Vulnerability
Overview
•Exposure – the
elements at risk
from a natural
or man-made
hazard event.
Various Elements Exposed to
Hazards
Physical hazard –
is defined as “a
factor within the
environment that
can harm the body
without
necessarily
touching it.” For
the examples,
vibration and
noise.
Various Elements Exposed
to Hazards
Cultural hazard –
also known as
social hazards,
result from
your location,
socioeconomic
status,
occupation and
behavioral
choices.
Various Elements Exposed
to Hazards
Economic hazard
– refers to major
natural disasters
which can and do
have severe
negative short-run
economic impacts.
Various Elements Exposed
to Hazards
Environmental
hazard – refers to
state of events which
has the potential to
threaten the
surrounding natural
environment and
adversely affect
people’s health.
• Vulnerability – the characteristics
and circumstances of a
community, system or asset that
make it susceptible to the
damaging effects of a hazard.
Defining Vulnerability
Vulnerable Sectors Include
Agriculture and Food
The agriculture sector in
the Philippines is highly
dependent on a constant
water supply and
unpredictable growing
seasons. Climate-related
changes disrupt farming
activities and hamper
agricultural production
resulting physical factors.
Vulnerable Sectors Include
Watersheds: Forestry,
Biodiversity, and Water
resources
Major river basins in the
Philippines are considered
the lifeblood of the
Philippine economy.
However, because of the
pollution, unstable resource
use and the additional
pressure brought on by
climate change, these areas
have become less viable.
Vulnerable Sectors Include
Coastal and
Marine
Resources
Vulnerable Sectors Include
Human Health
Reasons Why certain Sectors
of Society are More
Vulnerable to Disaster than
Others
1. Demographic Factors
a. Population Density – the more
dense the population the more
efficient a response should be,
considering the number of
people that might be affected
by a disaster.
b. Age of population – very old
and very young populations are
less mobile and able to
respond to hazards events well.
c. Distribution of population –
populations may be distributed
differently within the hazard
area.
2. Socio-economic factors
a. Wealth
b. Education
c. Nature of Society
d. Understanding of the area
3. Community Preparedness
a. Building codes
b. Scientific monitoring and
early warning systems
c. Communication networks
d. Emergency planning
4. Dealing with the after-effects
a. Insurance Cover
b. Emergency personnel
c. Aid request
Activity
Direction: Answer the following questions:
1.
Explain the different elements exposed to
hazards.
2.
Explain why certain sectors of society are
more vulnerable to disaster than others.
3.
In your own word, what is vulnerability?
4.
Conduct a simple research about Gaudalupe
Bridge in EDSA, Makati. Analyze and explain
why it is more vulnerable to earthquake as
compared to other bridges in Metro Manila.
