WHAT IS
COMMUNITY?
Our community is the city, town or village where we live.
When community is defined through physical location, it
has precise boundaries that are readily understood and
accepted by others.

Communities can also be defined by common cultural


heritage, language, and beliefs or shared interests.

Most of us belong to more than one community, whether


we’re aware of it or not.
Neighborhood community
Religious community
Community of shared interests
What is Development?
The term “development” often carries an assumption of
growth and expansion.

During the industrial era, development was strongly


connected to increase speed, volume and size.

However, many people are questioning the concept of


growth for some reasons: a realization that more isn’t
always better!

The term “development” may not always mean growth, it


always imply change.
COMMUNITY DEVELOPMENT
A process where community members come together to
take collective action and generate solutions to common
problems.

Community well-being (economic, social, environmental


and cultural) often evolves from this type of collective
action being taken at a grassroots level.

Community development ranges from small initiatives that


involve the broader community.

Holistic and integrated to the bigger picture

Objectives of Community Development:
 Become more responsible

 Reduce poverty and suffering
 Create employment and economic opportunities
 Achieve social, economic, cultural and environmental goals
Effective community development results in the mutual benefit and
shared responsibility among community members.

and economic matters
The diversity of interests within a community
Its relationship to building capacity

Community development helps to build community capacity in order to


address issues and take advantage of opportunities, find common
ground and balance competing interests.
Community Development is a tool
for managing change BUT:
• It is NOT a quick fix or short-term response to a specific
issue within a community.
• It is NOT a process that seeks to exclude community
members from participating.
• It is NOT an initiative that occurs in isolation from other
related community activities.
Community Development is about
community building as such, where the
process is as important as the results. One
of the primary challenges of community
development is to balance the need for
long-term solutions with the day-to-day
realities that require immediate decision-
making and short-term action.
Brief History of Community Development
Community development practice has arisen from a
variety of sources and settings. Its roots can be traced to
the social reform movement in Britain and North America
in the latter half of 18th century.
Community development principles were formulated and
applied in third world development efforts following
decolonization.
In the 50’s and 60’s CD or community organization, as it
came to be called, was used in deprived or
underdeveloped urban and rural settings in North
America.
Brief History of Community Development
CD was a response to the perceived disintegration of society
due to rapid technological change, economic dislocations,
disruption in traditional family and community structures and
the extension of government and commercial services into
personal and family life, with negative impacts on personal
effectiveness and community ties.
CD is electric, integrating specialized knowledge from
education, public health, economic development and politics.
However, it is also a discipline unto itself, with a body of
theory, standards of practice and professional associations.
Nature of Community Development
 Throughout the contemporary Philippine history, the national
government has adopted foreign standard and models of
development.
 Development policies have been oriented toward the priorities
of the elite in the Philippine society.
 American model of government and system of free/enterprise
was superimposed by the American colonizers.
 After gaining independence, private organizations patterned
their development strategies after their western counterparts
Community Development Approach in 1950 was introduced by
European colonial powers.
Strategy: Involve rural and urban communities in programs of the national
government by harnessing the labor capacity of the masses in support of
government objectives.
Proponent: U.S. Agency on International Development and Magsaysay
Government
It was a prerequisite for preparing the local government to pursue
development tasks after independence.
It was modified under these conditions to suit the national government:
1. facilitate control of depressed or remote areas.
2. persuade the masses to conform to government policies and goals
3. institutionalize a system of patronage anchored to government
bureaucracy
Community Development in the Philippines
An official strategy of President Magsaysay
- to restore faith in the government
- to improve the delivery of social services
Elements of Community Development:
Increased productivity and income
Self help
Construction of roads
Expansion of social services

Programs:
1. Volunteerism Project for Agricultural Development in
Agrarian Reform Communities (VPAD)
2. Gurong Pahinungod Program (GPP)
3. Enhancing the Integrated Rice-based Production
Through Grassroots Life School Education
4. Kapitbisig Laban sa Kahirapan-Comprehensive and
Integrated Delivery of Social Services Project
(KALAHI/CIDSS)
