Evidences:
1. Approved proposal signed by ASDS

2. Technical Report signed by ASDS

3. Copy of the research abstract by the proponent/other


researcher as basis.

4. Copy of the output in simplification of work as in reporting


system, record keeping or procedures that resulted in cost

5) Result of the Validation and Copy of the Validation
Instrument used by school if school level/ district if
district level
6) Certification of teachers (if school level) or of school
heads (if district level) who adopted the innovation
7) Certification of the school head corroborated by five
(5) teachers within the school/district involved in the
activity
8) Signed Financial Report (if the claim is about
procedures that resulted in cost reduction)

iv. A worthwhile income generating project (IGP) for
pupils/students given recognition by higher officials in
the division. (20 points)

• The IGP shall develop at least three (3) competencies of his/ her
learners.
• The IGP shall have been sustained or in existence for at least two
consecutive years with a minimum net income of P 5,000.00
annually.
• The terminal report shall include among others how the income
was generated, how much was generated, where the income was
used.
• Fund raising activities (fun run, search for Mr. & Ms., raffle, bingo,
etc.) are not considered as Income- Generating Projects.
• Permit from the DSWD/ LGU/ENRO involving IGP projects in Tech-
Voc Livelihood Education, if applicable.

CRITERION B

Served as a
* subject coordinator
* DepEd programs coordinator
* grade level chairpersons
* adviser of school publication or any special school organization
like dramatic club, glee club, science club, etc. for at least two (2)
school years and discharged such assignments satisfactorily
provided such assignments or services are in addition to, and not
considered part of the regular teaching load. (12 points)

a. Designation as Coordinator/Adviser for 2 school years
signed by the PSDS for District Coordinators & School
Heads for School Coordinators
b. Action Plan for every school year claimed and approved by
the SH or PSDS
c. Accomplishment Report for every school year signed by
the PSDS for District Coordinators and School Heads for
School Coordinators
d. For Adviser of School Publication, 2 copies of publication
for the 2 school years claimed

c. Certification for serving as subject coordinator, DepEd
Programs Coordinator, Grade level Chairpersons, Adviser of
Interest Clubs & satisfactorily discharged such assignment
for 2 school years signed by the PSDS for District
Coordinators and School Heads for School Coordinators
corroborated by five (5) teachers within the school/district

CRITERION C

Served as chairperson of a special committee, such as curriculum


study committee; committee to prepare instructional materials;
committee to prepare school program, and discharged the work
efficiently. (12 points)
a. Curriculum Study Committee may include work on
Intervention or Enhancement across all learning areas,
assessment, monitoring and evaluation.
b. Committee to prepare Curriculum Materials may include
preparation of modules, guide, manuals, lesson plans,
worksheets, exercises, workbooks (implemented for at
least 1 quarter)

CRITERION C

c. Committee to prepare school program/s may include


preparation of special educational programs created in
support to the different DepEd (DO/RO/CO) programs
which aim to improve school performance such as testing,
reading, math, remedial, enrichment and other curricular
related programs (implemented for at least 1 quarter)

CRITERION D
Initiated or headed an educational research activity duly
approved by educational authorities, either for improvement of
instruction, for community development, or teacher welfare. (12
points)
a. Research (action or applied) must be approved by the Assistant
Schools Division Superintendent thru channels for DepEd
applicants.
b. Researches must be compliant to the Research Management
Guidelines (Source: DepEd Order No. 16, s. 2017).
c. Participation as member of such activity will be given 7 points
d. Applicants are not limited to only one research until they get the
maximum points.

a. Copy of the approved research proposal signed by the ASDS

b. Copy of the completed research report duly acknowledged and


noted by SDRC and approved by ASDS

CRITERION E

* Coordinator of community project or activity or of a


program of another agency

* Coordinator of a rural service improvement activity


in a community such as feeding, nutrition, agro-
industrial fairs, etc., for at least two school years.
(12 points)

a. Community Project or Activity may include feeding program in


the community health and wellness and nutrition program,
agro-industrial fair, ecological/ environmental preservation
project, Rural Improvement Project, Community Literacy
Program, among others.

b. The project is community- based, not school- based and
sponsored by any of the following: LGU, Rural Improvement
Club, other government agencies or non- government
organization.

c. Project leader/organizer shall be given 12 points; while


participation as a member of the project/program as certified
shall be given 7 points.

a. Designation / memorandum/ certification signed by the school


head/ concerned agency head/ school head and concerned agency
head

b. Action Plan indicating the activities for every school year claimed
approved by School Head/ PSDS and head of other agency

c. Accomplishment report indicating the activities conducted attested


by the SH/PSDS and head of other agency for every school year
claimed

d. Certificate of Recognition / Appreciation signed by head of agency


involved

e. Certification as coordinator/member of the project for at least 2


consecutive school years signed by the school head/ concerned

Organized or managed an in-service training or
other similar Learning and Development activity/ies
for at least three (3) days (12 pts.)

• The In-service activity shall mainly for the improvement of


instruction and/or professional development of teachers based
on development needs.

Chairperson/ Organizer/ proponent of the in-service training
or other similar learning and development activity/ies

b. Training proposal approved by the school head for school


level/ PSDS for district level

CRITERION G
Credited with meritorious achievements such as:
Trainer /Coach of contestants who received prizes in
the District, Division, Regional and National Level.

a. This must be either a DepEd sponsored or endorsed activity.


b. Trainor or coach to contestants who received prizes,
commendations or any form of recognition or placed 1st to 5th
and up to 7th place for campus journalism.
c. Contestants are bonafide students of the school.
d. Contest may be academic, socio-cultural, community activity or
athletic competition which is not part of a regular
lesson/activity.

e. Claim is supported by a certificate of commendation or
recognition where name of claimant as coach/ trainer is explicitly
stated.
f. Appreciation of points will be cumulative in nature

• Documentary Evidences:

1. Certification as winning coach of an event signed by the PSDS for


district and higher levels, corroborated by 5 teachers within the
school/district/division
2. Memorandum or Certificate of Award/s citing the rank

CRITERION G
Authorship
a. Book
i. Sole authorship of a book, workbook, textbook and
module shall be given 10 points;
ii. For co-authorship, 5 points.

Documentary Evidences:
1) Books must have been published with ISBN/ISSN by a
recognized publishing company.
2) Copy of published book/s

b. DepEd Materials

i. Authorship of DepEd developed and produced materials shall be


included when supporting documents are provided.
ii. Central/Region/Division initiated curriculum materials such as
LAS/SLM/SLP shall be granted 1 point per material.

• Documentary Evidences:
1) Memorandum where name of candidate is included as writer
2) Certificate as writer signed by the head of the agency or
his/her authorized representative
3) Final copy of the material/s as published

c. Articles

i. Should have been published in newspapers/


magazines/journals of wide circulation at least within a
province/city or official websites. Articles must have a
minimum of 1000 words, and must be educational in nature.
Online publication of articles shall be in an official website of
DepEd division/region/central office for DepEd applicants, and
reputable educational website for non-DepEd applicants .

ii. Articles published shall be granted 1 point per article.

1) Certification from the publisher indicating the date, title
and number of words of the article
2) Copy of the journal/ newspaper/ magazine of wide
circulation where the article was published.
3) For online publication, provide Uniform Resource Locator
