QUESTION HOUR
Speaker

We now move on to Question

Hour.
Question no 101
Mr. Jashwanth
Question No - 101
Jashwanth Hon’ble Speaker,
It is good to see that our Country is
progressing at a high speed. We see that
the automobile industry has been
multiplying its productions especially the
two wheeler sector. Today it has become
a necessity to have a two wheeler
whether you live in urban or rural
community.
My question is to the Hon'ble Minister of
Petroleum is
“Why there has the continuous increase
in the rise of prices in Petrol which is a
basic necessity for the citizen”?.
Whether the government is concerned
with the rise in petrol prices?,
And if yes, what steps are being taken to
reduce the rise in price and save common
man from becoming more poor?
Speaker

Yes ,
Minister of Petroleum
Please…
Minster of Petroleum Hon’ble Speaker,
Joshita First of all, I thank the Hon’ble
member to recognize that the
country is progressing.
Let me put it straightly
In order to push the crude prices
up amid lower demand, OPEC
(Organization of Petrol Exporting
Countries) and allies, including
Russia, had cut oil production by
9.7 million barrels per day in May
2020.
To further boost prices, Saudi
Arabia decided to cut the output
by 1 million barrels per day.
Minster of Petroleum
Joshita Our Govt has urged oil producers
to ease the cut on crude oil
production so that price-sensitive
Indian consumers get relief on the
fuel front.,.
Secondly we are mainly dependent
on imports and have no control
over international markets.
We expect that in near future we
would find a solution for the crises
and we also invite your
suggestions if you have any.
Our aim is the security, safety and
welfare of our citizens.
Speaker

Question No 102
Ms. K.sahasra
Question No. 102
Madam Speaker,
India’s unemployment rate has
skyrocketed to a staggering 27.1%
since the beginning of the lockdown,
especially in metropolitan cities.
An estimated 12.2 crore people have
lost their jobs due to the Covid-19
pandemic.
There have been several instances
where employees either lost their jobs
or faced massive pay cuts.
My question to the Minister of Labor
and Employment is “
what steps are being taken by the
government to overcome the
unemployment problems and provide
employment to the unemployed”?
Minster of Skill
Development

Respected Madam,
We are concerned with rising
unemployment due to covid pandemic.
Our Government has taken number of
“unprecedented steps” including for
migrant workers across India.
Labor falls in the concurrent list and
therefore both State and Central
governments can legislate on the
issues. Even in our budget 2021-22 we
have made Digital, data and technology
as the core of the six pillars of growth
to fuel India’s ‘Atmanirbhar’ vision.
Speaker

Question No 103

Yes, Ms. Poojitha

Question no 103
Ms. Poojitha
Hon’ble Speaker Madam,
We are not able to understand the
divide and rule policies of the Ruling
Government?

My question is why the reservation

policy is not extended to
engineering and other
undergraduate and postgraduate
medical courses.

The Government talks of One Nation

One Education,
we demand One Nation One
Reservation for all.
I need answer…. Madam Speaker
M OF SOC JUSTICE
SUSHMITHA Madam Speaker,
The All India Quota (AIQ) Scheme was
introduced in 1986 under the
directions of Supreme Court to provide
for domicile-free merit based
opportunities to students from any
state to aspire to study in a good
medical college located in another
state.

Madam Speaker,
Right to Education in the Fundamental
Right of every citizen, and no one
should be deprived of it.
Depending on the availability of seats
and quotas in other streams we would
take further decisions in the coming
days.
QUESTION NO 104(A)
Sushanth Madam Speaker,
The worldwide education system has been
severely affected following the shutdown of
schools and colleges since March 2020 in
order to prevent the spread of the virus.

Conventional classrooms shifted to online

mode which profoundly impacted teachers
and students closed interactions and
making a paradigm shift in the teaching
learning process.
Across India almost all students population
have been affected due to the pandemic.

Hon’ble Speaker,
This pandemic has created a new crises in
the education system what steps have been
taken to resolve this issue!
Q. NO 104(B)
SHIVA GNANI Madam Speaker,

The access of education has been

restricted to those who have resources
and whose parents are educated. The
sudden shift to online learning without
any planning?

Countries like India where the

backbone for online learning was not
ready and the curriculum was not
designed for such a format – has
created the risk - I repeat risk of
most of our students becoming passive
learners .

I demand an answer Madam Speaker….

Q. NO 104(C)
ROSHAN Madam Speaker,
The sudden and new forceful online
pattern have put illiterate parents in
the state of helplessness?

These poor parents are unable to help

their children in education..

Schools are closed since March 2020

and still there is confusion as to when
they will be opened.
The shut down of schools has not
only made learning new things but
also made to forget what they have
learnt earlier.

NEED TO BE ANSWER…
QUESTION NO 104(D)
Ms. LASYA Closure of schools had a huge
impact on the education of girls as
parents are facing financial crisis
due to loss of income.

Many poor parents especially from

rural areas are forced to stop their
children to go to schools, especially
girl child.

The midday meal provision is a

great blessing to many students in
India, closure of schools during
lockdown meant many children
were deprived and malnourished.
Please answer ……
QUESTION NO 104(E)
Ms. Hansika Madam speaker ,
Over 1.5 million schools across
India closed down due to the
pandemic - A switch to large-
scale digital education is not
possible now.
If this condition prevails for
another year, there would be
huge impact in the quality of
education and inconsistency in
qualitative human resource.
We request the Hon'ble Prime
Minister to answer on these
serious issues.
We demand answer for it…
Madam Speaker,
Minsiter of Education Education plays a crucial role in the
JOVAN child’s life.
It helps in shaping his career,
contributor to the human capital and
economic growth.
We have created such a educational
digital platform that students across
India no matter where they live can
have access to them.
Our Ministry of Education has held
several consultations with the states
and UTs at various levels and taken
many initiatives to ensure that the
school going students don’t lag
behind in their studies during COVID-
19 pandemic. we introduced some of
the schemes like PM eVIDYA:
DIKSHA; SwayamPrabha ,that no
one should get excluded.

Ruling Party
Madam Speaker,
Harshil
A serious breach of privilege has been
committed by the local Television
channel TV 100 news anchor in
Rajasthan.
Madam,
Breach of privilege refers to some of
the distinct rights that are enjoyed by
the legislators in a parliament
without which they cannot discharge
their functions and these rights are
peculiar to them.
In India, these privileges origin in the
form of Articles 105 and 194, which
give these privileges to the Members
of Parliament and members of the
state legislature respectively.
Speaker House holds Television channel
TV 100 news anchor in Rajasthan
as guilty of Breach of Privilege.

However instead of punishing the

guilty , the House states its own
dignity and it does not give undue
importance to those local news
media.
They present it for cheap
publicity and

Thus they serve no further

discussion.
Secretary General to lay the
papers on the table.
Speaker
Hon’ble Members,
I am glad to inform you that
Parliamentary Delegation led
by H.E. Mr. George J. Furey,
Speaker of the Senate,
Parliament of Canada
accompanied by
H.E. Mr. Mohamed Nasheed,
Speaker of the People’s Majlis
of Maldives have visited us to
witness the functioning our
house.
We wish them a happy and a
fruitful stay in our country.
Speaker

Now let us take up the

Calling Attention Motion.
Now I call Opposition
member
To call the attention for the
Minister for Agriculture
Ms. Anshika
Hon’ble speaker,
The new laws will are detrimental to
our farmers.
The contentious reforms will loosen
rules around the sale, pricing and
storage of farm produce - rules that
have protected India's farmers from
an unfettered free market for
decades.
.
Mr. Aditya Sriram
Hon’ble speaker,
Our farmers are mostly small or
marginal:
68% of them own less than one
hectare of land.
More than half of the farmers
don't even have enough to sell.
The populous and poor northern
state of Bihar has allowed
unrestricted private trade of
crops, but there are few private
buyers there.
India's foray into contract farming
has been patchy, working mainly
for a few commodities in limited
geographies.
Ms Rasgna
Hon’ble speaker,
Not surprisingly, for the large
number of farmers, incomes are
dwindling. According to the
2016 Economic Survey, the
average annual income of a
farming family in more than half
of India's states was a hardly
20,000 rupees
Provide the
Guaranteed support prices
Make it a "legal right" for farmer
and they should be extended to
cover a wider range of crops.
Mr.Rohan For long, farmers have sold their
crops in 7,000-odd government-
regulated wholesale markets or
"mandis" across the country.
They are run by committees made
up of farmers, often large land-
owners, and traders or
"commission agents" who act as
middlemen for brokering sales,
organizing storage and transport,
and even financing deals.
We request the Minister of
Agriculture to give his explanation
of the New Farm Laws and the
motto behind it.
To serve the rich you cannot
undermine the pain of the farmers.
Speaker

Minister for
Agriculture,
Please
Minister for Agriculture
Rishi

Freedom is about actual, viable

choices.
Choices that you can realize.
Don't we need to think on this
issues.
The farmers who serves is the
ultimate sufferer.
It is our duty to provide him
opportunities to progress and
prosper.
It is the duty of my government to
connect local farmers to global
world.
Minister for Agriculture
Rishi Hon’ble Speaker,
The two new farm laws for
agriculture and modified
Essential Commodities Act 1951
for agro-food stuff acts have been
widely acclaimed as historic,
path-breaking.

There was a need for reforms in

the Agricultural policies
associated by the liberalization of
agriculture trade due to WTO
agreement and rising cases of
farmers’ suicides and agrarian
distress.
OPP. MEMBER 2
ALEENA
Hon’ble speaker,
The protesting farmers, joined by
their families and friends, have
braved water cannons and tear gas
and choked the capital's borders.
They are guaranteed prices for 23
crops and debts are waived when
they are unable to pay off loans.
"Now you say that your
government will get out of the way,
and asking us to deal directly with
big businesses. They did not
demand for this?
So why are they doing this to
them?"
.
Minister for Agriculture Hon’ble Speaker,
Saksham There has been an imbalance
between domestic demand and
supply due poor state of market
facility.
The government intervention was
either nil or very little in the
Agricultural segments
Thus through The New Farm Laws
these markets would be liberalized
and more favorable to agricultural
growth.
Finally I would say that the New
Farmers’ Produce Trade and
Commerce (Promotion and
Facilitation) Act 2020 will ensure
Better prices to farmers and
A better deal for consumers.
PASSING A BILL
Prime Minister
Madam Speaker,
The reforms have generated optimism for
India to become a global power in
agriculture and a powerhouse of global
food supply.
The reforms carry the seeds for farmers’
prosperity and transformation of the
rural economy.
जय जवान, जय किसान
Speaker

Now the Hon’ble Minister of

Finance to move the motion
for leave to introduce the
Bill.
Minster of finance
Ms. Sahithi

Speaker "The question is that be granted to

Minster of finance
Ms. Sahithi

Madam,
Introduce the “The Deposit
Insurance and Credit
Guarantee Corporation
(Amendment) Bill, 2021”.
Speaker

"Now the House will take up

consideration of the UNIFORM
EDUCATION BILL – 2021

Minister of Education, Please

Minister of Education
Madam Speaker,
JOVAN
The issue of Universal Civil Code
(UCC) is gaining momentum, and so
with it The uniform education
system.
Some citizens have even filed a
petition in the Supreme Court seeking
uniform education across the country.
As the need of the time and demand
from citizens, Ministry of Education
has come up with certain proposal for
consideration in this August house.

It will promote fraternity, unity and

national integration among students
of different education boards.
Minister of Education Mr.
Madam Speaker,
Hrushikesh The main clauses of the Uniform Education Bill
are as follows.
1. To prepare and Provide common
educational curriculum for all students
across India from grade 6 to12.
2. To make Education a part of the Union List
where the Central Government has the
power to plan, execute and amend the
education policies and merge all the
existing boards into NCERT
3. To have common board exams on Four
Subjects which are Science,English
Mathematics, Social Sciences for grade .
Madam Speaker,
I am confident that the all Hon’ble Members of
this House will welcome the Bill whole
heartedly and through it help to achieve One
Nation One Education
With these words, I now move that the
UNIFORM EDUCATION BILL – 2021 be taken
into consideration.
Speaker

Motion moved…
OPPOSITION 1
(Sharanya)
Madam Speaker,
I rise to oppose the bill.
I do not understand whether the Minister
of Education is aware of the diversity in
India.
We are united by spirit but divided in
language, religion, region, traditions,
culture and development.

I think our minister is living in dreams.

How can the Minister think that a common
standards of education is implemented
across India in tribal, rural, towns and
metro cities.

I demand an answer…
Ms Rasgna
Madam Speaker,
As Baba Saheb Ambedkar once said
in this august house that we may be
equal as per the books of law but
practically we remain divided
socially, politically and
Economically.

I request the Hon’ble friend to

withdraw the bill and let the old and
present Education system be
followed which is also set up by the
stalwarts of Education field.

I strongly oppose the bill

Speaker

Yes,
Ms. Sreevanika
RULING PARTY
Ms. Sreevanika

Madam Speaker,
I rise to support the bill.
Madam, My dear opposition friend has just
raised an issue and is also concerned and
depressed by it.
The issue is Division of Country, People and
Resources in name of language, culture,
traditions and development.

Education is the backbone of development of the

Nation. Education unites people and places
irrespective of their cultural and language
differences.
. The purpose of education is to make the
individual acquire social efficiency.
Minster of Petroleum Madam Speaker,
Joshita No doubt there may be issues arising with
the variation in standards at different levels
and in different regions. But my friend does
not know that all the regional educational
boards are guided by the NCERT.

The National Council of Educational

Research and Training (NCERT), the apex
body at the national level guides the states
by providing a national framework for
curriculum development and by building
capacities at the state level both at the
elementary and secondary level. Above all, A
common foundation curriculum of 1 year
would be framed to reach the set standards
cross the country covering all levels.
This would create a strong base for
achieving the Uniform Education all over
country.
One Nation One Education.
Opposition party
Mr. Rohan
Madam Speaker,
I rise to oppose the bill.
At the time of independence in 1947, India
consisted of 571 disjointed princely states
that were merged together to form 27
states.

Madam Speaker,
Implementation of UEB 2021 would usurp
the constitutional right and duty of the
State and UT governments to frame their
own policies and programmes or enact
laws concerning education, as per the
needs and aspirations of the people of the
State.
We oppose the Bill claiming to take back
our Rights on Education.
Minster of finance
Ms. Sahithi When we have
Single Constitution, Single citizenship,
Unified judiciary, Common All-India
Services,Financial Dependence of States
Common Taxation Structure.
Then why not Uniform Education
System.
Dear Friend,
Madam Speaker,
It united India at that time to raise their
voice against the unjust British rule.
When all states follow the designed set by
the British, then why cant we have the
Common Education all over India for all
children of our Mother country.
Thus I rise to support the bill.
ONE NATION ONE EDUCATION
Opposition party Ms. Madam Speaker,
Anshika I rise to oppose the Uniform Education Bill,
It is just an unjust rule to implement the bill.
It gives ample scope to monopoly over
education
Madam Speaker,
Indian boards impart immense amount of
information to the students.
India has several educational boards ,
Each Board has its unique teaching methods,
learning, curriculum, assessing criteria, and
conducting examinations that assist in the
student's overall development.
Then what is the need to merge all boards
into one?
RULING PARTY
(Karthika)

Madam Speaker,
India is gaining its position to become the one of
the top super economies of the world.
We are in competition with the developed
countries of the world.
But different educational boards of India would
lead to chaos and confusion.
.
To compare different boards with various
curriculam, a universal rubric may have to be
created which would bring the different criteria
together for parents to be able to weigh and
measure them.
RULING PARTY
Madam Speaker,
Mr. Rishi
Now the question comes, instead of creating a
universal rubrics, why cant we have one single
board which would be at par with the global
standards.
As we have common test for JEE and NEET and
various students from different boards attempt
the Test to qualify and gain admission at various
professional levels.
Thus I rise to support the Uniform Education Bill
at Primary and secondary levels.
“Education is the most powerful weapon which
you can use to change the world”.
.
Uniform Education has great potential to change
the world when a society is educated, there is a
great allocative and productive efficiency with
rapid rates of development.
One Nation One Education
Prime Minister
In the modern era of science and
technology, the industrial sector is
increasing day by day.
As demand increases our education
sector also needs to change and
adapt to that environment and the
need is to have a Uniform Education
Bill.
We aim to make India an educational
Hub for the students of the World.
I strongly recommend my all friend
to support the bill and achieve
ONE NATION ONE EDUCATION
Speaker Now The Question is :
“That the Bill to provide for have
uniformity in Education in India and
for matters connected therewith or
incidental thereto, be taken into
consideration”
Those who are in favor will say ‘Aye’.
Those who are against it will say ‘No’

I think the
‘Ayes’ have it, ‘
Ayes’ have it, ‘
Ayes’ have it.
The motion is adopted.

Next
Clause by clause consideration
Speaker
Now the question is that clause 2-8
stand part of the Bill.

Those who are in favour will say

‘Aye’
Those against will say ‘No

I think
the ‘Ayes’ have it,
the ‘Ayes’ have it,
the ‘Ayes’ have it,

The motion is adopted

Clause 2-8 stand part of the Bill

Speaker Now the question is :
“That clause I, the enacting formula
and the Title stand part of the Bill”
Those who are in favor will please say
‘Aye’.
Those who are against it will please
say ‘No’.

I think
the ‘Ayes’ have it,
the ‘Ayes’ have it,
the Ayes’ have it.

The motion is adopted.

Minister for Education please.

Minsiter of Education
JOVAN

Madam Speaker,
I move the Bill be
passed.
Speaker
Motion moved :

“That the Bill is passed”.

Those who are in favor will please

say ‘Aye’.
Those who are against it will please
say ‘No’.

I think
the ‘Ayes’ have it,
the ‘Ayes’ have it,
the Ayes’ have it.

The Bill is Passed.
