 The Mandaya indigenous cultural communities/indigenous peoples in the City of Mati is


awarded with 11-MAT-0219-243 with an area of 16,208.6106 hectares.
 It has been noted that government and private agencies and other stakeholders now
recognize their ancestral domain by complying the mandatory process of the free, prior an
d informed consent to the Tagakaulo Blaan ICCs/IPs based on Administrative Order No. 3
series of 2012 as amended.
 Even the Mandaya ICCs/IPs themselves are aware of this and recommends the compli
ance of Administrative Order No. 3 series of 2012 before any plans, programs and project
s will enter into their ancestral domain.
 Any government or private agencies or individuals who may have plans, programs or p
rojects to be introduced or implemented now coordinates first with NCIP before entering in
to their ancestral domain.

Mandaya Indigenous Political Structure

The full documentation of the Indigenous Political Structure of the Mandaya ICCs
has to be funded. The details herein were taken from the Historical Account of the
Recognition Book of the CADT application.
The leader of the community is known “Matadong”. He is the head and has the power.
He has the power to decide what is good to the community. He is highly respected in the
community. The characteristic of the “Matadong “ is respectful, has wisdom to resolve
conflict resolution, with sound judgement, affluent and with good attitude.
If there is conflict, the “Matadong” along with others “Matadong” in the community meet
and agreed to one decision. Whatever they decide is respected by all. Until now they will
exercise the system of “ball’’law-ball’law’.The clashes were settled through the “balaw-
balaw” system.

 On the Mandaya defense, traditionally they have this “Bagani” as their protector
and defender of their territory.

 “Tomanggong” serves as the community advisor

Limpong ng Mangkatadong

The Limpong ng Mangkatadong consists of Leaders usually


representing different areas of the domain. They could be considered the
highest council in the community and is well respected by the members of
the community.

Clan-based is how the Mandaya ICCs/IPs identify their leaders.


Up to this time, the clan leaders are those from the clans of renowned
clan leaders of their predecessors. The Clans of the Mandaya ICCs/IPs
of the City of Mati are very supportive to the plans and projects of the
community.

The “Balyan” is a respected woman in the community that serves as the community
healer who does the “panawag-tawag” or ritual

The function of the “Bagani” has to be in accordance with the customary and
other existing law. The “Bagani” now a day serves as the protector of the ancestral
domain and defender of the community.

of all barangays covered under the CADT of the Mandaya ICCs/IPs of Barangays
Macambol and Cabuaya and the barangays under the CADT Application of the
Mandaya ICCs/IPs of the City of Mati, Davao Oriental.

A. Current Socio-Economic Status

The Mandaya ICCs/IPs in the AD are strictly dependent on farming and


forest produce. In Barangays Don Enrique Lopez, Don Salvador Lopez,
Sainz, Sanghay, Tagabakid, Tagbinonga, Taguibo, and Don Martin
Marundan, crops like coconut, corn, coffee, cacao, root crops, rice and
fruit trees thrive well.

Farming and Fishing is evidently the main source of income of the IP


population within the ancestral domain. Others thrive as skilled workers,
self-employed, laborers, employees, and those engaged in aquatic
resource livelihood.

Barangay Taguibo, Libudon and Sanghay are always known to have


peace and order issues with the leftist groups.

Most AD Barangays are susceptible to flooding specially Barangay Don


Martin Marundan. Even if some of these areas are situated on high ground,
flood susceptibility is due to the presence of ridges and accumulations from
surface runoff. Landslides are also frequent in Barangay Taguibo, Tagbinonga,
Sainz, Libudon and Sanghay. The City of Mati is also known to be sitting atop
an active fault, thus most barangays are prone to earthquake destructions.

There are no IPMRs who are members of the Special Bodies. The IP

Tourism is considered one of Mati’s major investment areas with Davao Oriental declared as a
Tourism Development Area. Tourism related establishments and activities cover a total area of
905.45 hectares. These are found in the 13 barangays of Mati. Dominant areas are those in
beaches stretching along the Barangays of Dahican, Bobon, Tamisan, and Lawigan. Also those
areas where the islands like the Pujada Island, the Oak Island, and the Waniban Island are
located. The Sleeping Dinosaur is also considered under the tourism land use.

The ecotourism area comprises the Mt. Hamiguitan Range Wildlife Sanctuary in Barangay
Cabuaya and Macambol; the Philippine Eagle Sanctuary still in Macambol and Cabuaya; and the
lagoon located in Barangay Luban. Activities that could be allowed in ecotourism areas are bird
watching, nature appreciation, educational research, reforestation, camping, biodiversity
inventory, trekking, climbing, etc.

The festival is not conducted within the ancestral domain area but it is part
of the celebration held in the City of Mati.

The City of Mati with its CADT barangays are dominantly inhabited by the
Mandaya ICCs/IPs found in the plains and mountains of the CADT barangays.
The Ka'gan ICCs/IPs are also present especially in the coastal areas of the
City of Mati.

A mini museum called Subangan was established and maintained by the Local Government Unit thru
the effort of the Congresswoman of Davao Oriental. Part of it displayed the cultural heritage of the
Mandaya and Ka'gan ICCs/IPs.

The City of Mati has anually celebrated the Sambuokan Festival, a celebration of
Mati's ethnicity which is participated by the Mandaya and Ka'gan ICCs/IPs of
the City of Mati. The City of Mati DepEd Division is continuosly implementing
the IPED in support to the growing IP Learners in the City.

Rights to religious, cultural sites and ceremonies within the Ancestral Domain are
recognized and respected. The Mandaya ICCs/IPs are free to practice their beliefs
within the Ancestral Domains.

Even in big occasions concerning provincial celebrations/programs/launchings,


the Mandaya rituals are highly requested by the Provincial Government, and other
government and private agencies.
