equipment and lines.

• Provide a written record to show that the method of work or job safety analysis has
been done.

• Ensure that the person responsible for the operation area is fully aware of the work
being done or to be done in his area.
PROCEDURE
• Electrical Isolation/de-isolation procedure is necessary to ensure safe
working conditions on electrical equipment.

ISSUANCE OF ELECTRICAL ISOLATION/DE-ISOLATION PERMIT:

• The supervisor/engineer of the concerned department will raise the permit by


completing the Originator Section defining the equipment that requires isolation.

• For any job in the sub-stations and Street lights, Permit will be issued by the SER.
• If any auxiliary equipment is present, then it will also be Isolated Electrically
through a separate Electrical Isolation permit and tie-in with the main permit.
Originating Authority section

• The Electrical equipment name/ number to be isolated

• Clear description of the job to be done.

• Any Auxiliary equipment present with the equipment .

• Validity Period of the permit.

• Name, P. No. and signature of the Originating Authority.


• Section “A”:

• The Electrical staff is responsible for performing the isolation work and
completing section ‘A’
• He will isolate the equipment electrically and ensure padlocking and tagging
(LOTO).
• After isolating the equipment, he will sign the permit and return it to
originating authority/Area operator.
• Master keys for the locks by the Originating authority will be available with
Originating authority/Area Operator.
• The Electrical section will isolate the equipment by adopting the method of
isolation on the permit.
• Up to 11KV isolation/de-isolation will be made by the designated Electrical
Engineer/ shift electrical person.
• For high tension (greater than 11 kV i.e. 220kV) lines, the isolation/de-
isolation will be made by the designated Group Head / Section Head
Electrical.
• For isolation of switchgears, working on capacitor banks and in transformer
area outside , relevant SOPs shall be referred and followed.
• For positive isolation, the switchgear will be in the locked position.
• However, where switchgear locking is not possible, the equipment will be
locally isolated and tagged.
• Section “B
• This section will be filled by the Accepting Authority.
• The equipment will be tested out for electrical isolation by Area Operators by
pushing the start button on site.
• In the presence of Accepting Authority. The Accepting Authority and Performers
will sign the permit.
• This action will complete the process of Lock Out Tag Out and Test Out (LOTOTO).
• If the equipment cannot be checked by start button for electrical isolation, then
Accepting Authority shall sign the permit after confirmation of isolation from the
electrical substation.
• Afterwards, the hard copy of the permit is handed over to shift electrical person.

• While the original copy is retained by the originator.

• Section “C”:
• If test run is required for the electrical equipment which is already isolated,
accepting authority will coordinate with originating authority.
• Originating Authority will mention the validity of the test run on the permit.
• If the test run remains successful, the electrical isolation permit will be closed
out afterwards.
• Otherwise, the equipment will be isolated again by shift electrical
person/electrical engineer.
• Section “D”:
• Accepting Authority will declare that after job is completed, housekeeping is
done on equipment.
• Section “E1:
• Filled by the Originating Authority after necessary confirmation, the electrical
de-isolation of the equipment may now be carried out after maintenance.
• Section “E2 “:
• Filled by the Electrical staff de-isolate the equipment by removing their
respective padlocks & tag.
Section “E3”:
• Filled by the Originating authority after commissioning the equipment, will
declare that the electrical supply of the equipment has been restored back and
re-commissioned.
VALIDITY OF ELECTRICAL ISOLATION / DE-ISOLATION PERMIT:
• The validity of this permit is not limited to 24 hours.
• It can be issued for any time period agreed between the Originating and Accepting
Authorities.
PRECAUTIONARY STEPS:
• The validity period of the permit shall be mentioned on the permit.
• PPEs specific to the categories of hazards involved in the isolation/de-isolation .
• The Electrical Isolation shall be done through (LOTOTO) Pad locking, tagging and
testing out in the field.
• In case of unsuccessful test run, Originating & Accepting Authorities in coordination
with electrical staff will ensure that the equipment has been isolated again.
• The no. of the electrical isolation permit shall be mentioned in the work permit
(Cold / Hot / Confined / Excavation) required for the job.

• Accepting authority shall ensure that the machine is completely repaired or re-
installed.
• If the permit cancelled or stopped by any reason (e.g. Emergency alarm) the
Originating authority will keep the Electrical Isolation permit and equipment shall
remain isolated.
• If any Auxiliary equipment is associated, then its tag number will be mentioned on
the permit.

• A separate Electrical Isolation Permit will be issued for the auxiliary equipment.
• Any Tie-in permits with the Electrical Isolation /De-Isolation Permits will be
mentioned in “Tie-in Permits” section.
