Updated Ground Rules on

the Conduct of Arnis


Competition During the
Palarong Bikol 2017
a. Refresher Course for Officiating Officials is schedule on February 3-
4, 2017
b. Solidarity conference is scheduled on February 4, 2017 at Albay
Sports and Tourism Complex, Legazpi City at exactly 1:00pm to 5:00
pm
c. Schedule of Arnis Competition will be determined by the
Tournament Manager/ National Arnis Consultant. (February 6-10,
2017)
d. The official weigh in for secondary level (boys/girls) will be done
One (1) day before the scheduled competition in the game venue.
(February 4, 2017, 8:00 am to 11:00 am)
e. Age requirements for elementary athelete , he or she should have
been born in the year 2004 or after.
For secondary , he or she should have been born in 1999 or after
f. UNIFORM
c.1 Full Contact (White Tshirt or camisa chino and red pants
Likha Anyo is the delegation Uniform or white t-shirt and red
pants
c.2 Rubber shoes will be required on the full contact (labanan)
event. However competitions may opt to go barefoot in the likha anyo
events
• OFFICIATING OFFICIALS
• Consisting of Regional/ Provincial/ City Arnis commissioners/ Consultants
(black Belts) including those officially assigned/ recommended by their
respective Head of delegations must undergone refresher course before the
schedule competition and be during the competition the actual competition
they must be in place/ seated in the designated area for officials.

LIKHA ANYO EVENT
• Weapons:
Player may have the option to choose any of the following weapons (with a minimum
length of 24 inches and a maximum length of 36 inches)

1. Wooden stick/ yantok – should measure not less than 60 cm. (24 inches) and not more
than 90 cm. (36 inches)
2. Wooden Replica of a bladed weapon- measure not less than 60 cm (24 inches) and not
more than 90 cm (36 inches) in full length and should be ethnic Filipino in origin
3. Metallic Un bladed Replica of a Bladed Weapon- The metallic replica should measure
not less than 60 cm. (24 inches) and not more than 90 cm (36 inches) in full length and
should be ethnic Filipino in Origin
4. Metallic/ wooden Un bladed of a replica of a bladed sword and a dagger – measures
not less than 60 cm and not more than 90 cm in length and dagger should measure
not less than 20 cm and not more than 31 cm and should be a Filipino origin
• SCORE BOARD/ TALLY BOARD
• Either manually or electronically operated, the specification of which
should be in accordance with tournament Committee standards.
• Should be place in visible and elevated position within the vicinity of
the competition area.
• SCORE SHEET/ SCORE CARD
• Judges use 7 score card, (size 40 cm x 40 cm) to indicate the scores
given to the performers/ teams and this scores shall be recorded to
the individual score sheets for record and tabulation and shall be
collected by the score retriever to be submitted at the official table .
• FLAGS
• 2 sets of flags Red and Blue flags, size 30 cm x 25 cm, shall be used by
the corner officials in indicating violations committed by the
performer.
• Yellow flag size 30 x 25 cm used by the official timer to declare the
start and end of a performance.
Conduct of the Tournament
1. The conduct of the competition shall be one (1 ) round Anyo
Performance for both Secondary and Elementary level (boys/ girsl)
2. Each performance shall have a minimum of one (1) minute and a
maximum time limit of (2) minutes. The official time shall start
when the player/ team gives the Standard courtesy (pugay) and it
shall officially ended when the players/ teams gives the ending
courtesy (pugay)
3. The likha Anyo performance both in secondary and in elementary
Level shall be focused on Arnis skills.
4. The Likha Anyo performance both in secondary and elementary Level

5. No acrobatic/ fancy movement (such as; tumbling, back flip,


somersault, cartwheel and other combative discipline skills will be
incorporated during the performance of likha anyo.

6. Determining the Winner in anyo competition: There shall be 7 judges


and the total score of the seven judges shall be added to determine the
score obtained by the performer which will be added together to get
the average score.
6. Tie
> In case of tie, the highest and the lowest score of the seven judges
shall be eliminated, hence the score of the remaining five judges shall
be determined to break the tie.
> IN case of another tie, the highest and the lowest score of the 5
judges shall be eliminated, hence the score of the remaining three
judges shall be determined to break the tie.
> In case another tie, Repeat performance
> The ranking of participants is based from the net/score obtained
which is determined by deducting all identified point deduction/
committed if any in accordance with the rule.
FULL CONTACT:
> two out of three round system, each round should be held for a
maximum of two minutes for the secondary

7. Players are required to show artistic arnis movements unique to their


styles for at least three (3) seconds when the referee say “HANDA”
failure to do this – First offense will be given BABALA or warning.
Second and succeeding offenses shall be considered as PAGLABAG or
foul.
8. A SCORE shall mean a strike with a standard padded stick using one
hand only, delivered to a specific body point and is counted upon
confirmation by the judges, simultaneously recorded on the scoreboard
and score sheet.
Legitimate strike is given a point if it is delivered to a specific body
point in correct form, that is with power, right timing, with art, distance
and intent.
Spontaneous strike is allowed but judges can only give a maximum
three points per encounter.

9. There shall be 5 judges (one chief judge and four corner judges and
referee during the competition in the full contact event.) The five
judges shall raise the flag (red or blue) to declare the winner in their
respective score sheet when the referee says “HATOL”. The chief judge
shall take into the custody of all the judges score sheet after every
match.
10. In caseof draw, the declaration of winner shall be based on the
following criterion:
7.1 Superiority or Aggresivenesss
7.2 Major Advance Technique
7.3 Artistic Delivery
11. Penalties and Violations
1. Violation of time limit shall cause the participants deduction of
points. A deduction of 2 points should be given in short of the
minimum of 1 minute limit or in excess of the maximum of 2 minute
time limit.
2. Stepping and / or going out of the boundary lines will cause the
performers deduction of two points regardless of number of stepping
violation.
3. Performers who accidentally loses grip of the weapon/s should be
given a deduction of five (5) points for every violation.
4. Failure to execute the standard pugay at the start/ end of
performance would mean a five points deduction
5. In any type of arnis competition, designated coaches will not be
allowed if they have not attended any DepEd sponsored arnis training
as certified by the respective provincial/ city Arnis Commissioners/
Consultants
12. DESIGNATED COACHES MUST BE IN THEIR DELEGATION UNIFORM.
NO SHORT PANTS, SANDO AND SLIPPERS WILL BE ALLOWED FOR THE
COACHES DURING THE COMPETITION.
13. JUDGEMENT CALLS CANNOT BE PROTESTED.
15. SELECTION OF ATHLETES, COACHES AND CHAPERON FOR THE
PALARONG PAMBANSA ELEMENTARY/ SECONDARY LEVEL BOTH BOYS
AND GIRLS.
A. The selection of Arnis athletes composed of five (5) boys and five
(5) girls from the secondary and three boys and three girls for
elementary level for Palarong Pambansa shall become members of the
Team Bicol in the following criterion:
1. That individual medal tally earned by the player during the actual
competition are the basis of counting/ranking based on medal
classification. In case of tie, Individual event will be given priority
and more weight for athletes with exposure and experience in
higher palaro.
1.a Gold medal earned by player is the first basis in counting.
1.b Silver medal earned is the second basis for counting and
1.C Bronze medal earned is the last basis for counting

2. That for secondary level players belongs and qualified to the five
different weight categories of the full contact event for boys and girls
separately as stated in Arnis rule book/ guidelines.

3. That for elementary level players both boys and girls are qualified
based on age requirements that 13 years of age and below as of
January 2017 as stated in the National Screening and Accreditation
Committee guidelines of eligibilities.
4. That players for both secondary and elementary level must have a
minimum of three anyo event participated and must be officially listed
in the official entry form duly signed by the coach and attested by the
head of the delegation.
5. Failure to follow the above guidelines shall mean disqualification
outright during the weigh in for secondary and final screening for
elementary level.
6. The coach and asst. coach/ chaperon of the Bicol Arnis Team in the
2017 Palarong Pambansa arnis competition, for Elementary/Secondary
Level Boys and Girls, will be the Champion Coach and Asst. Coach/
Chaperon based from the established medal earned from all arnis event
(full Contact and Likha Anyo Competition) separately for boys and girls
division.
