the error was unintentionally
RAMP LINE OPERATIONS SAFETY AUDITS

• Historically, “LOSA” developed at request of Delta


Airlines to validate operational impact of human
factors (CRM) training

• LOSA from an educational program to an


operational strategy for real-time data analysis

• Due to the successful process LOSA provided for


assessing line operations safety in the airline
flight environment has now been extended into
the ramp operations
CON’T

The foundation of LOSA is the Threats and Error Management (TEM):

• Actively identify threats, develop strategies to manage the threats so


that they do not lead to errors

• Learn from past errors in order to anticipate future threats and


ultimately manage the threats
“LOSA” OBSERVATIONS SECTIONS
“A ramp LOSA is carried out during an airplane turnaround system. Since so much
is happening in a short period”

The ramp LOSA has 11 observations sections:

 Arrival.  Uploading.
 Downloading.  Departure.
 Lavatory and potable  Airplane
water service. maintenance.
 Catering.  Deice and anti-ice.
 Cleaning service.  Pilot walk-around.
 Fuel service.
HOW TO IMPLEMENT LOSA
Here are some main general guidelines for implementing a LOSA for ramp
operations.

1) Form an initial development team/LOSA steering committee. This team will


handle planning, scheduling, observer support, and data verification.
2) Identify problem areas to observe.
3) determine how many airplane turns to observe and where
4) Schedule observation dates and select observers ( Ramp Safety Officers)*
discussed next slide
5) Develop or modify the observation forms (e.g., to use company-specific
terminology)
RAMP SAFETY OFFICERS “RSO”

• To manage the application of LOSA process we


target to have qualified and trained personnel
equipped with the necessary tools and software

• Their main duties are:

1) Discover procedural or systemic flaws that might


lower day to day operations safety margins
2) Provide baseline documented data that can be
used to assess the effectiveness of safety
3) Stopping errors from occurring that lead to
injuries and damage to equipment or airplanes
