The UE must:
• Signal network entry and other state
changes
• Report location while in idle mode
• Request UL grants in active mode
eNodeB • Act as PDCP, RLC, MAC, and PHY “client”

C-SGN
A C-SGN supports sub-set and necessary functionalities compared with the existing EPS core
network elements and also supports at least some of the following CIoT optimizations:
- Control plane CIoT EPS optimization for small data transmission.
- Support for non-IP data transmission via SGi tunnelling and/or SCEF.
The HSS is responsible for holding the following user related information:
• User Identification, Numbering and addressing information;
• User Security information: Network access control information for authentication and authorization;
• User Location information at inter-system level: the HSS supports the user registration, and stores inter-
system location information, etc.;
• User profile information.
HSS utilises DIAMETER protocol to support LTE/EPC.
The HSS can be accessed by the MME via S6a interface.

• Non-IP Data Delivery (NIDD) is one of the prime features of SCEF that helps transfer
data between the SCEF and the Application Server (AS) using APIs.
• Non-IP data over SCEF requires “Data over NAS” support and the implementation of
T6a - Diameter interface at MME. A PDN Type "Non-IP" is used for NIDD over
SCEF.
