Civic education: Good governance.
At the end of the lesson, pupils should be able to;
a. Say the meaning of good governance. b. Identify government for different levels. c. State features of good governance. The meaning of good governance. Governance is commonly defined as the exercise of power or authority by political leaders for the well-being of their country’s citizens or subjects. Governance’ is the process of decision-making and the process by which decisions are implemented (or not implemented). Those who can govern; 1. Political leaders. 2. Traditional leaders. 3. Religion leaders. 4. Institutional leaders Levels of government. There are three tiers or levels of government. 1. The federal government. 2. The state governments. 3. The local governments. The federal government is the highest level of government. Federal government is headed by president. The president; a. Executive power is vested in a president to serve as both the head of state and the chief executive. b. The president is directly elected to a four-year term. c. The president nominates the vice president and members of the cabinet. The State government. In Nigeria, there are currently 36 states. States are headed by elected Governor. The states has legislative house called house of assembly headed by Speaker. Different ministry in the state is headed by Commissioner. Nigeria has 774 local government areas. Each local government is headed by Chairman. It also have legislative arms called Councilors. Each of the areas is further subdivided into wards with a minimum of ten and a maximum of fifteen for each area. Each Ward is being looked after by the councilor responsible for it. Characteristic of good governance. Good governance has 8 major characteristics. 1. It is participatory; all ethnic must have representative in government. 2. Accountable; Every action must be able to be explained or understood 3. Transparent; There should be no secret policy. 4. Responsive; government must be ready to help always. 5. Effective and efficient; All policy must be working positively 6. Equitable and inclusive; refers to the fair and respectful treatment of all people. 7. Strategic Vision; Good governance must have a set goal. Homework. Answer the following questions accurately. 1.
