Philippine presidents in

President Rodrigo Roa A. Duterte
Science and technology in the country
scored another milestone with the
signing of the Balik Scientist law by
President Rodrigo Roa A. Duterte on
15 June 2018. Republic Act No.
11035, also known as an “Act
Institutionalizing the Balik Scientist
Program,” would give more incentives
to returning Filipino experts,
scientists, inventors, and engineers
who would share their expertise in the
country.

President Fidel V. Ramos
In April 1993 then-President Fidel V. Ramos
signed Proclamation 169 declaring the third
week of July as National Science and
Technology Week. The goal of the NSTW,
according to de la Peña, is to highlight the
accomplishments of the DOST in terms of
research projects that have been completed
or technologies transferred and in terms of
communities that the department has
assisted. With the theme, “Science for the
People: Innovation for Collective
Prosperity,” this year’s NSTW will be held
from July 17 to 21.
President Ferdinand Marcos
Sec. 9(1), Article XV of the Constitution
provides that "(T)he State shall promote
scientific research and invention", and enjoins
that "(T)he advancement of science shall have
priority in the national development";
implementation of the foregoing constitutional
mandate, there is need to provide meaningful
incentives to those engaged in scientific and
technological research, as well as to give due
recognition to outstanding achievements in
technology and the sciences;

President Joseph Estrada
In President Joseph Estrada's term, two
major legislations that he signed were
Philippine Clean Air Act of 1999 (Republic
Act No. 8749) which was designed to
protect and preserve the environment and
ensure the sustainable development of its
natural resources, and Electronic Commerce
Act of 2000 (Republic Act No. 8792)

President Corazon C. Aquino
On August 8, 1988, Corazon Aquino
created the Presidential Task Force for
Science and Technology which came up
with the first Science and Technology
Master Plan or STMP. The goal of STMP
was for the Philippines to achieve
newly industrialized country status by the
year 2000.
