PNP PROCEDURE

ON DEATH
INVESTIGATION
The Initial phase on the first 72 hours (Golden Hour) of a major case of
crimes of violence investigation such as murder is crucial. Since murder,
homicide and kidnapping/adbuction are consider as either heinous or
sensational, the investigation-on-case (IOC) shall immediately request for
technical assistance of the SOCO Team from the local PNP Crime
Laboratory (PNP CL) Office thru the City/Provincial Office Tactical
Operation Center (TOC)
There are a lot of initial information to be clarified and assesed in order to survey
the situation and to create bases for priorities and direction:
a) When, where and why did it happen ?
b) Who is the victim?
c) Possible motive/s?
d) How did the perpetrator gain entry into the crime scene and how did he flee
the scene ? When?
e) Is the perpetrator to be found among a selected few?
f) Could any specific individual be suspected? Why ?
g) Is there a description of the perpetrator? Accomplices
h) Is there any information on vehicle used?
i) Is there anything missing from the crime scene or from the victim?
j) Did the perpetrator leave anything behind through which he could be traced?
k) Are there any other incidents, occurrences, circumstances or observations
that could be connected with the crime?
l) Determine if the particular area is the primary crime scene or is it just the
finding place and the crime happened in some other place? If so, secure the
primary crime scene.

CHECKLIST ON DEATH
INVESTIGATION
A. Facts to Know and Consider Upon Receiving an Incident Report.

1. Receiving of Incident Report. It shall include determination of the


following:
a) Who received the report of the incident?
b) How was it receive?
c) When was it received (time)?
d) Who reported the incident (name, address, phone number, where the
concerned could be reached in the near future)?

2. Factual Information. It shall include identification of the following:


e) What happened?
f) Time and place
g) Circumstances surrounding the incident?
h) Is the suspect identified?
i) Weapon?
3. Initial Measure Undertaken by Investigator. It shall include the
following:
a) Dated acted?
b) Time acted (response time)?
c) Responsible officer

B. Measure Undertaken by the First Officer Arriving at the Scene

4. Homicide, Parricide, Infanticide, or Murder ( body still on the scene )


Check and note on the following:
d) Post-mortem changes
e) Algor mortis (blood circulation stops)
f) Livor mortis (body cools down)
g) Rigor mortis (body becomes rigid).
h) Life-saving measures?
i) Is it the scene, primary crime scene or finding place?
5. Homicide, Parricide, Infanticide, or Murder ( body brought to
hospital ) Check and note on the following:
a) Officer immediately ordered to proceed to the hospital?
b) Seizure of the victim’s clothes?
c) Interviews with attending hospital staff.
d) Who brought the body to the hospital?
e) How has clothing been handled?
f) Presence of wallet. If applicable.
g) Mobile phone, If applicable.
h) ID-card, and other items etc., if applicable.
i) If shots have been fired, paraffin casting of the person’s hand for
extraction of gunpowder residue.
