Not having control over doing,
taking, or using something until it
becomes harmful.

Also called substance use disorder,
it is a disease that affects your
brain and behavior.

An act instituting the comprehensive


dangerous Drug Act of 2002, repealing
Republic Act No. 6425, known as
“Dangerous Drug Act of 1972.”
REPUBLIC ACT NO. 9165
It concretizes government’s intensive and
unrelenting campaign against the trafficking
and use of dangerous drugs, and other
similar substances through an integrated
system of planning, implementation and
enforcement of anti-drug abuse policies
and programs.

NATIONAL DRUG SITUATION
The drug situation in the country may have
similarities with other countries. Drug users profile
indicates that majority of drug dependents in the
country are poly-drug users or users who use
several types of illegal drugs.
NATIONAL DRUG SITUATION
The prevalence of illegal drugs in the
Philippines has not been accurately determined.
However, estimates by the UNODC showed the
annual prevalence for MARIJUANA is 3.5%,
AMPHETAMINE-TYPE STIMULANTS is 2.8%,
and ECSTASY is .01% of the population above 15
years of age.
The
METHAMPHETAMINE
HYDROCHLORIDE or
SHABU remains to
be the most used drug
in the county. The NCA
remains to be the main
hub in the
manufacturing of
Shabu in the country.
How many are the estimated drug users here in
the Philippines?
• According to the Dangerous Drug Board
(DDB), there are 1.8 million current drug users
in the Philippines, and 4.8 million Filipinos
report having used illegal drugs at least once
in their lives.
• The 2019 drug survey shows drug use
prevalence rate falls to 2.05%.

DRUG TRAFFICKING
- is an activity where drugs are spread and/or
sold for consumption into broader number of
population from one location to another. It is an
underground business. t
In the drug trafficking network, the Philippine is
considered a critical transshipment point and
destination country for large shipment of illegal
drugs.
It spawns other crimes
like money laundering.
SHABU is most popular
widespread drug that is
trafficked throughout the
country particularly
regions 1, 2, 3, 4, CAR,
ARMM,
and the NCR.
According to the Philippine Drug
Enforcement Agency, the drug courier
problem can also be attributed to the
following factors:

• The prevalence of poverty


• Poor educational background
• Easy Money; and
• Unemployment

What is PDEA?
PDEA or Philippine Drug
Enforcement Agency was
created by the virtue of
Republic Act 9165,
otherwise known as “The
Comprehensive Dangerous
Drugs Act of 2002".
What is PDEA?
This took effect on July 4, 2002 after being
signed into law on June 7, 2002. And officially
activated on July 30, 2002 when its first
Director General was appointed with a rank
equivalent to an Undersecretary.
What is PDEA?
PDEA is responsible for efficient law enforcement
of all provisions on any dangerous drugs and/or
precursors and essential chemicals.
As the lead agency, the law confers PDEA with
18 functions to attain its mission in the fight against
illegal drugs which can be seen in their official
website.

New Psychoactive Substances (NPS)

Also known in the market as the following:


• designer drugs
• legal highs
• herbal highs
• bath salts
• researcher chemicals
• laboratory reagents
New Psychoactive Substances (NPS)

NPS is defined as substances of abuse, either


in a pure form or a preparation but it may pose a
public health threat.

The use of NPS is often linked to have


frequently hospitalized with severe intoxications,
and number of unexplained suicides.
Marijuana
is used to describe all the
plant material like leaves,
tops, stems, flowers and
roots from a cannabis plant
(Cannabis sativa), dried
and prepared for smoking
or taken orally as
“brownies".
Marijuana
Smoked marijuana
causes a dreamy state of
consciousness or in other
words a feeling of well-
being and relaxation is felt.
While for some it causes
panic reaction particularly
in naïve users.
Shabu
Also known as “poor
man’s cocaine.”
It is a white, odorless
crystals or crystalline
powder with a bitter
numbing taste.
The use of this drug causes anxiety, tension,
irritability, irrational behavior, talkativeness, loss of
self-control, loss of appetite, inability to sleep,
chest pain, irregularity of heart beat, weight loss,
convulsion, death from cardiac arrest, etc.
Psychosis is one of the long term effects of
using Shabu.
Inhalants
Inhalant abuse is the
deliberate inhalation of
volatile chemical substance
that contains psycho active
vapors to produce a state of
intoxication.
Immediate effects of inhalants are confusion,
distorted perception of time and distance, aggressive
behavior, hallucinations, illusions, nausea and
vomiting, and drowsiness and weightless.

Delayed effects are loss of memory, inability to


think, muscle cramps and weakness, numbness in
limbs, abdominal pains, damage to the central
nervous system, kidney, liver, and possible bone
marrow.
Ecstasy
Methylenedioxymethamphetamine (MDMA) or
commonly known as "Ecstasy", "X-TC", "Adam",
"Eden Tablet", etc.

It is the other trendy drug and the term used for


a group of “designer” drugs which are closely
related in chemical form to the amphetamine family
of illicit drugs.
It was first developed as an
appetite suppressant in 1914
by the German company,
Merck.
Some of its adverse effects
are fatigue, depression after
the drug is stopped,
restlessness, anxiety, potential
for neurotoxicity, and brain
damage as well as liver
damage.
Opiates
Sometimes called
narcotics, are a group of
drugs that are medically
used to relieve pain, but
have a high potential for
abuse.
Commonly abused
opiates are Opium,
Morphine, Codeine, and
synthesized or
manufactures opiates.

any part of the plant of the
species Papaver
somniferum L. 3
Bangkok Pills
The pills are not registered
with the Bureau of Food and
Drugs, which is why they are
not legally allowed to be
placed on the local market,
because of the unsafe
combination of substances in
the product.
Bangkok Pills
The substances used in
Bangkok Pills are drugs
banned in the Philippines,
Thailand, and the United
States. (Dr. Chua, 2011)
These pills are also appetite suppressant and
some have been marketed to contain Shabu.

Some adverse complication of taking this drugs


are rapid heart beat, palpitation, sweating,
trembling, insomnia, dehydration, stroke or even
death.
Cocaine
It is a drug from the leaves
of the Cacao plant, a shrub
that originated in South
America and it affects the
central nervous system as a
stimulant.

Side effects of using
Cocaine are physical
changes, violent behavior,
headaches, strokes, coma,
digestive problems,
paranoia, panic attacks,
depression, fatigue, etc.
Sedatives
Sedative-hypnotics are
dangerous when not taken
according to physician’s
instructions. Some examples
are tranquilizers and sleeping. It
is drugs which depress or slow
down body functions.

Side effects of these drugs


include unpleasant experience
such as similar with the other
drugs mentioned earlier.
Role of the Youth
on Drug Detection
and Prevention
There is a need for youth
participation in the drug prevention
and rehabilitation efforts as drug
abuse and addiction is an
increasing trend in younger
generation.
Ways on How the Youth
can Prevent Drug Abuse
1. AWARENESS - be aware of the concept
and reality of drug abuse.

2. LISTEN- hear the stories of others who


have undergone the abuse and absorb their
lessons by hear.
3. SHARE- Share what you have learned.

4. ENCOURAGE - give your peers and or


family members a good push in the right
condition. Encourage them to participate as
well in the drug prevention and rehabilitation
efforts.
5. SUPPORT - participate in activities
beneficial in the drug abuse prevention
initiative.

6. ORGANIZE - combine efforts and


sources to create a bigger impact about the
concern.
7. INFORM - inform or approached
appropriate government agencies regarding
incidents and case of drug abuse.

Drugs (Narcotics)
Narcotics used to refer to any psychoactive
compound invoking sleep and euphoria. Today
often used to point to heroin, morphine, and
others.

• Cannis Sativa - Marijuana
• Methylenedioxymethamphetamine - Ecstasy
Philippine Campaign Against Drug

• Known as the WAR ON DRUGS, it is intensified


anti-drug campaign of the administration of
President Rodrigo Duterte.
• the campaign reduced drug proliferation the
country but has bee marred by
extrajudicialkillings allegedly perpetrated by the
police and unknown assailants.

Advantages and Disadvantages of
Philippine Drug War or Known as War
on Drug Campaign
ADVANTAGES
It decrease the number of drug addict users as
well as the distribution of drugs here in the
Philippines.
DISADVANTAGES
Police almost daily kill unarmed people who they
believe are suspects and then they proceed to pace
guns or drugs or other illegal items at the crime
scene to ake it seem legit. In simple word lot or
innocent are being involved.

Republic Act no. 9165
- known as THE COMPREHENSIVE
DANGEROUS ACT OF 2002 implemented in 2003,
signed by Gloria Macapagal Arroyo - an act
instituting the comprehensive dangerous drugs act
of 2002, repealing republic act no. 6425, otherwise
know as the DANGEROUS DRUGS ACT OF 1972,
as amended, providing funds, therefor and, and for
other purposes.
-officially designated as Republic Act No. 9165,
is a consolidation of Senate Bill No. 1858 and
House Bill No. 4433. It was enacted and passed
by the Senate of the Philippines and House of
Representatives of the Philippines on May 30,
2002 and May 29, 2002.
