Chicago Convention
54 Signatory states initially got together to discuss matters
relating to standardizing the conduct of Civil Aviation
The document was signed on December 7, 1944 in Chicago,
USA by 32 countries
Effected from April 4, 1947, the same date that ICAO came
into being.
 In October of the same year,. ICAO became a specialized
agency of the United Nations
The Convention has been revised eight times.
As of 2013, the Chicago Convention has 191 state parties,
which includes all member states of the UN.
ICAO
SL given effect to the convention, through Air Navigation Regulation
(ANR), through CA Act of 1950, in conformity with ICAO
recommended standard practices. (SAARP)

ANR applies to all AC registered in SL

ICAO only makes recommendations to member countries based on


investigation, analysis of aviation matters and experiences of
contracting member states

SARP for the licensing of flight crew members (pilots, flight


engineers and flight navigators), air traffic controllers,
aeronautical station operators, maintenance
technicians and flight dispatchers , are provided by
Annex 1 to the Convention on International Civil Aviation.

Related training manuals provide guidance to states for the


scope and depth of training curriculum which will ensure
that the confidence in safe air navigation, as intended by the
Convention and Annex 1, is maintained.

This ASN is to describes the requirements to be satisfied


by an applicant seeking a flying school license under
Chapter VI of the Air Navigation Regulations of 1955 and

Basic knowledge requirements

Knowledge Levels —Category A, B1, B2 and C AML


Basic knowledge for categories A,B1 and B2 are indicated by the allocation
of knowledge levels indicators (1,2 or 3) against each applicable subject.
Category C applicants must meet either the category B1 or the category B2
basic knowledge levels.

Level -1
A familiarization with the principal elements of the subject.

Objectives:
The applicant should be familiar with the basic elements of the subject.
The applicant should be able to give a simple description of the whole
subject, using common words and examples.
The applicant should be able to use typical terms.

Level 2
A general knowledge of the theoretical and practical aspects of the subject.
An ability to apply that knowledge.

Objectives: The applicant should be able to,

Understand the theoretical fundamentals of the subject.


give a general description of the subject using, as appropriate, typical
examples.
Use mathematical formulae in conjunction with physical laws describing
the subject.
Read and understand sketches, drawings and schematics describing the
subject.
Apply his knowledge in a practical manner using detailed procedures.

Level 3
A detailed knowledge of the theoretical and practical aspects of the subject.
A capacity to combine and apply the separate elements of knowledge in a
logical and comprehensive manner.

Objectives: The applicant should be able to,


know the theory of the subject and interrelationships with other subjects.
Give a detailed description of the subject using theoretical fundamentals and
specific examples.
Understand & use mathematical formulae related to the subject.
Read, understand and prepare sketches, simple drawings and schematics
describing the subject.
Apply his knowledge in a practical manner using manufacturer's instructions.
Interpret results from various sources and measurements and apply corrective
action where appropriate.

Basic Examination Standard
 All basic examinations must be carried out using the multi-choice question
format and essay questions as specified below.
 Each multi-choice question must have three alternative answers of which
only one must be the correct answer and the candidate must be allowed a
time per module which is based upon a nominal average of 75 seconds per
question.
 Each essay question requires the preparation of a written answer and the
candidate must be allowed 20 minutes to answer each such question. Essay
questions are to cover Module 7, 9, 10 in the knowledge syllabus in the
Appendix 1 of this Part.
 The pass mark for each module and sub-module multi-choice part of the
examination is 75 %.
 The pass mark for each essay question is 75 % in that the candidates answer
must contain 75 % of the required key points addressed by the question and
no significant error related to any required key point.

If either the multi-choice part only or the essay part only is failed, then it is
only necessary to reappear for the multi-choice or essay part, as appropriate.
No any penalty marking system in correction of multiple-choice question
papers.
All modules in this Part describe the procedure to obtain complete AML
categories or subcategories. The categories or subcategories described in
this Part has to complete within a 5 year time period of passing the first
module except in the case specified in paragraph below.
The 5 year time period specified in paragraph above does not apply to those
modules which are common to more than one of aircraft maintenance
license categories or subcategories and which were previously passed as part
of another such category or subcategory examination.
Number of Questions for the Aircraft Maintenance License Examination are
well established.

Type training and Examination Standards
Level 1 General Familiarization: A brief overview of the
airframe, systems and power plants as outlined in the
Systems Description Section of the Aircraft Maintenance
Manual.
Level 2 Ramp and Transit: Basic system overview of
controls, indicators, principal components including their
location and purpose, servicing and minor
troubleshooting.
Level 3 Line and base maintenance training: Detailed
description, operation, component location, removal/
installation and bite and troubleshooting procedures to
maintenance manual level.

3.1 Facility Requirements
Size and structure of facilities. Weather protection?
Enclosed accommodation for instructors for theory & exams with no
undue distraction for students.
No student can read the paper work/ PC screen of others
Maximum number of students shall not exceed 28.
Training workshops and/or maintenance facilities separate from training
class rooms shall be provided
In the case of an aircraft type/task training course, facilities containing
examples of aircraft type to be provided.
The maximum number of students shall not exceed 15 per practical
supervisor.
Secure storage shall be provided for examination papers and training
records
A library shall be provided containing all technical material appropriate
to the scope.
3.2 Personnel Requirements
Appoint an Accountable Mgr
Appointment of a person responsible for ensuring that the
AMTO is in compliance with the requirements of ASN 84
Sufficient staff to plan/perform knowledge and practical
training, conduct knowledge examinations
The experience and qualifications of Instructors,
Knowledge examiner and Practical Assessor shall be
established in the AMTOE/ TCM.
They shall undergo updating training at least every 24
months relevant to current technology, practical skills,
human factors and the latest training techniques.
3.3 Records of Instructors, Examiners and
Assessors
The organization shall maintain a record of all instructors,
knowledge examiners and practical assessors. These records
shall reflect the experience and qualification, training
history.

Terms of reference shall be drawn up for all instructors,


knowledge examiners and practical assessors.
3.4 Instructional Equipment

3.5 Maintenance Training Material

• Basic knowledge syllabus specified in ASN 083 for


the relevant AML category.
• Type course content required by ASN 083 for the
relevant aircraft type and AML category.
• Access to examples of maintenance
documentation and technical information at the
library.
3.6 Records
Student training, examination and assessment
records to be kept for at least five years following
completion of the particular course.

3.7 Training procedures and quality system

• An independent audit function to monitor


training standards, the integrity of
examinations and practical assessments.
• Feedback system of audit findings to the
person(s) and ultimately to the accountable
manager for the corrective action.
3.8 Examinations

• Ensure the security of all questions.


• Any student found cheating shall be disqualified from
the examination and suspended for 12 months after
the date of the incident.

• Any examiner found cheating shall be disqualified


from acting as an examiner and the examination
declared void. DGCA must be informed within 24 hrs.
3.9 MTOE/ TCM (Contents)
A statement signed by the accountable manager as
continually complied to the ASN 084.

3.10 Privileges of the Maintenance
Training Organization
To conduct basic training courses to the syllabus
in ASN 083, or part.
To conduct aircraft type/task training courses in
accordance with ASN 083.
The issue of certificates, following successful
completion of the approved basic course or
aircraft type training courses and examinations
May not approved to conduct exam, unless
approved to conduct trg.
3.12 Continued validity
An approval shall be issued for a maximum period of one
year. It shall remain valid subject to:

a. The organization remaining in compliance with this

b. DGCA being granted access to the organization to


determine continued compliance with ASN 84

c. The certificate not being surrendered or revoked.


3.13 Findings
level 1,
a. Any significant non-compliance with the
examination(s) process which would invalidate the
examination(s).
b. Failure to give the DGCA access to the organization’s
facilities during normal operating hours without
interrupting there day to day functions.
c. Lack/ Lack of interest of an accountable manager.
Level 2,
a. Significant non compliance with the training process.
Corrective action to be done for the satisfaction to the
DGCA
4.1 The approved basic training course
The approved basic training course shall consist of knowledge
training, knowledge examination, practical training and a
practical assessment.
The knowledge training element shall cover the subject matter
for a category or A,B1 or B2 aircraft maintenance license as
specified in ASN 083.
The knowledge examination element shall cover a
representative cross section of subject matter
The practical training in maintenance activities being carried
out relevant to the particular complete module of ASN 083.
The practical assessment element shall determine whether the
student is competent at using tools and equipment and working
in accordance with AMM
4.2 Basic knowledge Examinations
Basic knowledge examinations shall:

(a) Be IAW the standard in ASN 083.

(b) Be conducted without the use of training notes.

(c) Cover a cross-section of subjects from the


particular module of training completed in accordance
with ASN 083.
4.3 Basic Practical Assessment
The Basic practical assessment shall be carried
out during the basic maintenance training course
by the nominated practical assessors at the
completion of each visit period to the practical
workshops / maintenance facility.
5.1 Aircraft type/task training
AMTO shall be approved to carry out aircraft
type and /or task training as in ASN 083 subject
to compliance with the standard specified in
ASN 083.
5.2 Aircraft type examinations and
task assessments

AMTO approved to conduct aircraft type training


shall conduct the aircraft type examinations or
aircraft task assessments specified in ASN 083
subject to compliance with the aircraft type
and/or task standard specified in of ASN 083.
