RECLASSIFICATION OF TEACHERS THROUGH

EQUIVALENTS RECORD FORM (ERF)


What is ERF?
ERF is a document indicating the
educational preparation, training,
teaching experience, extra-curricular
activities for professional growth
undertaken by a teacher/school head.
It is used to validate the classification
level of teachers (NBC 2004-1)
ERF is governed by the principle “Equal Pay
for Equal Trainings and Experiences”
(MECS Order No. 33, s. 1984). A
teacher/school head may upgrade his/her
position title and salary if he meets the
requirements & obtains an approved ERF –
a requirement to support the application
for reclassification to a higher position.

Schedule” where under this system, teacher’s
academic or educational preparation , teaching
experience in both public and private schools and
extra-curricular activities for professional growth ,
shall be considered in the reclassification/upgrading
of teachers on the basis of an approved ERF.

The salary range of the position of


holders of post-audited ERFs at specific
range assignments is upgraded to the
range corresponding to the post-
audited ERF, in the TPPS.

Automatic Position Upgrading is hereby defined as
adjustment of salary given to Teachers I who have
20 or more years of satisfactory teaching service
without the need for filing an application for ERF

The computation of the length of service shall
include only the years of teaching experience which
were not credited in the computation of step
increment due to length of service as provided
under Joint CSC-DBM Circular No. 1, s. 1990.

The salary increase corresponding to the upgrading


of the position shall be effected through the
issuance of the Notice of Salary Adjustment by the
SDS. The teacher shall be given the salary rate of
his new salary grade allocation

First step of the new salary grade if the present basic salary
is below the first step of his new salary grade allocation

The cut off date for the approved ERFs is hereby


waived. However, the requests for salary
adjustment of teachers with ERFs approved in the

Steps in Processing the ERF
1. Teacher/school head applicant prepares
documents and accomplishes ERF in 4 copies.
2. School head/ affixes signature on the intent for
ERF approval and transmits the documents to the
Division Office.
3. HRMO evaluates the documents, indicates in the
ERF the range assignment of the teacher/school head
pursuant to the guidelines, and forwards this to the
Administrative Officer V to certify accuracy of
evaluation.
4. SDS recommends the ERF application by
affixing her/his signature in the ERF copies and
endorses documents to the Regional Office.
5. TCE II reviews the evaluation of documents
and forwards the same to the Supervising AO to
certify accuracy of the evaluation.
6. Regional Director approves the ERF
application and returns the documents to the
Personnel unit.
7. TCE II retains one copy of the approved ERF for
implementation the succeeding year and returns
the documents to the concerned Division Office.
8. Division HRMO provides a copy of approved ERF
to the teacher/school head concerned and keeps
all other documents as basis for the preparation of
Plantilla Allocation List for all approved ERFs (on a
1st come, 1st serve basis), which shall be submitted
to the Regional Office every last working day of
January.
9. TCE II ensures that Plantilla Allocation List (PAL)
with unimplemented approved ERFs are signed by
the Regional Director for submission to the DBM for
the post-audit and issuance of NOSCA.
10. DBM issues NOSCA to the concerned SDOs for
implementation of the approved ERFs.
11. HRMO processes upgrading of the
teachers/school heads based on the NOSCA from
DBM.
Basic Requirements in ERF (Teachers 2 & 3)
1. Four copies of duly accomplished ERF.
2. Updated and comprehensive Service
Record.
3. Copy of the Transcript of Records, Special
Order & CAV (duly certified as true copy
from the original by the Record’s Officer)
4. IPCR for the last three rating periods (at
least VS)
5. Certificate of Employment (for teachers with
private school teaching experience)
6. Original copies of certificates of learning &
development activities, scholarship, educational
travel.
7. Updated PRC license
8. Copy of research work with Certificate of
Recognition
9. Teacher’s Sworn Statement of Attending School
9. Copy of thesis/dissertation for full-
fledged MA/PhD/EdD

Note: All documents should be


verified/certified true copy from the original by
the Administrative Officer V/HRMO.
Basic Requirements in ERF (SPED Teacher 1)
1. Four copies of duly accomplished ERF.
2. Updated and comprehensive Service Record.
3. Copy of the Transcript of Records, Special
Order & CAV (duly certified as true copy from
the original by the Record’s Officer) – BSE/EEd
w/specialization in SPED/has a minimum 18
units in SPED

School Head Positions

(Revised Guidelines on the Allocation & Reclassification of School Head Positions)

Provide rules and criteria on the allocation


of school head positions and promotion of
school heads through reclassification of
positions.
Reclassification of head teacher position for secondary
schools serving as academic head is excluded from these
guidelines. The said position may only be considered for
reclassification if the incumbent shall first assume the
responsibilities of a school head and meets the
requirements of the position under these guidelines.

Further reclassification may only be allowed after 3


consecutive years of at least VS or 2 consecutive Outstanding
performance from the effectivity of the latest appointment.

Equivalent Records Form is required for ladderized


reclassification of Head Teacher and School Principal
positions
Computation of Points

1) A candidate must obtain at least 60 points to deserve


the reclassification. It is advised that an applicant should
have earned the minimum points of 10 points.

2) Specific points assigned for each criterion in the rating


for Head Teacher/Principal positions, which must be in
relation to School-Based Management scale of practice,
among others, are as follows:

The average performance rating of the applicant prior

Experience must be relevant to the duties and

month of service in excess of one year shall be given a
corresponding point.

This refers to the capacity and ability of a candidate to
assume the duties of the position to be filled up and those of

The Personnel Selection Board (PSB/C) shall determine the


potentials of the candidate based on each of the following

Head Teacher 2 (SG 15)

> At least 24 MA units in the fields of administration, supervision,


leadership or management

> HT for 1 year with at least 6 teachers under his/her supervision

> 24 hours of relevant training initiated, sanctioned,


approved/recognized by DepED not used in the immediate
previous promotion

> At least Very Satisfactory for the last 3 consecutive yrs; or


Outstanding for the last 2 consecutive yrs.
Head Teacher 3 (SG 16)

> At least 36 MA units in the fields of administration, supervision,


leadership or management

> HT II for 2 years with at least 6 teachers under his/her supervision

> 32 hours of relevant training initiated, sanctioned,


approved/recognized by DepED not used in the immediate
previous promotion

> At least Very Satisfactory for the last 3 consecutive yrs; or

Head Teacher IV (SG 17)

> Completed Academic Requirements in the fields of administration,

> At least Very Satisfactory for the last 3 consecutive yrs; or

Head Teacher V (SG 18)

> Completed Academic Requirements in the fields of administration,


supervision, leadership or management

> HT IV for 2 years

> 40 hours of relevant training initiated, sanctioned,


approved/recognized by DepED not used in the immediate
previous promotion

> At least Very Satisfactory for the last 3 consecutive yrs; or


Outstanding for the last 2 consecutive yrs.
Principal I (SG 19)

> Master’s degree in the fields of administration, supervision,


leadership or management

> 2 years as HT III for elementary ; 2 years as HT VI for secondary


with at least 9 teachers under his/her supervision

> 48 hours of relevant training initiated, sanctioned,


approved/recognized by DepED not used in the immediate
previous promotion

> At least Very Satisfactory for the last 3 consecutive yrs; or


Outstanding for the last 2 consecutive yrs.
Principal II (SG 20)

> Master’s degree in the fields of administration, supervision,


leadership or management plus 6 doctoral units

> 1 year as Principal I

> 48 hours of relevant training initiated, sanctioned,


approved/recognized by DepED not used in the immediate
previous promotion

> At least Very Satisfactory for the last 3 consecutive yrs; or


Outstanding for the last 2 consecutive yrs.
Principal III (SG 21)

> Master’s degree in the fields of administration, supervision,


leadership or management plus 12 doctoral units

> 2 years as Principal II

> 56 hours of relevant training initiated, sanctioned,


approved/recognized by DepED not used in the immediate
previous promotion

> At least Very Satisfactory for the last 3 consecutive yrs; or


Outstanding for the last 2 consecutive yrs.
Principal IV (SG 22)

> Master’s degree in the fields of administration, supervision,


leadership or management plus 24 doctoral units

> 2 years as Principal III

> 56 hours of relevant training initiated, sanctioned,


approved/recognized by DepED not used in the immediate
previous promotion

> At least Very Satisfactory for the last 3 consecutive yrs; or

CONVERSION TO MASTER TEACHER
MEC Order No. 10, s. 1979
(Implementing Rules and Regulations for the System of Career Progression for Public School Teachers)

The District Committee shall review all the recommendations


for the district, checking if candidates meet the criteria.

The Division Committee will rank all candidates recommended by the districts
and shall recommend to the superintendent the nominees in accordance with
the number allotted. The SDS shall make the final recommendation to the RD.

(Further Implementation of the Career Progression System for Master Teachers)

The number of Master Teachers for each district in


elementary/secondary shall not exceed 10% of the total number of
teachers. Of which 25% of the MT I may be converted to MT 2.
Credit Points for Leadership Potentials
& other Accomplishments
(MEC Order No. 10, s. 1979)
a. Introduced any of the following which has
been adopted or used by the school/district
 Curriculum or instructional materials
 Effective teaching techniques or strategies
 Simplification of work as in reporting system,
record keeping, or procedures that resulted in
cost reduction
 A worthwhile income generating project for
pupils given recognition by higher officials in
the division.

Maximum no. of points – 20 points for any one of the item

• Paper/write-up recommended for approval by
SH and PSDS and approved by the SDS;
• Approved proposal with completion report
• School/District/Division Memorandum that
the innovation has to be used in the

Provide rules and criteria on the allocation


of school head positions and promotion of
school heads through reclassification of
positions.
Reclassification of head teacher position for secondary
schools serving as academic head is excluded from these
guidelines. The said position may only be considered for
reclassification if the incumbent shall first assume the
responsibilities of a school head and meets the
requirements of the position under these guidelines.

Further reclassification may only be allowed after 3


consecutive years of at least VS or 2 consecutive Outstanding
performance from the effectivity of the latest appointment.

Equivalent Records Form is required for ladderized


reclassification of Head Teacher and School Principal
positions
Computation of Points

1) A candidate must obtain at least 60 points to deserve


the reclassification. It is advised that an applicant should
have earned the minimum points of 10 points.

2) Specific points assigned for each criterion in the rating


for Head Teacher/Principal positions, which must be in
relation to School-Based Management scale of practice,
among others, are as follows:

An allotment of at least one master teacher position per


subject area with at least 5-7 teachers should be the basis
for granting MT positions. However, DBM Caraga requires
at least 8-10 teachers under the applicant’s supervision.

Shifting from one stream to the other is allowed only


once, for those head teachers who opt to change their
occupational group to MT position.

TIMELINES FOR SUBMISSION OF REQUEST FOR IMPLEMENTATION:

1. All unimplemented approved Teachers’ ERFs in the prior years


shall be accommodated in “first come first served basis”.
2. New requests for reclassification/conversion shall be submitted to
the Regional Office every last Friday of the month, except
January-February.
3. No new request for reclassification/conversion of position shall be
forwarded to the Regional Office every January-February to
give enough time for consolidating the Region’s request for
implementation to the DBM.
4. Deadline for submission of consolidated Plantilla Allocation List for
implementation/to be forwarded to DBM shall be on last Monday of
January, every year.
5. Priority shall be given to teachers 2 & 3/SPED teacher reclassification
especially those optional retirees & master teachers 1 & 2 ,
before reclassification of school heads.
