LAND MANAGEMENT

WHAT IS LAND MANAGEMENT

-Is the process by which the resources of


land are put into good effect.

-Encompasses all activities associated with
the management of land that are required to
achieve sustainable development.
Other Definition of LAND MANAGEMENT

Practice means the approach taken to achieve a land


use outcome the 'how' of land use (eg cultivation
practices, such as minimum tillage and direct drilling).
Some land management practices, such as stubble
disposal practices and tillage rotation systems, may
be discriminated by characteristic land cover patterns
and linked to particular issues.
Land Manangement Practices:
1. Prevent land conversion and protect vulnerable lands.

2. Prevent and mitigate land degradation and restore degraded


soils.

3. Control soil erosion.

4. Improve soil-water storage.

5. Manage soil organic matter for soil carbon sequestration.


6. Manage and enhance soil fertility

7. Promote integrated soil–crop–water management


and integrated agroforestry.

8. Rehabilitate and sustainably manage dryland


environments.

9. Improve crop–water productivity and manage soil


salinity in irrigated dryland agriculture.

Refers to the practices and technologies that aim to


integrate the management of land, water, biodiversity
and other environmental resources to meet human
needs while ensuring the long term sustainability of
ecosystem services and livelihood.

DEVELOPMENT

-Is development that meets the needs of the


present without compromising the ability of
future generations to meet their own needs.
Sustainable Land management activities
may be described by the three
components:

1.Land Policies
2.Land Information Infrastructures
3.Land Administration Functions in support of
Sustainable Development.
LAND POLICY

- Is part of the national policy on promoting


objectives including economic development,
social justice and equity, and political
stability.
LEGAL BASIS
I.      Commonwealth Act 141 or the Public Land Act

II.    Act 2259 or the Cadastral Act

III.   Act 3038 or an act authorizing the secretary of


agriculture and natural resources to sell or lease land of the
private domain of thegovernment of the philippine islands.

IV.   Republic Act 730 or an act to permit the sale without


public auction of public lands of the republic of the
philippines for residential purposes to qualified applicants
under certain conditions.

V.   Executive Order 192, Law Reorganizing DENR


VI.   Republic Act 6657 or the Comprehensive Agrarian
Reform Law

VII.  Executive Order 285 Absorbing the functions of


the General Services

VIII. Republic Act 7160 or Local Government Code

LAND ADMINISTRATION FUNCTIONS

- The land administration functions are


based on and are facilitated by appropriate
land information infrastructures that include
cadastral and topographic datasets and
provide access to complete and up-to-date
information about the built and natural
environment.
Land administration comprises an extensive
range of systems and processes to manage:

• Land Tenure: the allocation and security of rights in


lands; the legal surveys to determine parcel
boundaries; the transfer of property or use from one
party to another through sale or lease; and the
management and adjudication of doubts and disputes
regarding rights and parcel boundaries.

• Land Value: the assessment of the value of land and


properties; the gathering of revenues through taxation;
and the management and adjudication of land valuation
and taxation disputes.
• Land Use: the control of land use through adoption of
planning policies and land use regulations at national,
regional and local levels; the enforcement of land use
regulations; and the management and adjudication of
land use conflicts.

• Land Development: the building of new physical


infrastructure; the implementation of construction
planning and change of land use through planning
permission and granting of permits.
LAND INFORMATION INFRASTRUCTURE

-Land information should be organized as a


spatial data infrastructure at national,
regional,/federal and loal level bsed on
relevant policies for data sharing, cost
recovery, access to data, standards, etc.
THE LAND ADMINISTRATION AND
MANAGEMENT SYST EM (LAMS)

-Is an information system designed to


provide effective management of land
records and efficient delivery of land
transactions and information services to the
public
Importance of land management

Land resources are a source of food, shelter


and economic development. Managing land
resources sustainably is crucial to ensuring
they continue to provide important
ecosystem services such as watershed
protection, biodiversity conservation and
carbon sequestration.
