ACTIVITY RATIONALE
I. Background
> Climate change is threatening food
production systems and affecting the
livelihoods and food security of billions
of people who depend on agriculture

> Agriculture is the sector most


vulnerable to climate change due to its
high dependence on climate and
weather;

> As a result, people involved in


agriculture tend to be poorer
compared with urban residents
• The concept of resilience has emerged in response to
the need to manage interactions between human
systems and ecosystems sustainably.

Humans depend on ecosystem services (e.g., water


filtration, soil formation, etc.) for survival, yet the
ability of institutions – the ARBOs, in particular, to
manage these natural systems sustainably has not
kept pace with the changes occurring within these
systems

• The major crop-based block farm productivity enhancement and
sustainable livelihood support are being implemented as part of the
mechanisms for the ARBOs resiliency.

• Farm mechanization is one intervention component under said


programs to assist the ARBOs build their resiliency in their farming
systems.

• Hence, this orientation-briefing meeting with the key field


implementers in regions/provinces who are newly-recipinets of FM/E.
