AY 2019 – 2020

Course Description

New technologies are creating significant opportunities in the management of different


industries including public administration.. This course examines the evolution of digital
technologies, the underlying technologies that are driving the current digital revolution, and
the innovative application of existing technologies, resources, and services. Particularly,
the course includes appreciation of the Internet technology and its role in innovation and
administration of government or non-government organizations.
Course Objectives/Competencies:
1) Knowledge: Select and apply disciplinary knowledge to government or business situations in a
local or global environment.

2) Critical thinking and problem solving: Identify and research issues in public administration
situations, analyze the issues, and propose appropriate and well-justified solutions.

3) Communication: Prepare written documents that are clear and concise, using appropriate style and
presentation for the intended audience, purpose and context, and prepare and deliver oral
presentations that are clear, focused, well structured, and delivered in a professional manner.

4) Teamwork: Participate collaboratively and responsibly in teams, and reflect on your own teamwork,
and on the team’s processes and ability to achieve outcomes.

5) Ethical, social and environmental responsibility: Identify and assess ethical, environmental and/or
sustainability considerations in public administration or business decision-making and practice, and
identify social and cultural implications of the same (public administration or business situations.

Evolution of Information Technology
 Premechanical Age (between 3000BC and 1450AD)
 characterized by using of language or simple picture drawings known as petroglyphs usually
carved in rock.
 early alphabets were developed such as the Phoenician alphabet.
 development of pens and paper.
 people realized the importance of organizing and storing them in permanent storage.
 first books (Egyptian scrolls and book-like binding of paper) were written and kept in libraries
 also marked by the development of the first numbering systems.
 first 1 – 9 system was created in 100AD; and the number 0 was invented and added in 875AD
 invention of calculator, then known as abacus. This was the very first sign of information processor.
 Mechanical (between 1450 and 1840)
 Invention of the slide rule by William Oughted, an analog computer used for multiplying and dividing.
 Blaise Pascal invented the Pascaline, a very popular mechanical computer.
 Charles Babbage developed the difference engine which tabulated polynomial equations using the
method of finite differences.

 The telegraph was created in the early 1800s.
 The Morse code was created by Samuel Morse in 1835.
 The telephone was created by Alexander Graham Bell in 1876.
 The first radio was developed by Guglielmo Marconi in 1894.
 At around 1940, the first large-scale automatic digital computer, Mark1 in the US was
the created at Harvard University It was programmed using punch cards.

 Creation of ENIAC , the first high-speed, digital computer capable of being reprogrammed
to solve a full range of computing problems.
