OSH PROGRAMMING

Purpose: This module aims to introduce


the participants to the basic elements
necessary for developing and
implementing a successful OSH program
to almost all types of organization.
Objectives:
• At the end of this module, participants will be able to:

• Identify the elements needed in the successful implementation


of OSH program

• Determine the commitment and participation of various levels


of the organization in implementing the OSH program

• Identify the company resources needed to develop and


implement an OSH program
A safety program is a plan or outline of
activities conducted to promote safety
consciousness among management and
workers in work places in order that
accidents and/or illness can be eliminated
or minimized to the lowest reducible
level.
Role of Management in Safety Programming

Effective safety program can be achieved


basically through control of people’s actions.
Only top management has the authority to
implement such controls.
 
Management Leadership

Management should make a written statement


of this attitude towards safety in the
workplace. This can be set forth in a policy
which must be brief and clearly define
management attitude.
9 Essential Elements of a Basic OHS Program

1. Policy Statement

The policy statement is a document that clearly defines


your company’s commitment to health and safety and
provides an overview of your objectives, general
responsibilities, and expectations of employees.

The policy statement will be distributed to all


parties. It should be reviewed regularly and kept
current.
General Safety Policy
GENERAL SAFETY POLICY - A brief statement of the company’s
commitment to safety.

Sample of Safety Policy

“ABC Construction Company is committed to provide every


employee to work under the safest possible conditions. To this end,
every reasonable effort will be made in the interest of accident
prevention, fire protection and health preservation.”

2. Program Contents

The program will provide a list of specific


responsibilities for managers, supervisors, workers,
contractors, and visitors.

3. Health and Safety Committee


Creating a safety committee with representation
from managers, supervisors, and workers is a
great way to get safety-related input from all
employee groups and instill company-wide.
4. Employee Orientation
• New employees
• those returning to work after a prolonged absence
• any worker moved to a new location

5. Ongoing Training
Formal safety training should be part of your
program and in many cases is a requirement of
government legislation.

Training requirements for each position in


your organization.
6. Reporting and Inspections

Creating a system where both supervisors and


workers can easily report unsafe working conditions
is essential to your OHS plan.

7. Program Evaluation and Recordkeeping


To make ongoing improvements to your OHS
program, you must,
• Understand the incidents occurring within your
organization

• Need to track incident numbers and know whether


they are increasing or decreasing.
8.  Emergency Procedures

Your OHS program should include ways to deal with


unexpected events like fires, natural hazards, and
explosions.
Training and regular emergency drills should be part
of this protocol.
9. Communication and Employee Engagement
Workers, supervisors, and management should all
welcome discussions about safety
Regular meetings with all employees to discuss
incidents, hazards, and safety procedures will engage
your employees.
Benefiting from Your OHS Program

By establishing policy, defining responsibilities, identifying


hazards, facilitating incident reports, all supported by worker
training and workplace maintenance programs, you will be
well on your way to establishing a successful OHS program.

Components of Company OSH Program and Policy
(DO 198-18, Chapter IV, Section 12)
The OSH program, which shall be duly signed
by the employer, must include at least the
following

1. Company commitment to comply with OSH requirements;


2. General safety and health programs, including:
Safety and health hazard identification, risk assessment and
control (HIRAC),
Medical surveillance for early detection and management
of occupational and work-related diseases, and
First aid and emergency medical services;
OSH programs in the pre-approved template
may be modified by DOLE as necessary based
on existing laws, rules and regulations, and
other issuances or upon validation of the
program during inspection.

If there is a modification made by the


company, the company shall submit a revised
copy of the OSH program to DOLE.
The company shallreview and evaluate the
OSH program at least once a year or as
necessary, to ensure that its objectives are
met towards an improved safety and health
performance.
3. Promotion of the following health domains:
• Drug-free workplace (RA 9165),
• Mental health services in the workplace (RA 11036),
and
• Healthy lifestyle;
4. Prevention and control of the following health
domains:
• Human Immunodeficiency Virus and Acquired
Immune Deficiency Syndrome (RA 8504),
• Tuberculosis (EO 187-03), and
• Hepatitis B (DOLE DA 05-2010);
5. Composition and duties of the OSH committee;
6. OSH personnel and facilities;
7.Safety and health promotion, training and education, to
include the following:
• Orientation of all workers on OSH,
• Conduct of risk assessment, evaluation and control,
• Continuous training on OSH of OSH personnel, and
• Work Permit System such as working at height,
working at confined space, hot works, and other
related activities;

8. Conduct of toolbox or safety meetings and job safety


analysis;
9. Accident/incident/illness investigation, recording
and reporting;
10. Provision and use of PPE;
12. Provision of safety signage;
13. Dust control and management, and
regulations on activities such as building of
temporary structures, and lifting and operation
of electrical, mechanical, communications
system, and other equipment;
14. Provision of workers’ welfare facilities;
15. Emergency and disaster preparedness and
response plan to include the organization and
creation of disaster control groups, business
continuity plan, and updating the hazard, risk and
vulnerability assessment, as required;
16. Solid waste management system;
17. Control and management of hazards;
18. Prohibited acts and penalties for violations; and
19. Cost of implementing company OSH program.
