Module 5 - Philippine Institute of

Civil Engineers
This module aims to discuss about professional organizations in the
Civil Engineering profession particularly the Philippine Institute of
Civil Engineers.

Learning Outcomes:
1.    To trace back the history and establishment of the Philippine
Institute of Civil Engineers.
2.    To name the other professional organizations affiliated to the
PICE.
3.    To explain the importance of membership to a professional
organization.
Philippine Society of Civil Engineers, PSCE (late
1920), Founded by Engr. Marcial Kasilag (hold No.
1 in the registry of Civil Engineers at PRC)

Philippine Association of Civil Engineers, PACE


(1937), Formed by Engr. Enrique Sto. Tomas
Cortes
The major objectives of both associations were
similar: to raise the standards of the profession,
encourage research and engineering knowledge
and technology, foster fellowship among members
and promote interrelation with other technological
and scientific societies.
In 1950, PACE proved to be more active than
PSCE this saw the transfer of members from PSCE
to PACE under the leadership of its President Engr.
Alberto Guevara.

PACE was mainly responsible for the passage of


Republic Act No. 544, thus, the practice of Civil
Engineering had a legal basis since then.
In 1971, with Engr. Cesar Caliwara as the PACE
President, serious efforts were initiated to merge
the two organization into one.
The leading members of PACE and PSCE who
were responsible for this move were:

Engr. Pedro Afable
Engr. Angel Lazaro Jr.
Engr. Andres Hizon
Engr. Ambrosio Flores
Engr. Tomas De Guzman
Thus, on 11 December 1973, the Securities and
Exchange Commission issued Registration
Certified No. 53896 to the PHILIPPINE
INSTITUTE OF CIVIL ENGINEERS, INC.
(PICE). Engr. Cesar Caliwara
The election of the first set of officers was done in
February 1974 with Engr. Cesar Caliwara as the
President. The first international convention of
PICE was held on 20 to 24 May 1975 with the
theme “Civil Engineering In Disaster Prevention
Control”.
The Professional Regulation Commission issued
Accreditation No. 7 on 13 August 1975, making the
PICE the only Accredited Professional
Organization for Civil Engineers in the country.

The first professional and student chapter were


Cebu City Chapter and National University
Student Chapter, repectively.
As of 2020, PICE has more than 91,368 registered
civil engineer-members in 105 professional local
chapters. There are 12 professional international
chapters in the world. On the other hand, there are
210 student chapters having some 21,177 civil
engineering student-members..

Regular Chapter

The general membership of the institute, except for


the honorary and student members, was organized
into autonomous chapters composed of members
residing or having principal sites of business in the
area to be served by the chapter.
The Regular chapters are formed for the purpose
of:

• Fostering closer association among members in an area or


locality;
• Encouraging the members to prepare and discuss papers on
the study of civil engineering problems in that area or
locality; and
• Encouraging the cooperation with other allied engineering,
technical or scientific groups in the area or locality in
matters of common interest.
Student Chapter

The institute supports the formation of student


chapters in engineering institutions in order to.

• Encourage civil engineering students to work together in


fellowship and dedication to Science and Technology;
• Enhance and improve civil engineering standards, curricula
and facilities in schools;
• Provide encouragement, guidance and leadership to civil
engineering students; and
• Promote association of civil engineering students with the
members of the civil engineering profession.

The regular chapters are tasked to supervise all student


chapters in their areas and aid them in their undertakings.
