INFORMATION TECHNOLOGY
AND COMMUNITY HEALTH
 In order to create an enabling environment for
the use of IT in healthcare, DOH and DOST
with the guidance of WHO, crafted the
Philippine eHealth Strategic Framework and
Plan (PeHSFP).
 The PeHSFP is our roadmap to how we will
use INFORMATION TECHNOLOGY for
healthcare in the country.
 eHealth is concerned with improving the
flow of information, through electronic
means, to support and facilitate the delivery
of quality and responsive health services,
and better management of health systems
and service delivery networks.
 Brief History
 DOH and DOST are jointly managing the
Philippine eHealth Strategic Framework and Plan.
 July 2013: a joint national eHealth governance
structure was formed
 Sept 2013: DOH and DOST participated in a
writeshop on the WHO-ITU National eHealth
Strategy Toolkit. PeHSFP maps to the framework
of the Toolkit.

 AO #2010-0036 - Universal Health Care (KP) 3 Priorities:

1. Financial Risk protection through expansion NHIP


enrolment and benefit delivery

Roles of CHN in eHealth
 Data Records Manager - Maintains quality of data input, regular data
audit
 Change Agent – implementers of eHealth, its awareness and build
baseline data of the community
 Educator – Health education with use of ICT tools ( SMS, emails…)

 Telepresenter – refer pts case to remote medical specialist


 Client Advocate – securing confidentiality of data, explain to client the
benefits and challenges of EMR
 Researcher – data easily retrieved and analyzed for research use

important instrument for the realization of potential among
marginal and deprived communities isolated from the
mainstream economy and is important in bringing social
upliftment.
