HRD Design Process
1. Define Objectives
2. Develop Lesson Plan
3. Develop / Acquire Material
4. Select Trainer
5. Select Training Methods and Techniques
6. Schedule the program/intervention
Objectives Setting
 Program objectives describe the intent and desired
result of the HRD program
 Objectives are used as the basis for determining which
method should be used to achieve the specified
outcome
 Useful objectives include 3 critical qualities
1. Performance (what the learner is expected should be
able to do)
2. Condition (condition under which performance is to
occur)
3. Criteria (criteria of acceptable performance by
describing how well the learner must perform in order
to be considered acceptable)
Creating or Purchasing HRD
Programs?
Design internally or purchase it from an outside
vendor?
Factors to consider before purcahsing an HRD
programs :
1. Expertise
2. Timeliness
3. Number of trainees
4. Subject Matter
5. Cost
Develop Lesson Plan
 To translate objectives into an executable training
session, the development of a lesson plan is
recommended
 A lesson plan is a trainer’s guide for actual delivery of
the training content
 Lesson plan should specify :
1. Content to be covered
2. Sequencing of activities
3. Selection or design of training media
4. Timing and planning of each activity
5. Selection of method of instruction to be used
6. Number and type of evaluation items to be used
Select Trainer

• Effective trainers must be able to

communicate their knowledge clearly, use
various instructional techniques, have
good interpersonal skills, and have ability
to motivate others to learn
• Trainer are usually subject matter expert
(SME)
• SME should have the ability to train others
Select Training Methods and
Techniques
• 2003 survey by Training magazine
revealed that classroom programs were
still the most popular instructional methods
• Training approaches :
1. on-the job methods
2. classroom method
e.g. classroom, self study, web-based, case
studies,role plays, games and simulations,
experiential program
Schedule the program/intervention
Preparing training materials
1.Program announcements
- purpose of the program, when and where
to be held. How employee san qualify to
participate in the program
2. Program outlines (course syllabi)
- content, goals and expectation for the
program, schedule of events
3. Training Manual or textbook
Scheduling training program
1. During Work Hours?
2. After work hours
Training Document
• Training Program
• Training Objective/s
• Training Venue
• Training Module/s – name and number of
the modules
• Trainer/s – number of trainer/s
• Trainees – number of trainees, job
designation
• Training method/s
• Training duration
