What is Evaluation?
Evaluation is a process that critically examines a
program. It involves collecting and analyzing
information about a program’s activities,
characteristics, and outcomes.
Evaluation means finding out the value of
something.
The process of delineating, obtaining & providing
useful information for judging decision alternatives
the process of determining to what extend
educational objectives are being attained.
What is Program?
Term “program” = “Any set of organized activities
supported by a set of resources to achieve a specific and
intended result.”
An educational program is a program written by the
institution or ministry of education which determines the
learning progress of each subject in all the stages of
formal education.
What is Program evaluation?

Any evaluation to examine and assess the implementation


and effectiveness of specific instructional activities in
order to make adjustments or changes in the activities is
often labeled "process or program evaluation.
Program evaluation is the use of social research
procedure to systematically investigate the effectiveness of
programs.
Rossi et al’s 5 Program domains
1. The need of the program.
2. Design of the program.
3. Program implementation and service delivery
4. Program outcomes: Impact.
5. Evaluating the efficiency of a program.
Pre-program evaluation
Pre-program evaluation ensures that a
program or program activity is feasible,
appropriate, and acceptable before it is fully
implemented.
It is usually conducted when a new program or
activity is being developed or when an existing
one is being adapted or modified.
Pre-program evaluation
Formative evaluation focuses on providing
information to guide the planning, development
and implementation of a specific program.
For initiating a program a certain basic data
are essential
• First, it is necessary to have data on the
personal and socio-economic characteristics of
the stakeholders.
• Second, it is important to be aware of existing
services.
• Finally, it is necessary that it should be
measurable.
When to use

During the development of a new program.

When an existing program is being modified or is


being used in a new setting or with a new population.
What it shows
Whether the proposed program elements are likely
to be needed, understood, and accepted by the
population you want to reach.
The extent to which an evaluation is possible,
based on the goals and objectives.
Why it is useful
It allows for modifications to be made to the plan
before full implementation begins.
Maximizes the likelihood that the program will
succeed.
Post-program evaluation
Post-Program Evaluation assesses program
effectiveness in achieving its ultimate goals.
Post-Program Evaluation involves accessing the
impact of a program.
The results of Post-Program Evaluation are
basically used for decision making, such as weather
to continue, expand, or cancel a program.
Post-program evaluation
Post-Program Evaluation examines the effects of a
program. It usually uses statistical analysis of
quantitative research.
It seems more decide able because it is used to help
the agencies administrators formulate their
programs and review them and prove them.
Post-program evaluation
The evaluator provides feedback to program
director about how the stakeholders react to the
program, how the implementers are carrying out the
program and weather the actual is in line with the
intended program. They analyze the program as it
appears in action and describe how it works
When to use
During the operation of an existing program
at appropriate intervals.
At the end of a program.
Why it is useful
The degree to which the program meets its ultimate
goal.

What it shows

Provides evidence for use in policy and funding


decisions.
