SWEM inter-working with CLS

• SWEM monitors NetAct database:


• PM: counter values (including post-processing e.g. averaging counter usage over 14 days),
• CM: configuration of ASW / HVF / HWA features.
• SWEM executes continuously RTU verification by checking with CLS if license capacity available
• CLS reply to SWEM based on available ‘feature pool’ capacity:
• Grants RTU updates relevant ‘pool’ status,
• Denies RTU.
• SWEM actions on CLS reply
• If OK  Max value is increased,
• If denial:
 license missing alarms generated,
 initiates CM command (limitation action) SBTS and eNodeB – SRAN 16 A / LTE 16A.

Limiting actions performed by generating CM commands for the BTS

• Every feature is protected, but just a small subset of features gets a dedicated limitation action.
• Features which have defined dedicated limitation actions are:
- Data Users
- Daily UP Data Volume
- Quarterly UP Data Volume
- Busy Hour UP throughput
- Configured Rel.99 CE capacity
- Configured FSMR4 BB capacity
• For all other ASW / HVF / HWA features (on/off or with capacity) a “general limitation” is applied if not enough license capacity
is available.
- This general limitation action is handled by the CLS by freezing capacity of all existing capacity features (e.g. Data Users, Daily / Quarterly UP Data
Volume, Busy Hour UP throughput, Configured Rel.99 CE capacity).
- If in the situation of “general limitation” the NE would ask for additional capacity of any capacity feature, CLS will always respond that capacity
limitation is existing, even capacity licenses would be available and SWEM is generating a CM command to limit the capacity of the related capacity
feature (e.g. to limit # users to a value as provided in the CM command).
