Kamran Lashari,
Chairman CDA at
that time
 Before lake view
park there was just a
linkage road
between old murree
road and Rawal Lake

recreational park that would cost not more
than Rs.10 crores which would be having a
parking lot and few sit outs

 later a loud thinking was given and it was


decided to expand the investment in this
project so as to make it one of world’s best
picnic spots

Sheikh Saeed made the design of present
lake view park but before implication of it
he died
 After pre-qualification M/S Mansoor
Mazhar & associates were appointed as
designer cum contractor cum developer

Authority (CDA) came
into existence on June
14, 1960, first by an
executive order issued
on June 24, 1960
entitled the Pakistan
Capital Regulation,
which was then
superseded by the
CDA ordinance issued
on June 27, 1960

 It is the biggest park with respect to area

in the respected territory.

Weakness:
 Maintenance of the park is one of the weakness
because of its vast area.
 No proper security checking.

Opportunities:
 A bridge linking between old lake view and lake
view park as it will give a great view to the
public.
 Another opportunity is to make a bowling arena
in the near future besides of other entertaining
games

Threats:
 The only threat to it is any Natural disaster

like flood in the dam can cause a lot of


damages to the park.
 Due to lack of security any unwanted

incident can occur.

INTEGRATION MANAGEMENT :
 Concept was first initiated by Mr. Kamran
Lashari, Chairman CDA at that time. He
was aware that Islamabad should not be
branded as a dull city and that they must
make it more attractive.
 Before lake view park there was just a

 The scope of the project initially was not huge
as it was suggested just to make some sit outs
and parking lot for the public just to enjoy the
recreational view of the dam.
 Later on the scope was increased to a public
park at bigger scale. As CDA had been working
in big projects so they had the capabilities to do
such a big project and they initiated it by the
help of Kamran Lashari the Chairman of CDA at
that time.

hurdle in the form of Chief Landscape
Architect Sheikh Saeed’s death. After
which the project was awarded to M/S
Mansoor Mazhar & associates who made
ammendments to the architect/design
previously made by Sheikh Saeed.

 The time which was allocated was 4.5 years for
both phases but due to flooding in Rawal Dam
sometimes they had to wait for 2 months to
restart the work as they had no other
alternative.
 For first phase allocated time was 2.5 years and
it was beautifully done within that time despite
of floods due to which they had to stop the work
for quite a long time but due to highly efficient
workers they came up with those breaks and
succeeded in completing the project on time.
Capital cost estimates are: Rs. 357.644 million
for first phase and Rs.1100 million for second
phase and it is managed or distributed in these
departments:

 Golf Carts estimate is Rs.8 million.


 Soft Landscaping Rs.33.400 million.
 E&M works Rs.67.690 million.
 Parking, a Food court, service road cost is
Rs.146.809 million

 Salaries of Staff are Rs.5.504 million.
 Consumable store is Rs.2.202 million
 Work through contract is Rs.14.310 million.
 Fencing Cost is Rs.10.125 million
 Tube well Cost is Rs.6.00 Million.
 Wooden garden cost is 3.00 million.
 Round about at old murree road and carpeting
on existing road cost is Rs.10.00 million.
 The Quality check is through Internal
Audits as CDA has its own department for
it.
 They have their own testing labs for
engineering tests.
 Another Audit is done by Concurrent Audit
Lahore once a year this is external audit
 Communication was mostly done through
documentation and “work order book". In
this book daily work orders were written
or if any work is done uncaringly then the
Engineer of CDA would write that down on
that book and then get it signed by the
Labour or engineer of constructor working
over there at that time and will allocate
them the time span to get it fixed.
 The only risk is that of flood in Rawal dam
and for that they have got the labour
insured of constructors by ordering the
constructors to get their labours insured
themselves.
The projects in phase one has been almost
done whereas in second phase work is in
process.

 At present they are working on second phase
which is an extension to phase 1. These
extensions up to an area of 75-100 acres costing
Rs.1100 million in which consultant is Rizwan
baig and CDA will just provide the Infrastructure
that includes roads, water supply, and electricity
else all is privatized into different sectors where
private owners will invest money and will make
different entertainment sectors like:

 Walk in aviary which is additional project not included in
phase 1 or 2 as its total area is 4 acres costing Rs.71
million and it will be leased later on via Pre-qualification.
Its maintenance will be self generated as who so ever will
take it for lease will maintain it under checks of CDA
member environment.
 Capital Development Authority (CDA) has unveiled a plan
of running a train in the area that would be a 30-minute
ride. Although the train service is already operational, at
the moment it operates only from the parking lot to the
lakeside and back, a fairly short distance.
 As Lake View Park is a public park so CDA
itself doesn’t do any marketing or
advertising rather those who take different
sectors on rent for festivals etc and those
who have been leased different sectors
like boating scooting, they do marketing in
their own personal interest.
 Being university students of Bachelors,
information was given quite reluctantly by
the regarding personnel.
 Information providers were unwilling to
disclose the unofficial information.
 Unavailability of procurement
management information because officials
were reluctant to disclose any such
information.

 Despite of our full effort, Being students
and doing a project on Lake View Park for
the first time, we may have missed out
some further information needed for this
project.
 Due to lack of information available
regarding stake holders, analysis of them
was not possible.
