Inter-Frequency Load Sharing

Inter-Frequency Load Sharing diverts incoming traffic from an overloaded cell on one WCDMA frequency to an underloaded cell on another WCDMA frequency. It is triggered when the downlink transmitted carrier power exceeds a threshold, and redirects the connection to the least loaded neighboring cell on a different frequency. The source and target cells must be properly configured as load sharing neighbors to enable this feature.

 Load sharing enhances the performance


of a Radio Access Network by pooling
together resources from different parts of
the entire network.
Load Sharing Types
 Two load-sharing features are available in the
WCDMA-RAN :
1-Inter-Frequency Load Sharing
2-Directed Retry to GSM
Load Sharing Types
 Inter-Frequency Load Sharing diverts incoming
traffic (CS&PS) from a more loaded cell in one
WCDMA carrier to a less loaded one in another
WCDMA carrier.
 Directed Retry to GSM is one-way diversion
from WCDMA to GSM(CS only). It attempts to
off-load traffic from the WCDMA RAN to a co-
sited GSM RAN
Cell Load
 The load of a WCDMA cell depends on many
factors, such as downlink power, uplink
interference, code utilization..
 For Load Sharing purpose, only the downlink
transmitted carrier power is considered.
 Cell load is measured as the ratio between the
downlink transmitted carrier power and the
admission limit (pwrAdm)
Source and Target Cells

 Source Cell: is defined as the cell which is


making the load sharing decision.
 Target Cell: is defined as the cell to which
the UE is redirected to.
Inter-Frequency Load Sharing
Description
 Inter-Frequency Load Sharing is performed during the
RRC connection establishment procedure.
 It is triggered by the Downlink transmitted carrier power.
 An evaluation is made based on a comparison of the
downlink cell power of the co-located load sharing
neighbors. If a redirection is to be made, the least loaded
cell will be chosen as the target cell.
 An RRC Connection Reject message will be sent to the
UE containing Redirection Info that tells the mobile to try
to access the network via the specified frequency.
Inter-Frequency Load Sharing
Configuration
 This feature is entirely implemented in the RNC by
setting the parameter loadSharingRrcEnabled to
TRUE.
 Load Sharing neighbors must be defined before any
action takes place. They are specified via the usual
neighbor relation.
 The parameter loadSharingCandidate specifies
whether the target cell is a load-sharing neighbor of the
source cell .It is set to TRUE if the target cell is a load-
sharing neighbor to the source cell and FALSE if
viceversa.
Inter-Frequency Load Sharing
Configuration
 Only one neighbour per carrier frequency for each source cell can
be defined, and all load-sharing neighbours should be co-located
(served by the same RBS).
 Inter-Frequency Load Sharing can be turned off on a cell-by-cell
basis by removing all load-sharing neighbors of a cell, i.e., by
setting the loadSharingCandidate attribute to FALSE in all
neighbor-cell relations for that cell.
 The state of the second carrier cell to which the load sharing is
applied must be unreserved.
Cell Reserved
Definition
 Setting the cell state of the second carrier to ‘reserved’ is used to:
 Prevent R99 and Speech users from using the 2 nd carrier
 Reserve the cell only for HS users (and Speech/R99 in case of multirab) to maximize cell
resources for HSDPA

Definition
 No new RRC establishment connections anymore on 2nd carrier.
 All PS R99 and CS R99 traffic of ‘R99 only’ capable UEs now on 1st carrier.
 Non-HS connections of HS-capable UEs are also handled on 1st carrier.
 Remaining R99 traffic on 2nd carrier is due to Multi – RAB connections
(HSDPA UEs).
Inter-Frequency Load Sharing
Counters
 The performance of Inter-Frequency Load Sharing can
be monitored via the following three counters:
1-pmTotNoRrcConnectReq gives the total number of
RRC connection requests in a cell.
2-pmNoLoadSharingRrcConn gives the number of RRC
redirections performed for load-sharing reason in a cell.
3-pmNoOfReturningRrcConn gives the number of calls
that has returned to the original frequency after an RRC-
redirection.
