HKIA Mater Plan …(Cont’d)
1. Executive Summary
 HKIA’s role is to be the region’s centre of trade and
tourism, and the primary gateway to Southern
China

 Connect home market to the rest of world - very

good network now, strategic location, about 85
airlines flying to about 150 destinations

 Five-Year Plan is to expand to about 180

destinations, with hassle-free connectivity and
more frequent flights

HKIA Mater Plan …(Cont’d)
 What has changed in the airport business?
– Airports have to maximise the social and economic value to society -
manage differently, airport experience
– The change from a focus on the hardware (the infrastructure and the
facilities) to a focus on the software (the people, the systems, the
processes and the organizational effectiveness)
– Redefined the airport business: “it’s not just a place to board and
disembark passengers or load and unload cargo; it’s the centre of
integrated multi-modal flows of people, goods, information and
capital…not just talking about air transport; air, sea and land feed
into each other, and the job is to integrate that to gain maximum
advantage for society and ourselves.”
(HKAA CEO – Dr. David Pang 2004) > New CEO may not take this
strategic view (New CEO low profile - view)

HKIA Mater Plan …(Cont’d)

– The airport of the 21st century needs

(1) to reach out to the source of the flow,
(2) to understand the market and
(3) to find solutions to meet the needs of its customers

– That means reaching out to an extended home market of

the Pearl River Delta region and beyond
– Offering a more accessible and reliable service at the
right price, to customers throughout the region.
– To encourage the 40 million people in the PRD to
consider HKIA as their home airport, so that they come
here to connect to other destinations around the world

HKIA Mater Plan …(Cont’d)

2. Business Environment

 Challenges
– Airport’s situational analysis: the world of airline transportation is in a
period of constant and rapid change
– The overall health of the local, national and international economy
has a direct bearing on the level of activity at the Airport and the
number of passengers who utilize the facility
– Any slowing of economic growth, translates into immediate impact on
the Airport, both in terms of passenger volume and related revenue.
– Airline industry - constant evolution. The way they do business
altered radically with fierce competition (reduced air fares and forced
reductions in airline operation costs)
– Airport competition within the region

HKIA Mater Plan …(Cont’d)
3. Strategic Objectives

 Airport Experience
– An airport business is a service business - an experience business - offer a unique,
enjoyable and memorable experience

– The sleek Passenger Terminal Building provides the style, function and capacity to
comfortably handle the growing flow of passengers through HKIA anticipated over the
next five years. Capacity: up to 61 million passengers annually

– The smooth flow of passengers entering and leaving the airport, fully staffed
information centres, spacious reception areas, a variety of businesses and services
are all designed to extend a warm welcome to visitors

 Low Cost Airport

– Remaining a low-cost airport represents an important strategic edge for continued
growth and development
– To maintain the lowest possible aviation rates and charges is key to future success.
Achieving the proper price point for air travel is a determining factor in building traffic
through the Airport

HKIA Mater Plan …(Cont’d)

 Hassle-free connectivity
 Transport by air, bus, train, ferry – these services are already in
operation, and will be expanded greatly in the coming years. For
example, ferries at SkyPier arrive at ports in the PRD in 30-60 minutes
 Customs/Immigration/Quarantine (CIQ) waiver – worked closely with the
Government to waive CIQ for passengers transiting via HKIA to other
destinations
 Check-in facilities in the home market – so that passengers can check-in
their luggage and receive a boarding pass in their home city
 Cargo – joint venture with HK Air Cargo Terminals Ltd (HACTL) for
“home market check-in centres for cargo”, so as to reach out to
customers to collect cargo at their door-step
 Ticketing – it is not easy for Peal River Delta (PRD) residents to gain
access to travel information, so with the support of 22 airlines established
a joint venture with a travel agency - customers now have access to
airline/ferry/bus/train tickets and hotel reservations all under one platform
– one stop service

HKIA Mater Plan …(Cont’d)

 Pearl River Delta region - Improved Air Service

– With about 50% of the world's population within 5 hours' flying
time, HK is uniquely located geographically as a global aviation
centre. HKIA is well-placed at the mouth of the PRD to provide
worldclass aviation services to this region, Guangdong Province
and beyond

– As the airport plays a pivotal role in Government's plans to

promote HK as a logistics hub, it is essential to enhance HKIA's
accessibility in the region

– To optimise opportunities, the five airports in the PRD, including

HKIA, have agreed to explore possibilities of multilateral and
bilateral cooperation between airports e.g. enhancing the
connectivity between airports by air, land and sea links
.

 Economic Generator – Added Value
– An important catalyst for economic growth in HK and has adopted a
vigorous role in working as a partner with local and regional agencies
in encouraging wealth creation
– By supporting and facilitating expansion of marketplace growth,
including export trade and tourism, the Airport becomes a proactive
tool of economic development. Direct Airport activities also support
the local economy, with direct and indirect economic impact on the
local economy

 Revenue has gone up gradually and expenses have come down - making
money
 The airport provides about 45,000 jobs, and expect to increase
significantly within the next five years
