Intra-RAT Load Balancing(3/4) sGW
Evaluation of loads
• Radio Resource of both source and target cells: S1 TNL Usage
• Measurement for each cells
• Measurement of PRB usage according to 3GPP 36.314 HW Usage
eNB
• Periodically report to MLB
• Evaluate:
PRB Usage
• GBR: PRB usage
• Cell load = GBR load + Non-GBR load
• S1 TNL resource status of target cell:
• Report from transmission layers
• Low load, Medium load, High load, Overload (36.423)
UE UE UE UE
• Hardware resource status of target cell:
• Report from hardware layers according to DSP usage
• Low load, Medium load, High load, Overload (36.423)
MLB is triggered by radio resource load which is the bottle-neck of load rather than TNL or Hardware

Intra-RAT Load Balancing(4/4)
• Target cell selection
• Load difference between neighbors is considered in UL/DL independently.
• Multiple target may be selected.
• Target UE selection
• UE support target band
• UE PRB usage

Key Parameters (1)
Id Name Description Range Recommended Value MML
MlbAlgoSwitch MLB algorithm Indicate the switches used to enable or disable the mobility InterFreqMlbSwitch, InterFreqMlbSwitch: ON MOD
UtranMlbSwitch, UtranMlbSwitch: off
switch load balance algorithms. Unit: None GeranMlbSwitch, GeranMlbSwitch: off CELLALGOSWI
UtranIdleMlbSwitch, UtranIdleMlbSwitch: off TCH
MlbLoadInfoSwitch MlbLoadInfoSwitch: off
InterFreqMlbThd Inter-Frequency Indicate the trigger threshold for Inter-Frequency MLB. GUI value range: 1~100 40 on LTE800 cell MOD CELLMLB
When cell PRB usage is higher than the sum of 60 on LTE2600 cell
MLB Threshold InterFreqMlbThd and LoadOffset, MLB is triggered. When
cell PRB usage is lower than InterFreqMlbThd, MLB is
canceled. Unit: %
DL PRB usage in
Dresden city cells at 7-
8PM (02.06.2014)
Note: MlbLoadInfoSwitch should be set to ON when RIM procedure is used by Inter-RAT Load Sharing to UTRAN.

Key Parameters (2)
Id Name Description Range Recommended Value MML
LoadDiffThd Load This parameter specifies the minimum load GUI value range: 1~50 15 MOD CELLMLB
difference between two cells that triggers MLB.
Difference When the load difference between two cells
Threshold exceeds the value of this parameter, the eNodeB
regards the load as imbalanced and triggers MLB
between the two cells. When the load difference
between these cells drops below this threshold, the
eNodeB no longer regards the load as imbalanced
and stops MLB between the cells. Unit: %
LoadOffset Load Offset This parameter specifies an offset applied to the GUI value range: 0~50 5 MOD CELLMLB
threshold value for triggering MLB. MLB is
triggered only when the load is continuously equal
to or greater than the sum of the threshold and
offset values. This mechanism helps prevent load
fluctuations from frequently triggering and stopping
MLB. Unit: %

Impacts on KPIs
When RIM procedure is used by Inter-RAT Load Sharing to UTRAN, both UMTS KPI
and LTE KPI will be impacted:
• UMTS KPI will be improved because LTE UE won’t be handover to UMTS when UMTS
cell is overload.
• LTE KPI will be decreased because LTE load cannot be offload to UMTS when UMTS c
ell is overload.
