• Objective: support EU industry in meeting
medium-term challenges
• Two-pronged approach:
 Promotion of technologically advanced and fuel
efficient vehicles to be put on the market in the near
future
 European road map and action plan for promoting
and facilitating the emergence and proliferation of
breakthrough technologies
Implementation of the strategy
1. Regulatory framework
Actions performed in 2010
• On 4th October 2010, new Regulation proposed on L-category
vehicles (agreement in co-decision possibly in 2011)
• Rules on monitoring and reporting of data (pertaining to
Regulation (EC) 443/2009 on CO2 emissions from cars) adopted
in November 2010
• Progress report on implementation of the 2007 strategy on CO2
emissions from cars adopted in November 2010
• On 10th June 2010 Commission adopted guidelines for
implementation of the sustainability criteria for biofuels.
• Study was launched in 2010 to develop a certification procedure
for CO2 emissions and fuel consumption of HDV, preparing for
the adoption of the strategy in 2013
• Study was launched in 2010 to prepare for the revision of
Regulation (EC) 443/2009

• Adoption of the rules on eco-innovation and
derogations, (pertaining to Regulation (EC) 443/2009)
• Commission’s proposal on fuel consumption of mobile
air conditioning systems
• Commission’s proposal to amend the Directive
70/157/EEC to reduce noise emissions of vehicles
2. Supporting research and innovation
in green technologies
Actions performed in 2010
• In 2010, the support of European research projects (under the
Green Car Initiative, which target low carbon fuels and clean
and energy efficient transport started.

• As a result of the first calls for proposals (with a total indicative


budget of € 108m) published in July 2009, 30 projects were
selected for funding.

• The focus of the research projects resulting from the first calls
for proposals is on electric vehicle technologies and the
integration of Electric Vehicles with smart electricity grids.

• The 7 selected projects from the DG INFSO call will develop


highly energy-efficient ICT components and solutions for Fully
Electric Vehicles.

in green technologies

• Simplification of administrative rules for research grants
• The EIB continues the implementation of the European Clean
Transport Facility as a contribution to the Commission's Green
Cars Initiative.

• proposal on the Framework Programme 8 (FP8);
• Adoption of Communication on Strategic Transport Technology
Plan
• Presentation of the long-term alternative fuel strategy in the
Communication on Clean Transport Systems
3. Market uptake and consumer
information
Actions to be performed in 2011
• The guidelines on Incentives for Clean and Energy Efficient
Vehicles will be adopted in early 2011
• Commission’s proposal for revision of the Energy Taxation
Directive
• Monitoring the transposition of the Directive on clean and
energy efficient vehicles
• Electromobility demonstration project starts
4. Global issues
All actions are already underway

 International standardisation, regulatory and policy


dialogues (e.g. TEC) with a view to promoting trade and
preventing market-distorting rules on green vehicles

 Raw materials initiative (rare earths identified as “critical”


for the EU)

 Applying harmonised regulation at a global level – the


Commission has adopted the proposal on the inclusion, into
the EU type-approval legislation, of 62 UNECE Regulations
concerning safety of vehicles, including UNECE Regulation
No 100 on electric safety of vehicles.
5. Employment issues
Actions to be performed in 2011
• The 1st phase of creation of European Sectoral
Council on jobs and skills
• Support for the training, retraining and upskilling of
the workers with the financial support of the
European Social Fund and in case of restructuring of
the European Globalisation and Adjustment Fund.
7. Specific actions for electric vehicles
Actions performed in 2010

• Ambitious timetable has been established for adoption of this standard for
charging of electric vehicles. In June 2010, VP mandate was handed over to
the CEN/CENELEC/ETSI in order to develop the standard.
• The EIB has completed the first phase of devising an appropriate lending
policy for the EV infrastructure sector.
• Review of other (than electric safety) type-approval requirements

Actions to be performed in 2011


• present results from 2 FP7 research projects (G4V and MERGE) on the
strategic impact of large scale roll out of EV and PHEV on grid infrastructure;
• on the basis of the electro-mobility demonstration project and the revision of
TEN-T guidelines, provide a leading role on the build-up of charging
infrastructure;
• evaluate whether the promotion of electric vehicles leads to additional
renewable electricity generation and if appropriate present a proposal
outlining the conditions under which electricity consumed by electric vehicles
may be counted in full towards the Renewable Energy Directive's 10% target
for renewable energy in transport instead of only a share of it.
