Cost
DEFINITION OF TERMS
: Engineer
 The secretary of the department acting either
directly or through an assistant or authorized
by the secretary, such representative acting
only representative duly within the scope of
the particular duties assigned to him or within
the
scope of the authority so vested in him.
Contractor
 Person, firm, partnership, corporation, or
association
under taking the construction and the completion of the
work under the terms of the contract, acting directly or
through a duly authorized representative and duly
license
under the provisions of R.A no. 4566 and amendments
thereto.
Bidder
The term bidders refers to any person, firm,
association or corporation duly registered and or
incorporated under the laws of the Philippines
formally submitting a proposal or bid for the
work contemplated, acting directly or through a
duly authorized representative, pre-qualified and
duly licensed under the contractors license law.
The Project Manager
 The one who performed the desired goals and
objectives of the project, it must be well organized
with an effective and systematic project
management. It involves the process of attaining
the goals or objectives set forth in an activity or
investment at a minimal cost through the effective
use of the physical and financial resources.
Employer
 Means the Government of the Republic of
the Philippines represented by the
Department of Public Works and Highways
( DPWH ) acting through the Secretary,
including any of his authorized
representatives.
Consultants
 The personnel of the contracted
consulting firms assigned in the
project as authorized by the DPWH.
An Estimator
Estimating in itself is an art. An art which could not be
learned easily. An Estimator on other hand, could not be
taught of experience or judgement. He has his own
practical ability to develop his own faculties of
judgement.
Some have learned rapidly through their own initiative
and observations while others learn slowly or nothing at
all.
Construction Engineering
 is a professional discipline that deals with
the designing, planning, construction,
and management of infrastructures such
as roads, tunnels, bridges, airports, railroads,
facilities, buildings, dams, utilities and other
projects.
Civil Engineer Prices
A civil engineer is tasked with the planning of cities, towns, bridges, sewer systems, electrical systems,
etc. He is primarily involved in public works projects. But, he can also be hired for consultations by
private firms. Large apartment building complexes and municipal buildings are also under a civil
engineers scope of work. There are many subdivisions of civil engineering. Most include:

 Transportation – Designs highway and road systems, bridges, airports, traffic interchanges,
onramps and off-ramps.
 Utilities – Designs water, sewer and electrical systems for cities, towns, and building complexes.
 Water Treatment – Designs sewage plants, dams, water treatment plants and delivery systems for
fresh and wastewater.
 City Planner – Designs roadways, traffic signs and lights, residential, industrial and commercial
areas.
Average Civil Engineer Costs
The average civil engineer will charge $65 to $200 per hour. For a relatively small
consulting job, they usually charge a minimum of $500. For larger jobs, there is
usually a large amount of site work performed by the civil engineering company.
Surveying can take some time. Then, detailed plans must be made based on those
surveys. Large-scale plans can cost as much as $50,000.

Civil engineers are known for their hands-on attitude. They like to be out in the field
making sure their plans are followed to the letter. Often times, they need to be on
site. Things do not always go smoothly and changes sometimes need to be made on
the fly.
Construction cost
Expense incurred by a contractor for
labor, material, equipment, financing,
services, utilities, etc., plus overheads and
contractor's profit. Costs such as that of
land, architectural design, consultant and
engineer's fee are not construction costs.
Cost Planning
Cost Plans- evolve through the life of the project, developing in detail and accuracy as more
information becomes available about the nature of the design, and then actual prices are provided
by suppliers.

Cost plans may include:

1. Initial cost appraisals- prepared during the feasibility study stage.


2. Elemental cost plans- prepared during the project brief stage and carried through to detailed
design.
3. Approximate quantities cost plans- prepared from the end of detailed design through to tender.
4. Pre-tender estimates- prepared alongside tender documentation.
5. Contract sum- agreed with the selected contractor.
6. Final account- agreed once the construction works are completed.
Cost Estimates
The contract sum provides the first actual
confirmed price. Up to this point, all cost planning
has been based on estimates.
A bill of quantities is issued to tendering
contractors for them to prepare a price for carrying
out the works. The bill of quantities assists
tenderers in the calculation of construction
costs for their tender, and, as it means all tendering
contractors will be pricing the same quantities
(rather than taking-off quantities from the drawings
and specifications themselves)
Construction Price and Cost Indices
The complexity of construction projects, the differences in
circumstances, duration and level of specification between
one project and another, and the continually changing state of the
market due to fluctuations in supply and demand, inflation and so on
mean that it is impossible to give rule of thumb figures (such as
a cost per sq. m) for the likely cost of construction works.
Whole-life Costs
 consider all costs associated with the life of a building, from
inception to construction, occupation and operation and even
ultimate disposal.

Life Cycle Costs


Life cycle costing (LCC) provides a methodology for the
evaluation of combined capital, operating and end-of-life costs of
a range of construction project alternatives, to ensure long-term
value is delivered.

We civil engineering students concentrate primarily on the
design work, which is more analytical, gearing them toward
a career as a design professional. This essentially requires
them to take a multitude of challenging engineering science
and design courses as part of obtaining a 4-year accredited
degree. Also, education for construction managers is
primarily focused on construction procedures, methods,
costs, schedules, and personnel management. Their primary
concern is to deliver a project on time, within budget, and
of the desired quality.
