Learning Goal

To provide the participants with the basic knowledge and


importance of CIRAS in the field of investigation.
Learning Obejective

• Discuss the background and enumerate the objectives of PNP


e-Projects;

• Discuss the e-CIRS/e-Blotter as a tool in investigation;

• Discuss the procedures in encoding crime data to e-CIRS/e-


Blotter; and

• Discuss the development of e-CIRS/e-Blotter.


Objectives of the PNP e Objective of the PNP e-
Projects
 Institutionalize the crime reporting from all PNP Units reflecting the true crime
situation in real time;

 Systematically collect evidence;

 Enhance the crime reporting system in the country; and

 Provide a mechanized representation of investigation and detective


management activity procedures and processes.
e Objective of the PNP e-Projects
 Establish comprehensive, adequate and timely information on crimes;

 Installation of a Case Tracking System through the e-Warrant and e-Rogues


Gallery System to all PNP Units;

 Upgrade the PNP’s investigative equipment; and

 Interfacing of the CIRS with the e-Rouge Gallery System and the e-Warrant
System.

Investigation

 e-CIRS/e-Blotter is an electronic database system;

 Present a quick fast and reliable transmission of crime information;

 It is a web-based crime incident recording system (CIRS);


The e-CIRS/e-blotter System as a Tool in
Investigation

 One of the PNP’s strategies in enhancing the integrated database


system to enhance the solution of criminal cases;

 It was launched in September 6, 2011 to serve as a more efficient


electronic blotter system across the country.
Basis for the creation/implementation of e-CIRS/e-
Blotter

 PNP Memorandum Circular 2014-009 (Crime Incident Recording


System) dated April 10, 2014.  

 OIC, PNP Memorandum, dated May 15, 2015 Renaming CIRS to e-


Blotter System
Essential Features of e-CIRS/e-Blotter System
 A stand-alone customized single database;

 Installed into the existing desktop of the police units/stations;

 Utilized by the Police Stations to enter blotter/incident reports directly to the


system;

 IRF is system generated thru the CIRS

 Main source of data for the weekly IRF compliance.


Essential Features of e-CIRS/e-Blotter System
 Sets a standard procedure in reporting crime incident;

 Capable of filtering non crime data from the system;

 Promotes consistency in recording crime incident;

 Provides easy access to crime data nationwide; and

 Serves as working basis for policies and programs of anti-criminality


measures
Who can use the system?
The following are allowed access to the e-CIRS/e-Blotter:
DIDM-staff (System Admin and appointed encoders);

PROs (RIDMD System Admin and appointed Viewer/searcher);

PPOs (PIDMB System Admin and appointed encoder/searcher); and

Police Stations (System Admin and appointed searcher/s).


Data Access and Retrieval

 The data uploaded into the e-CIRS/e-Blotter may be accessed and


retrieved by end users as long as they are registered into the system.
 The system is only available to PNP personnel who are duly authorized
and endorsed by their head of office/unit.
