THE COMPETITIVE ADVANTAGE CHALLENGE


PROVINCE OF NUEVA VIZCAYA
The Province of Nueva Vizcaya is located in the north-central part of Luzon in Region 2. The province of Ifugao
and Isabela bound it on the north and northeast, on the east and southeast by Quirino and Aurora respectively,
on the south by Nueva Ecija, and on the west by Benguet and Pangasinan. The province is actually bounded by
three mountain ranges covered with forest and grasslands, namely the Sierra Madre on the east, the Cordillera
on the west, and the Caraballo on the south (which also serve as a natural defense from typhoons).

GEOGRAPHICAL LOCATION
The gateway to Cagayan Valley, Nueva Vizcaya is at the
southern tip of Region 2. It is located at 268 km north of
Manila can be reach through public transportation in an
average of 8 hours and by private vehicle in 6 hours. It is
proximate to major cities and economic zones such as
Subic, Clark, Baguio and Cabanatuan.

It has four (4) regular entry points, aside from reaching it


by air travel. These are through (1) the Dalton Pass at the
town of Santa Fe; (2) the DaangMaharlika entering the
town of Diadi; (3) the Vizcaya-Benguet Road entering the
town of Bagabag; and (4) the Ambuklao Road entering the
town of Kayapa.

IDEAL CLIMATE
Nueva Vizcaya is relatively dry from November
to April and relatively wet during the rest of the
year, making it suitable for agricultural
production. Maximum temperature ranges from
22-25 degrees Celsius. December and January
are the coldest months when temperature falls to
about 20 degrees Celsius while the warmest
months are April and May.

IDEAL SOIL
The soil in the province has moderate to high water
holding capacity except those along river terraces and
the sedimentary hills. All upland soils are considered
well drained both internally and externally except in
clay alluvial plains. Quality of the soil varies from slow
to moderately rapid-to-rapid in the upland and along
the river terraces. Infiltration varies from slow to
moderate in all uplands. The level of fertility in Nueva
Vizcaya is very high, making it suitable for agricultural
production

ABUNDANT WATER SOURCE
The total hectares covered by the Magat
Watershed is 229,001 (or 97.52%), the largest area
covered by the watershed in the Region 2. The
Magat Watershed Resources offer various
economic benefits in the province, such as, but not
limited to the following: Timber (From Natural and
Plantation Forest), Rattan, Quarry (Gravel and
Sand, Mines), Wildlife, Agroforestry Land, and
Reservoir Surface Area (e.g. Water for Irrigation,
Fish production), making it suitable for agricultural
production

TOURISM ADVANTAGE
Embraced by the mighty mountain ranges of the Cordillera, Caraballo and Sierra Madre, Nueva Vizcaya is
among the country’s culturally diverse, yet unheralded provinces. The gateway to the Cagayan Valley region, it
prides itself with the “Naturally Vibrant” tag, owing to its God-given lush allure tucked in the bosom and the
sprawling land between the mountains.

TOURIST DESTINATION
The gateway to the Cagayan Valley region, it prides itself

between the mountains. The following are tourist attraction
of the province, to wit: (a) Balete/Dalton Pass; (b) Imugan
and other Local Water Falls; (c) Loweer Magat Eco-
Tourism Park; (d) Capissan Cave System; (e) regional site
for paragliding; (f) main of 18 indigenous people’s groups;
(g) Mt. Ugu; (h) historical churches and places; (i) Mount
Palali; (j) Fruits and Vegetables Farms; (k) Gulon Peak
and others

NUEVA VIZCAYA INVESTMENTS AND INCENTIVES CODE


The local incentives provided under the Nueva Vizcaya Investments and Incentives Code of the
Provincial Government of Nueva Vizcaya are opportunities worth grabbing by investors. Inquiries can

MAJOR INDUSTRIES IN NUEVA
VIZCAYA
Dominating industries in Nueva Vizcaya includes:
1. Agriculture (resource-based economy) – comparative
advantage is steady for palay, white corn, temperate
vegetables, citrus and vegetables. It can serve as a
major source of raw materials and domestic
unprocessed key agricultural commodities
2. Gold. – this industry shows promising growth as a large
scale industry
3. Tourism. – Given the natural landscape of the province
is the competitive advantageous towards eco-tourism,
adventure tourism and agricultural tourism
4. Agri-Trading. – Nueva Vizcaya plays a vital role as an
agricultural terminal of high value cash crops
5. Wearables and Homestyle & Processed Food. – MSMEs
are still agricultural-based, ranging from food processing
to furniture making

PRIORITY AREAS
In order to achieve inclusive economic growth, it is imperative that the Provincial Investment Priorities
Plan be mainstreamed on the National IPP priority sectors which focus on the 10 priority investment
areas:
 All qualified manufacturing activities including agro-processing
 Agriculture, fishery, and forestry
 Strategic services, including telecommunication; integrated circuit design; knowledge-based
services and tech start-ups; maintenance, repair, and operation of aircraft; charging and refueling of
alternative energy vehicles; and industrial waste treatment
 Healthcare services, including drug rehabilitation centers
 Mass housing
 Infrastructure, including transportation infrastructure and projects initiated or implemented by local
government units
 Activities that drive innovation, including research and development in areas like agriculture
biotechnology, disaster mitigation and prevention, technology for increasing agricultural productivity,
and technology for the prevention of disease outbreaks
 Business that provide opportunities to micro and small enterprises by including them in their value
chains
 Environment or climate change-related projects
