What consist in the technical strategies of multi-carrier deployment?

• Coverage strategy
• Carrier service assignment strategy
• Idle mode camp-on (selection/re-selection) strategy
• Connected mode mobility strategy
• Load balance strategy

Coverage strategy

• The first carrier is usually deployed to ensure continuous coverage for a


target service (e.g. voice, PS128K, PS384K) across the concerned area.

• The deployment of the second or third carrier can take place differently
according to traffic/subscriber density forecast and business strategy:

 Only in isolated hotspots, i.e. discontinuous coverage.


 Continuous coverage achieved at cluster level, i.e. an entire cluster is
treated as hotspot cluster so that it is equipped with the second or third carrier
continuously.
 The second or third carrier is deployed ubiquitously as is the first carrier.

Recommended service assignment strategy
- Strategy 2
• Huawei does not recommend Strategy 1 because of:
 Due to R99’s preemptive higher priority, HSDPA performance cannot be
guaranteed with Strategy 1.
 Loading balancing algorithm (between carriers) for HSDPA service is not mature
in current release of products. (This problem will be resolved in RAN11.0)

• Huawei recommends Strategy 2 because of:


 Both R99 and HSDPA services will enjoy continuous coverage.
 HSDPA user experience will be guaranteed in hotspot areas.
 F2 is able to share load with F1 in hotspots.

Strategy 2 is the strategy paradigm that has been used in Huawei’s Portugal
Optimus, Vodafone Spain, Italy TI, and Singapore StarHub projects.

Forcing UE to select or reselect F1 is the most recommended strategy used in


Huawei UMTS commercial projects, though the implementation method may differ
in different projects.
